The Contracting Parties shall support direct co-operation between the Croatian Academy of Sciences and Arts and Chinese Academy of Science and Chinese Academy of Social Sciences.
1. CULTURE AND ARTS
The Contracting Parties shall support the exchange of exhibitions of excellent artistic level.
a) The Republic of Croatia expresses a desire to present an archeological exhibition or an exhibition of Chinese traditional paintings from the People's Republic of China in 2002, and the terms for the archeological exhibition shall be consulted through diplomatic channels;
b) The Republic of Croatia expresses a desire to present in the People's Republic of China the exhibition "The Croatian Naive Art " in 2003;
c) In the course of the Programme, the Contracting Parties shall exchange one ethnographic exhibition each.
In the course of the Programme the Republic of Croatia shall send invitations to Chinese artists to participate in the international fine arts events such as: International Biennial of Original Drawings in Rijeka, International triennial of Graphic Design in Zagreb, International Exhibition "Triennial of Ceramics" in Zagreb.
The People's Republic of China shall invite Croatian artists to participate in the respective international arts exhibitions in the People's Republic of China.
In the course of the Programme China Federation of Literary and Art Circle and the corresponding organization of the Republic of Croatia shall exchange one delegation of 5 persons for a 7-day visit each.
In the course of the Programme the Contracting Parties shall organize the tour of a small music ensemble from the Republic of Croatia in China and the tour of a small music ensemble from the People's of China in Croatia, performing music on traditional Chinese instruments.
The Contracting Parties shall support direct co-operation between the Croatian and the Chinese institutions for protection and preservation of cultural heritage, with the aim to exchange experts and information on the state of cultural heritage in both countries.
The People's Republic of China shall send invitation to two Croatian experts to work and The Republic of Croatia shall invitation to two Chinese experts to work in the Restoration Center-Ludbreg. The details on experts' exchange shall be consulted through diplomatic channels.
In the course of the Programme:
a) The People's Republic of China shall invite a Croatian folk song and dance ensemble to take a tour in China , and The Republic of Croatia shall invite a Chinese folk song and dance ensemble to participate in the Zagreb International Folk Art Festival;
b) The People's Republic of China shall invite a Croatian child ensemble or theatre to take a tour in China, and the Republic of Croatia shall invite a Chinese child ensemble to take part in the Sibenik International Children's Festival.
In the course of the Programme:
a) The People's Republic of China shall invite a Croatian puppet theatre ensemble to take a tour in China.
b) The Republic of Croatia shall invite a Chinese Puppet theatre ensemble to take part in Zagreb International Puppet Festival.
The Contracting Parties shall support direct co-operation between Musical Youth Organizations of the two countries.
The Republic of Croatia shall send invitations to the Chinese artists willing to participate in the international competitions and performances organized in Croatia such as: International Violin Competition "Vaclav Huml", International violoncello Competition "Antonio Janigro", International Young Conductors Competition -- Lovro Matacis' and International Piano Competition EPTA.
The People's Republic of China shall invite Croatian artists to participate in the respective international competitions and performances organized in the People's Republic of China.
The Contracting Parties shall organize in their respective countries, in the course of the Programme, a presentation of film achievements of the other country within the week of Chinese film in 2001 and the week of Croatian film in 2002.
The Contracting Parties shall support the exchange of writers and scientific and literary translators.
The Contracting Parties shall encourage the publication of a Chinese-Croatian and Croatian-Chinese Dictionary.
The Contracting Parties shall support translation and publication of literary and other works of importance written by Croatian and Chinese authors.
The Contracting Parties shall support direct co-operation between their national, public and university libraries.
The Contracting Parties shall support co-operation between museums; galleries and archives based on direct agreements on exchanges of experts, publications and documentation.
The Contracting Parties shall support co-operation between radio and TV houses based on direct agreements on exchanges of programmes and experts.
The Contracting Parties shall support co-operation and exchanges between their respective journalists' associations and news agencies based on direct agreements.
2. EDUCATION
The Contracting Parties shall encourage and promote the establishment of direct co-operation between the universities of the two countries, and continuous support should be given to the universities that have established direct co-operation for their further exchanges.
The universities, that have established direct co-operation, shall exchange the scientists in accordance with their needs and possibilities, on the basis of direct agreements.
Every year in the course of the Programme, each Contracting Party shall exchange scholarship students for undergraduate, graduate and specializing studies.
Each Contracting Party shall offer scholarships for studies and special training in each other's countries no more than 7 per year, with at least two scholarships for the Croatian language studies for the Chinese students.
The Contracting Parties shall launch an enquiry on the possibility of signing an agreement on mutual recognition of academic certificates and diplomas.
The Contracting Parties shall support the studies of languages and literatures of the other Contracting Party at their respective universities.
The Contracting Parties shall engage the language teachers of the other party to their respective universities based on the teaching requirement of the universities in order to promote training of talents in the languages of Chinese and Croatian.
The Contracting Parties have agreed and determined the number of lecturers to be funded based on reciprocity, that is:
1. Chinese language lecturer to cover the needs of universities in Croatia, Faculty of Philosophy-Zagreb;
2. Croatian language lecturer to cover the needs of universities in China, Beijing Foreign Studies Universities.
3. SPORTS
The Contracting Parties shall support exchange and co-operation in the field of sports; the details of the exchange projects shall be consulted between the corresponding sports institutions and associations of the two parties.
4. GENERAL PROVISIONS
General provisions on exchange of delegations are as follows:
a) At the latest two months in advance, the Sending Party shall send to the Receiving Party information on the delegation members and requirements concerning their visit.
b) Within forty days, the Receiving Party shall notify the Sending Party about its decision and propose the term of the accepted visit.
c) After receiving a confirmation of the visits, the Sending Party shall inform the Receiving Party of the exact time and place of arrival, and the carrier at the latest twenty days prior to the arrival.
General provisions on exchange of exhibitions are as follows:
a) At the latest four months in advance, the Sending Party shall provide materials necessary for the exhibition (scheme for presentation, illustration text, list of objects, data on the premises for the exhibition, data for catalogue, posters and other materials for promotion).
b) At the latest fourteen days prior to the opening of the exhibition, the Sending Party shall give over the objects for exhibiting to the Receiving Party.
c) The Receiving Party shall be responsible for the safety of the objects to be exhibited. In case of loss or damage, the Receiving Party shall provide the
Sending Party with all date about the incident, and provide assistance when making claims to the insurance company. The Receiving Party shall cover all the costs of collecting data.
d) The Receiving Party shall not repair damaged objects of the exhibition without the consent of the Sending Party.
General provisions on the exchange of scholarship students are as follows:
a) Each year by 15th April at the latest, the Contracting Parties shall provide each other with all the required date of the candidates for the scholarship students and inform each other of the result of enrolment by 15th July of the same year at the latest.
b) The studying period for undergraduates and graduates shall harmonized in accordance with the time of schooling of the Receiving Party. The studying period for experts undergoing special training shall be three to twelve months.
c) The Contracting Parties shall make every effort to enable the enrolled scholarship students to command and reach a fairly high level of the language of the Receiving Party.
Both parties shall provide language training courses necessary to those enrolled undergraduates and graduates who have not known well the language of the Receiving Party according to their respective current regulations. The time of language training courses shall not be counted in the studying period.
With the consent of the Receiving Party, the high-ranking experts can use English as working language.
General provisions on the exchange of language teachers are as follows:
a) The term for Chinese language teacher is generally two years, which could be prolonged upon the agreement between the Contracting Parties. The service time shall not exceed four years.
The term for Croatian language teacher is one academic year, which could be prolonged upon the agreement between Contracting Parties. The service time shall not exceed three years.
b) The Receiving Party shall propose the requests and concrete conditions in advance for engaging the language teachers of the Sending Party. The Sending Party shall provide personal résumés, highest academic certificates and health certificates of the language teachers by 1st April at the latest. The Receiving Party shall send a formal written invitation by 1st June of the same year at the latest. The teachers sent by the Sending Party shall assume their offices by 5th September of the same year at the latest, so as to ensure the normal progress of school teaching.
5. FINANCIAL PROVISIONS
Financial provisions on exchange of delegations and persons are as follows:
a) The Sending Party shall cover the international return fare and luggage expenses to the capital city of the Receiving Party.
b) The Receiving Party shall cover the expenses of lodging, food, per diem, interpreter and transportation as arranged by the visit schedule.
The Receiving Party shall cover the cost of medical care in case it is urgent and essential, in case of sudden illness with the exception of chronic diseases, major non urgent operations, dental prothesis and long-term hospital treatment.
Financial provisions on the exchange of groups of artists are as follows:
a) The Sending Party shall cover the costs of international return fare, transportation of stage properties, costumes and musical instruments.
b) The Receiving Party shall cover the costs of lodging, food, per diem, interpreter, internal transportation (for activities within the cities a bus should be allotted for the exclusive use by the group) and organization.
The Receiving Party shall cover the cost of medical care in case it is urgent and essential, in case of sudden illness with the exception of chronic diseases, major non urgent operations, dental prosthesis and long-term hospital treatment.
Financial provisions on the exchange of exhibitions are as follows:
a) The Sending Party shall cover the costs of return flight and insurance to the capital city of the Receiving Party.
b) The Receiving Party shall cover the costs of internal transportation, premises, publishing catalogues and posters, promotion and other technical services necessary for the exhibition.
c) Provisions of Article 27 shall be applied to persons accompanying the exhibition.
Financial provisions on the exchange of scholarship students are as follows:
a) The Receiving Party shall cover tuition fees, costs of accommodation, health insurance and teaching materials for the exchange students and shall also provide means for living expenditures for scholarship students in accordance with the respective current rules and regulations of the Contracting Parties.
b) The Sending Party shall cover the costs of international return fare from its capital to the capital of the Receiving Party for the scholarship students. The Receiving Party shall cover the costs of travelling fare for the scholarship students from its capital to the city of their studies and special training, as well as from the city to the capital after the accomplishment of their studies.
Financial Provisions on the exchange of language teachers are as follows:
The Receiving Parties shall cover the costs of accommodation (apartment with kitchen, furniture, refrigerator, colour TV and telephone), libraries facilities and primary medical care for the language teachers of the other party during their stay in the country. The Receiving Party shall also offer a monthly salary for the teachers according to their respective current rules and regulations.
The Programme shall enter into force on the date when the Contracting Parties notify each other through the diplomatic channel that all conditions required by the national legislation for its entry into force have been completed.
The Programme shall remain in force until the end of 2003.
The Programme is signed in Beijing on 2000, in duplicate in the Chinese, Croatian and English languages, all the three texts being equally authentic.
