Chinese President Jiang Zemin and Moldovian President Vladimir Voroni signed a joint statement on July 20th, 2001. The following is the translation of the full text.

Joint Statement between the People's Republic of China and Moldova

President Jiang Zemin, at the invitation of President Vladimir Voroni of Moldova Republic, paid a state visit from July 19th to 20th to Moldova.

The two Presidents exchanged views in a friendly and sincere atmosphere on bilateral relations and international issues of common concern and reached wide-ranging consensus. Both sides give high praise to this visit.

The two Presidents looked back thoroughly through as well as looked ahead of and shaped the development of the bilateral relations since the establishment of the diplomatic relations between the People's Republic of China and Moldova, agree to further develop friendly relations of cooperation between the two countries in all fields. To this end,

1 Both confirm to abide by the Joint Communiqué between the People's Republic of China and Moldova signed on November 7th, 1992 and the Joint Statement on further Strengthen the All Round Cooperation Between the People's Republic of China and Moldova on June 7th, 2000.

The two sides agree that to keep bilateral relations developing in a continuous, pragmatic and stable way is in conformity with the present and long-term interests of the two countries and two peoples and conducive to regional and world peace and development.

2 The two sides reaffirm to develop their relations on the basis of the principles of mutual respect for sovereignty and territorial integrity, non-aggression, mutual non-interference into each other's internal affairs, equality and mutual benefit and peaceful co-existence as well as the those of UN Charter and other universally recognized norms and principles of international law.

3 The two sides will endeavor to expand bilateral communication and cooperation in the areas covering politics, economy, science, technology, education, culture, and health and so on, and guarantee continuous concrete fruits.

Both sides agree that the agreements between the two countries are the solid foundation for bilateral cooperation. Both will continue to improve their respective legal basis for further development of China-Moldavia cooperation.

4 Both will encourage and support the contacts and mutual visits between governments, parliaments, civilian organizations and entrepreneurs to increase further mutual understanding and consolidate the traditional friendship of the two countries.

5 The Moldovian side reiterated that there is only one China in the world and the Government of the People's Republic of China is the sole legitimate government representing China, and Taiwan is an inalienable part of China. In addition, the Moldovian side stressed that it supports China's reunification cause and will never establish any official links with Taiwan, nor any official exchanges of visits. It will not support Taiwan to join any international organizations requiring sovereign status.

6 China reiterated that it respects the independence, sovereignty and territorial integrity of Moldova, supports its efforts to resolve the conflicts on the left side of the Dniester River. China hopes all the intermediaries to make consistent efforts for the early settlement of this problem, and maintains that all the decisions made by international and regional organizations over this issue will be fulfilled step by step.

The People's Republic of China notes that Moldova Republic has entered into Southeast European stability pact, and wishes this act will help to strengthen the regional peace and stability, and benefit the all around development of Sino-Moldova cooperation.

China understands and respects the choice of Moldova to join the European Union.

7 The two sides are determined through bilateral and multi- lateral channels to crack down on terrorism, separatism and extremism which have posed grave threats to the safety of sovereign states and peace and stability of the whole world.

8 The two sides, faced with the tasks of economic restructuring, modernization and social development, are ready to exchange their experiences on issues of common concern.

9 The two sides will endeavor to expand trade and economic cooperation so as to make the bilateral economic and trade relations more productive. The governments and other organizations of both countries will take effective measures to implement the reached understandings. Both sides will make full use of governmental economic and trade joint committee between China and Moldova, and explore new ways and channels of cooperation in economy, technology, trade and investment. Both will pay more attention to the areas for concrete cooperation and establishment of pool capital enterprises.

10 Both sides agreed that the relaxation of the current international situation, the desire for peace and development has become the common consensus of the people of the world. The growing trend of multi-polarization of the world and the integration of the global economy are developing further. The two sides are determined to work with the international community to establish a just and fair new international political and economic order.

11 Both sides confirm that all countries, big or small, strong or week, rich or poor, have the full right to master their own destiny, and choose their own way for political, economic and social development according to their national conditions. They enjoy equal rights to participate in the discussion and resettlement of world affairs.

Both sides will continue to strengthen their cooperation, mutual coordination and assistance in internationals.
