At the invitation of Prime Minister Vladimir Putin of the Russian Federation, Premier Wen Jiabao of the State Council of the People's Republic of China paid an official visit to the Russian Federation on 27-29 October 2008. The two heads of government held the thirteenth regular meeting in Moscow on 28 October.

Premier Wen Jiabao of the People's Republic of China met with President Dmitry Medvedev of the Russian Federation and Chairman Boris Gryzlov of the State Duma of the Russian Federal Assembly respectively.

The two heads of government attended the Third High-level China-Russia Economic Forum.

Ⅰ

During their meeting, Premier Wen Jiabao and President Medvedev had an in-depth exchange of views on a wide range of important issues in bilateral relations, including strengthening strategic coordination and deepening cooperation in political affairs, economy and cultural and people-to-people exchanges, and major international and regional issues.

The two sides noted with satisfaction that China-Russia strategic partnership of coordination had grown at a faster pace in recent years, as evidenced by the markedly enhanced mutual trust and support between the two sides and expanded cooperation in key areas. The two sides agreed that given the complexity and volatility in the current international situation, it is particularly important and urgent for China and Russia to strengthen relations across the board. The two sides will, in line with the spirit and principles of the Treaty of Good-Neighborliness and Friendly Cooperation Between the People's Republic of China and the Russian Federation, continue to implement all the agreements and consensus they had reached, build political mutual trust, promote practical cooperation and deepen strategic coordination to benefit the two countries and peoples and contribute more to world peace and stability.

The heads of government of China and Russia expressed satisfaction with the progress made in bilateral cooperation in the fields of economy and trade, energy, cultural and people-to-people exchanges, and applauded the work of the Committee on Regular Meetings Between the Heads of Government of China and Russia, the Committee on China-Russia Cooperation in Cultural and People-to-people Exchanges and the Mechanism of China-Russia Energy Negotiations. The two heads of government also confirmed the Minutes of the Twelfth Session of the Committee on Regular Meetings Between the Heads of Government of China and Russia and the Minutes of the Ninth Session of the Committee on China-Russia Cooperation in Cultural and People-to-people Exchanges.

The two sides emphasized that the mechanism of regular meetings between the heads of government of China and Russia had played a significant role in promoting practical cooperation between the two countries in various fields, and expressed the readiness to further improve the mechanism and enhance its efficiency.

The two sides will start to carry out activities under the mechanism of the "Year of China in Russia" and the "Year of Russia in China" as approved by the heads of state of the two countries, implement the plan for the "Year of the Russian Language in China" in 2009, and make preparations for the "Year of the Chinese Language in Russia" in 2010.

The two sides noted with satisfaction that China-Russia economic cooperation and trade had maintained rapid growth. Bilateral trade volume had increased steadily, fresh progress had been made in mutual investment and economic and technological cooperation, and economic exchanges and trade in the border areas and at the local level were gaining momentum. The two sides will make joint efforts to enhance quality and efficiency and expand areas of cooperation in this field to promote economic growth of both countries.

The two sides agreed that it was necessary to take active measures to increase the share of electromechanical and high-tech products in bilateral trade by expanding, first and foremost, Russia's export of these products to China. The role of the China-Russia Chamber of Commerce of Machinery and Electronic Products should be brought into full play to promote cooperation in such fields as energy machinery, civil aviation supplies, household electrical appliances and electronics, transport equipment and mining machinery and further improve the mix of bilateral trade.

The two sides shared the view that continued growth of mutual investment and diversification of investment areas were important conditions for raising the level of economic cooperation and trade between the two sides. The two sides will, in keeping with the principle of equality and mutual benefit, give full play to the role of the China-Russia Investment Promotion Conference, and take measures to negotiate and conclude a China-Russia investment cooperation program at an early date so as to create a sound investment environment and effectively protect the legitimate rights and interests of investors. Efforts will be made to implement investment projects of mutual interest, expand cooperation in industrial projects and infrastructure development and upgrading, attract Chinese investors to Russia's special economic zones, and carry out cooperation in intensive timber processing in Russia. The two sides will continue to strengthen and deepen cooperation in the border areas and at the local level, work together to regulate border trade, improve commodity mix, provide greater facilitation, strengthen port infrastructure development, work for the establishment of economic cooperation zones in the border areas, and speed up negotiations on the cooperation program between the old industrial bases of Northeast China and Russia's Far East and Zabaikalsky region. The two sides reaffirmed that energy cooperation is an important part of the China-Russia strategic partnership of coordination, and the two countries should deepen energy cooperation on the basis of mutual benefit and reciprocity. The two sides support cooperation in oil and gas, including cooperation in providing long-term oil supply to China through pipelines, upstream-downstream oil cooperation, natural gas supply, the establishment of natural gas processing and chemical enterprises, and the sale of relevant products to markets in China, Russia and a third country.

The two sides pointed out that it was important to further deepen power cooperation, including the first phase power supply project from Russia to China and restoration of Russia's sale of electricity to China's border areas.

The two sides will continue to carry out cooperation in nuclear energy, including the second phase of the Tianwan Nuclear Power Plant, nuclear power technology of fast reactor , construction of uranium enrichment plants, exploration of uranium mines, nuclear power plants, reprocessing of fast reactor fuel and spent fuel and recycling of nuclear waste.

The two sides agreed to expand and deepen their long-term cooperation in aerospace, ensure timely completion of the projects listed in the Aerospace Cooperation Program (2007-2009), instruct the Subcommittee on Aerospace Cooperation to work on the details of large-scale joint aerospace projects, and draft and adopt the program for bilateral cooperation in 2010 and follow-up actions. In the field of science and technology, the two sides will, in line with their priorities in scientific and technological development, implement joint projects with great innovation potential and commercialization prospect. The two sides will further advance cooperation in the fields of nanotechnology, energy, energy conservation, ecology and proper use of natural resources. The two sides agreed to promote cooperation in transport and transport infrastructure. They noted that it was of great importance to implement the Tongjiang River-Nizhneleninskoye railway bridge construction project and continue to work to have the Heihe River-Blagoveshchensk highway bridge construction project implemented. The two sides deemed it very important to increase the transit transport volume of containers by implementing such projects as transit transport from China to Europe and transit transport via ports in Russia's coastal and border areas. The two sides held that China and Russia should build on the achievements they have made to strengthen cooperation in trade, project financing, bank cards, export credit insurance and bilateral settlement mechanisms to create an enabling environment for participants in China-Russia business cooperation. At the same time, cooperation in the fields of insurance and securities should be explored and gradually deepened. The two sides expressed satisfaction with their cooperation in the field of civil aviation, especially the delivery of the first Tu-204-120CE aircraft. The two sides reaffirmed their readiness to conduct cooperation in this area on the basis of mutual respect for each other's interests and their respective long-term aerospace development plans. The two sides gave a positive assessment of their cooperation in communication and information and communication technology (ICT), and expressed readiness to continue their practical cooperation in this field. The two sides stated that they would improve their cooperation mechanisms in anti-monopoly, supervision of advertisement laws and the fight against unfair competition, and expand and deepen information exchanges in the border regions and cooperation in enforcing competition and advertisement laws. The two sides will continue to expand cooperation in disaster relief, increase scientific and technological exchanges and information sharing, ensure that disaster relief departments of the two countries keep in close contact, and facilitate exchanges between experts of the two sides. The two sides applauded the achievements they had scored in their cooperation in environmental protection and expressed their commitment to deepening cooperation in this field. The two sides will step up cooperation in the proper use and protection of transboundary waters, and have recognized the importance of the first session of the Joint Committee on Proper Use and Protection of Transboundary Waters to be held in Khabarovsk, Russia, in December.

The two sides shared the view that to expand and deepen cooperation in cultural and people-to-people exchanges is of great importance to advancing the China-Russia strategic partnership of coordination and carrying forward the friendship between the two peoples from one generation to another.

The two sides stated that they would continue to carry out established activities in the educational field under the mechanism of the "Year of China" in Russia and the "Year of Russia" in China, including the University Students Art Festival, Youth Summer (Winter) Camp, Juvenile Russian (Chinese) Language Contest, University Presidents' Forum, and Exhibition on Higher Education, and ensure their success. The two sides will promote joint cultivation of high-calibre talents and scientific research cooperation between institutions of higher learning of the two countries.

The two sides expressed satisfaction with the success of the "Russian Cultural Festival" in China in 2008, and support for the "Chinese Cultural Festival" to be held in Russia in 2009 as an important activity to celebrate the 60th anniversary of the establishment of China-Russia diplomatic relations.

The two sides will encourage the establishment of direct links and cooperation between libraries, museums and theatres of the two countries, increase exchanges and cooperation between outstanding art troupes and literary and art workers, and regularly hold cultural festivals and cultural days.

The two sides will continue to deepen health cooperation, focusing on the prevention and treatment of infectious diseases, convalescence and medical care, disaster medicine, traditional medicine and drug supervision and administration.

China reiterated its firm support for Russia hosting the 2014 Olympic Winter Games in Sochi. The two sides will enhance exchanges and cooperation in sports, including winter sporting events, and hold the Third China-Russia Youth Sports Games in 2009.

The two sides commended their tourism cooperation and expressed readiness to fully implement bilateral agreements and related plans in this field.

The two sides will improve cooperation mechanisms and expand cooperation areas in the fields of media, film and archives, and give support to activities of the media of the two countries in promoting the "Year of the Russian Language" in China and the "Year of the Chinese Language" in Russia.

The two sides believed that the thirteenth regular meeting between the heads of government of China and Russia was held in an atmosphere of friendship, mutual understanding and cooperation, and achieved important results. The two sides were satisfied with the outcomes of the meeting.

The two sides agreed through consultation that the fourteenth regular meeting between the heads of government of China and Russia will be held in China in 2009. The specific date of the meeting would be decided through diplomatic channels.
