On September 13, 2023, Vice Foreign Minister Ma Zhaoxu met with Russian Ambassador to China Igor Morgulov at the latter's request.

Ma Zhaoxu said that under the strategic guidance of President Xi Jinping and President Vladimir Putin, China-Russia relations have enjoyed sound and steady growth. China stands ready to work with Russia to uphold the fundamental guidance of the important common understandings between the two heads of state to steadily advance cooperation in various fields and push forward bilateral relations in the right direction.

Igor Morgulov said that Russia is willing to work with China to follow through on the common understandings reached by the two heads of state, maintain close exchanges at all levels, and deepen practical cooperation and international coordination.
