Xi Jinping Holds Talks with President Luis Guillermo Solis of Costa Rica and Two Sides Announce Establishment of China-Costa Rica Strategic Partnership of Equality, Mutual Trust and Win-win Cooperation

On January 6, 2015, President Xi Jinping held talks with President Luis Guillermo Solis of Costa Rica at the Great Hall of the People. The two heads of state jointly announced the establishment of China-Costa Rica strategic partnership of equality, mutual trust and win-win cooperation, and agreed to pay close focus on the two wheels of political mutual trust and mutually beneficial cooperation to push forward the continuous development of the China-Costa Rica relations.

Xi Jinping stressed that when we met last July in Brasilia, I compared the China-Costa Rica relations to a thriving and luxuriant enterolobium cyclocarpum, while you compared the China-Costa Rica relations to the impregnable Great Wall. Both China and Costa Rica attach importance to developing relations with each other, and the bilateral relations enjoy a solid foundation, steady development and fruitful results. Today Mr. President and I jointly announce the establishment of China-Costa Rica strategic partnership of equality, mutual trust and win-win cooperation, which fully exhibits the two sides' firm will to promote the development of the bilateral relations. The two sides should make joint efforts with one heart and one mind to forge the China-Costa Rica relations into a model of friendly cooperation between countries with different sizes and national conditions.

Xi Jinping pointed out that we should grasp the general direction of long-term friendship and common development between China and Costa Rica from a strategic height, and provide mutual understanding and support on issues concerning each other's core interests. We should maintain the close high-level exchanges and strengthen the friendly exchanges between the two countries' government departments, legislative bodies and political parties to pool broad consensus for bilateral cooperation. We should begin to research and formulate the "Joint Action Plan on China-Costa Rica Cooperation (2016-2020)" as soon as possible and continue to make the best of the bilateral free trade agreement. We should continue to carry out cooperation in the construction of special economic zones and actively promote cooperation in fields such as infrastructure construction, agricultural science and technology, digital television and mobile communication technology, and clean energy. China supports Costa Rica to carry out Chinese language teaching and encourages the two countries' cultural institutions to hold exhibitions in each other's country. China is willing to strengthen cooperation with Costa Rica in tourism and hopes that Costa Rica will simplify the entry procedures of Chinese citizens. The two sides should keep close communication and coordination on international and regional issues such as climate change so as to jointly safeguard the interests of the developing countries.

Solis said that since the establishment of the diplomatic relationship seven years ago, the tree of Costa Rica-China friendship has experienced a flourishing growth. The bilateral relations have achieved unprecedented historic development, being intimate, strong, practical and vigorous. The Costa Rican government and people thank China for providing support for the economic and social development as well as the building of governance capacity of Costa Rica. Costa Rica attaches high importance to the Costa Rica-China relations, hopes to endow the bilateral relations with more strategic connotations to constantly strengthen the political mutual trust between the two sides, and expects to deepen the bilateral cooperation in fields such as education of science and technology, investment and infrastructure, so as to improve the overall economic level and competitiveness of Costa Rica. Costa Rica welcomes more Chinese teachers, researchers, artists and coaches to the country for exchanges and cooperation, and will provide more convenience for Chinese citizens who visit Costa Rica. Costa Rica is willing to enhance coordination on issues such as climate change and the reform of the United Nations.

Xi Jinping pointed out that the establishment of the Forum of China and the Community of Latin American and Caribbean States (CELAC) provides an important platform for the overall China-Latin America cooperation, which is a strategic decision of both China and Latin America. As the rotating presidency of the CELAC, Costa Rica has made positive contributions to pushing forward China-Latin America cooperation. China attaches importance to Costa Rica's unique status and role in Latin America, and is willing to strengthen coordination and cooperation with Costa Rica and other members of the CELAC to hold successfully the first ministerial meeting of the China-CELAC Forum and well initiate, build and develop the China-CELAC Forum, so as to promote the common development and prosperity of China and Latin America.

Solis said that Costa Rica is pleased to play a coordinating role in the first ministerial meeting of the China-CELAC Forum as the rotating presidency of the CELAC, and is willing to make continuous efforts to strengthen Latin America-China cooperation.

Following the talks, the two heads of state jointly witnessed the signing of cooperative documents in fields such as economic technology, special economic zones, inspection and quarantine. The two sides also released a joint statement of the People's Republic of China and the Republic of Costa Rica.

Prior to the talks, Xi Jinping held a welcome ceremony for Solis at the North Hall of the Great Hall of the People. Present were Wang Huning, Li Zhanshu, Qiangba Puncog, Yang Jiechi, Wang Qinmin and others.
