Li Keqiang Holds Talks with Prime Minister Najib Razak of Malaysia, Stressing to Comprehensively Upgrade China-Malaysia Comprehensive Strategic Partnership and Forge Model of Good-neighborly Friendship Featuring Mutual Benefit and Win-win Result

On the afternoon of November 23 local time, Premier Li Keqiang held talks with Prime Minister Najib Razak of Malaysia at the Prime Minister's Office in Malaysia.

Li Keqiang noted that China and Malaysia are good neighbors, good partners and good friends. Since the establishment of diplomatic relations, the two sides have always adhered to good neighborly friendship and their relations have witnessed constant progress and stood at the forefront of the relations between China and the Association of Southeast Asian Nations (ASEAN) countries. The two countries have enjoyed frequent exchanges between their leaders, mutually beneficial cooperation in economy as well as mutual integration and mutual learning in people-to-people and cultural exchanges, not only benefiting the two peoples, but also vigorously promoting regional peace, stability and development.

Li Keqiang pointed out that China is willing to, together with Malaysia, carry forward traditional friendship, deepen practical cooperation in various fields, lift China-Malaysia comprehensive strategic partnership to a higher level and forge the model of good-neighborly and friendly relations featuring mutual trust, mutual benefit and win-win cooperation. First, both sides should deepen strategic communication and political mutual trust and enhance high-level exchanges. Second, both countries should dock development strategies and push forward cooperation in production capacity. The two sides should vigorously carry out cooperation in production capacity by taking the co-construction of the "Belt and Road" and the economic transformation and upgrading of the two countries as opportunities and by taking the Qinzhou Industrial Park, Kuantan Industrial Park and the seaside industrial park in Malacca as platforms. Both sides should connect China's advantages in technology and costs with Malaysia's infrastructure demands, and boost regional connectivity by actively discussing on cooperation in construction of the high-speed railway linking Malaysia and Singapore, the railway network in Southern Malaysia as well as the Chinese and Malaysian port alliances, so as to facilitate bilateral economic and trade exchanges. Third, both sides should further expand cooperation in economy, trade, investment and finance. China decides to grant the Malaysian side a Qualified Foreign Institutional Investors (RQFII) quota of 50 billion yuan, encourages the enterprises of both sides to expand mutual investment, and hopes that the central banks and financial institutions of the two nations will enhance communication and cooperation to together safeguard the financial stability in the two countries and the whole region. Fourth, the two sides should boost bilateral cooperation both in the sky and on the sea, and beef up mutually beneficial cooperation in aerospace, maritime economy, science and technology, and other sectors. Fifth, the two countries should advance cooperation in defense, law-enforcement security, actively discuss on carrying out institutionalized joint training and drill, and deepen collaboration in counter-terrorism and cracking down on the trans-border crimes. Sixth, the two nations should enhance people-to-people and cultural exchanges, boost collaboration in education and tourism and ensure the success of the events on youth exchanges, so as to pass down the China-Malaysia friendship.

Najib Razak welcomed Li Keqiang for his first visit to Malaysia since taking the office as Chinese Premier, believing that the visit will further deepen bilateral relations. He noted that the Malaysia-China relations, which were personally forged by the leaders of older generations of both countries and established on the basis of mutual respect and trust, have now entered the best period in history. Malaysia is ready to carry forward the traditional friendship between the two nations, implement various consensus reached by both sides, launch cooperation projects related to railway at an early date and expand financial cooperation, welcomes Chinese enterprises to increase their investment in Malaysia, supports economic cooperation between local regions of the two countries and strives to realize the new goal in bilateral economic and trade cooperation. Malaysia supports the "Belt and Road" initiative and the construction of the Asian Infrastructure Investment Bank (AIIB) and will enhance bilateral exchanges and cooperation in culture, education, tourism, defense, counterterrorism and other fields, so as to further promote the all-round development of Malaysia-China comprehensive strategic partnership.

Following the talks, the leaders of the two nations also witnessed the signing of cooperation documents covering economy, trade, production capacity, judicature, ports, people-to-people and cultural exchanges, market access, food security, think-tanks and other sectors. During the visit, the two nations issued the joint statement between China and Malaysia.

Prior to the talks, Najib Razak held a grand welcoming ceremony for Li Keqiang and his wife Mme. Cheng Hong at the square in front of the Prime Minister's Office. Upon arrival of Li Keqiang and Cheng Hong, the military band played brisk music of welcome and the national flags of China and Malaysia waved in the wind. Najib Razak and his wife greeted Li Keqiang and his wife, and they stepped on the reviewing stand together. National anthems of both countries were played. Afterwards, Li Keqiang reviewed the guards of honor, and the military band played the national anthems of both countries once again.
