On the afternoon of December 17, 2015, Premier Li Keqiang co-chaired the 20th Regular Meeting between Chinese Premier and Russian Prime Minister with Prime Minister Dmitry Medvedev of Russia at the Great Hall of the People.

Zhang Gaoli, Vice Premier and Chairman of the Chinese Side of the China-Russia Investment Cooperation Committee and the China-Russia Energy Cooperation Committee, was present.

Li Keqiang expressed that over the 20 years since its establishment, the mechanism of the Regular Meeting between Chinese Premier and Russian Prime Minister has developed and improved constantly, played an important role in pushing forward China-Russia cooperation in various fields on the basis of equality, mutual benefits and win-win results, and brought tangible benefits to the two peoples.

Li Keqiang pointed out that both China and Russia are emerging market economies and the biggest neighbor of each other, and therefore sound development of bilateral relations is of great significance to promoting regional and even global peace, stability and prosperity. The Chinese side stands ready to work with the Russian side to promote the docking of the Silk Road Economic Belt construction with Russia's development strategy as well as construction of the Eurasian Economic Union (EEU), so as to better boost the development and revitalization of the two countries and provide new driving forces for regional and international economic growth.

Li Keqiang and Dmitry Medvedev listened to the work reports of Zhang Gaoli, Vice Premier and Chairwoman of the Chinese Side of the China-Russia Committee on People-to-People Cooperation Liu Yandong, Vice Premier and Chairman of the Committee of the Regular Meeting between Chinese Premier and Russian Prime Minister on the Chinese side Wang Yang, as well as chairman of the Russian side of the four working mechanisms and First Deputy Prime Minister of Russia Igor Shuvalov, Deputy Prime Minister Olga Golodets of Russia, Deputy Prime Minister Dmitry Rogozin of Russia and others.

Li Keqiang expressed that in the context of complicated and changeable international environment of politics, economy and finance, lower bulk commodity prices and increased downward pressure on major economies, the Chinese side is willing to work together with the Russian side to give play to the engine function of mutual investment, set cooperation in production capacity and equipment manufacturing as new growth point, implement well key cooperation projects, facilitate two-way investment, improve vitality of investment, deepen cooperation in energy resources, fiscal and financial affairs, aerospace, aviation, agriculture, military technology and other areas, so as to intensify and improve China-Russia practical cooperation. The two sides should carry out integrated cooperation throughout the up, middle and down streams in oil exploration, development and refinement, align China's innovation-driven development, mass innovation and entrepreneurship and "Made in China 2025" plans with Russia's "Innovation Strategy 2020", vigorously develop hi-tech and innovation cooperation, launch China-Russia innovation dialogue at an early date, and explore new modes for innovation cooperation. The two side should also deepen people-to-people and cultural exchanges of the two countries, and organize and implement well various activities of the China-Russia Media Exchange Year on the basis of successfully holding the China-Russia Youth Friendly Exchanges Year.

Li Keqiang emphasized that in the face of increasingly prominent traditional and non-traditional security threats, China stands ready to join hands with other countries around the world including Russia to cope with all kinds of risks and challenges, safeguard peace, stability and tranquility of the region and the world at large, and promote common development and prosperity of the whole mankind.

Dmitry Medvedev expressed that Russia-China relations and cooperation develop in a high-caliber manner. The two countries have close high-level exchanges and constantly strengthened economic relations. This year marks the twentieth anniversary of the establishment of the mechanism of the Regular Meeting between Chinese Premier and Russian Prime Minister. Practice has proven that this mechanism is practical and effective, with lofty cooperation goals. Russia is willing to work with China to review and summarize the achievements in bilateral relations and cooperation, jointly plan future cooperation, explore new models and new areas of cooperation, strengthen practical cooperation in key sectors including trade and investment, mineral resources, oil, natural gas, nuclear energy, aerospace, aviation, agriculture, finance and military technology, as well as further intensify exchanges in people-to-people and cultural affairs and science and technology and expand cooperation in local affairs, so as to realize mutual benefits and win-win results, jointly meet the challenges and achieve common development.

The Chinese Premier and the Russian Prime Minister also exchanged in-depth views on major international and regional issues of common concern.

Prior to the meeting, Li Keqiang held a welcoming ceremony for Dmitry Medvedev at the North Hall of the Great Hall of the People. Vice Premiers Zhang Gaoli, Liu Yandong and Wang Yang, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) Chen Yuan and others were present.

After the meeting, Li Keqiang and Dmitry Medvedev jointly signed the Joint Communiqué of the Twentieth Regular Meeting between Chinese Premier and Russian Prime Minister, and witnessed together the signing of over thirty bilateral cooperative documents covering fields such as energy, investment, finance, high-technology, customs, quality inspection, education and tourism.

On that afternoon, Dmitry Medvedev laid a wreath before the Monument to the People's Heroes.
