Li Keqiang Holds Talks with President Juan Manuel Santos of Colombia, Stressing to Take the 35th Anniversary of Establishment of Diplomatic Relations as Opportunity to Jointly Compose a New Chapter For China-Colombia Friendly Cooperation

On the afternoon of May 21 local time, Premier Li Keqiang held talks with President Juan Manuel Santos of Colombia at the presidential palace in Bogota.

Li Keqiang first conveyed sincere greetings from President Xi Jinping to President Juan Manuel Santos and on behalf of the Chinese government and people, extended condolences once again over the casualties caused by recent deadly landslide in northwest Colombia. Li Keqiang expressed that China and Colombia enjoy profound traditional friendship and see the hearts of both peoples linked together. China appreciates Colombia for always pursuing the One China policy and also firmly supports the peace process in Colombia. China is willing to, together with Colombia, enhance political mutual trust, intensify practical cooperation, expand people-to-people and cultural exchanges, and boost coordination and cooperation in international and regional affairs by taking the 35th anniversary of establishment of diplomatic relations as a new starting point, so as to compose a new chapter in China-Colombia friendly cooperation and better benefit the two peoples.

Li Keqiang pointed that China and Colombia embrace strong complementarity in economy and broad prospects of cooperation. China is ready to work with Colombia to expand mutual investment and advance the industrial connection. Both sides stand ready to focus on exploration of bilateral cooperation in production capacity and equipment manufacturing, welcome the participation of the enterprises from developed nations, actively explore the third-party cooperation and help Colombia advance the industrialization process. The Chinese government encourages domestic enterprises to take an active part in the construction of such infrastructure as roads, subways and ports. Both sides should also discuss models of financing cooperation to support the bilateral cooperation in production capacity and equipment manufacturing as well as infrastructure construction on the basis of bilateral financing arrangement on industrial and equipment cooperation.

Li Keqiang stressed that China attaches great importance to the people-to-people and cultural exchanges and mutual learning with Colombia, and is ready to, together with Colombia, ensure the success of the events marking the 35th anniversary of establishment of diplomatic relations, expand people-to-people exchanges, intensify cooperation in culture, education, science and technology, tourism, sports and other fields, boost collaboration in such sectors as scientific and technological innovation, education and training, and further facilitate bilateral personnel exchanges, so as to constantly enrich the cultural connotation of bilateral relations.

President Juan Manuel Santos, on behalf of Colombian government and people, extended warm welcome to Li Keqiang for his visit to Colombia, and expressed his belief that the visit will become a milestone in the development of bilateral relations. Juan Manuel Santos noted that over the past 35 years since the establishment of diplomatic relations between the two nations, the bilateral relations have witnessed a smooth development, with bilateral cooperation in such sectors as politics, economy and culture being constantly consolidated and developed. Colombia welcomes China to actively participate in the infrastructure construction including highways, subways, airports and ports and construction of the economic development zone in the country. Colombia will, together with China, expand cooperation in production capacity, equipment manufacturing, and agriculture, enhance financial cooperation, learn from China's experience in investment and financial cooperation, and boost cooperation in tourism. Colombia welcomes Chinese tourists to visit the country and will provide visa facilitation. Both sides will also intensify cooperation in education, culture, sports and other sectors and maintain communication and coordination in international and regional affairs. Both sides agreed to launch a feasibility study on the China-Colombia bilateral free trade agreement and discuss the pact to avoid double taxation.

Following the talks, the leaders of the two nations witnessed together the signing of cooperative documents covering economy, trade, production capacity, infrastructure construction, culture, education, science and technology, agriculture, finance and other fields. Both sides also released a joint statement between the Chinese and Columbian governments.

Prior to the talks, President Juan Manuel Santos held a grand welcoming ceremony for Li Keqiang at the square in front of the presidential palace. The motorcade of Premier Li Keqiang, escorted by the guard of honor of cavalry of the presidential palace, drove slowly to the square in front of the presidential palace. President Juan Manuel Santos and his wife greeted Li Keqiang and his wife at the main entrance. The leaders of the two nations as well as their wives stepped onto the reviewing stand, and the military band played the national anthems of both nations. Li Keqiang inspected the guard of honor accompanied by Juan Manuel Santos.
