Li Keqiang Holds Talks with President Michelle Bachelet of Chile, Stressing to Release the Dividend of Free Trade, Expand Financial Cooperation and Forge Upgraded Version of China-Chile Practical Cooperation

On the morning of May 25 local time, Premier Li Keqiang held talks with President Michelle Bachelet of Chile at the presidential palace in Santiago.

Li Keqiang first conveyed sincere greetings from President Xi Jinping to President Michelle Bachelet. Li Keqiang noted that Chile always takes a lead in developing relations with China. China is willing to, together with Chile, stick to mutual respect, mutual benefit and win-win result, deepen political mutual trust, expand practical cooperation, intensify people-to-people and cultural exchanges, so as to advance China-Chile strategic partnership at an accelerated pace and better benefit the two peoples.

Li Keqiang put forward a six-point proposal on building an upgraded version of China-Chile practical cooperation. The first is to fully release the dividend of free trade, earnestly implement the action plans jointly made by the two governments, enhance planning and coordination and upgrade free trade agreement. The second is to deepen financial cooperation and provide financial service and support for production capacity cooperation between China and Chile and between China and Latin America as a whole, so as to bring the unique advantages of Chile into full play to forge it into an important portal for promotion of China-Latin America cooperation in production capacity. The third is to boost bilateral investment and cooperation in advantageous industries of both China and Chile, speed up the pace in construction of exemplary farm in both nations, actively carry out exchanges in germplasm and cooperation in agricultural science and technology as well as food processing, encourage Chinese enterprises to invest in construction of wind and photovoltaic power plants and small-medium sized hydropower stations in Chile, and carry out integration construction of mining industrial chain covering both the upstream and downstream, so as to make new breakthrough in production capacity cooperation. The fourth is to intensify cooperation in infrastructure construction. The Chinese government encourages Chinese enterprises to bring their advantages into full play to carry out cooperation with Chile in the "Two-Ocean Railway" and other projects and launch a feasibility study at an early date. The fifth is to boost bilateral communication and coordination in international and regional affairs and promote the common development of both nations and peace and stability in the world. The sixth is to strengthen people-to-people and cultural exchanges by taking the mutual holding of "cultural year" and "cultural week" as opportunity, so as to cement the public opinion foundation of bilateral friendship.

Michelle Bachelet expressed that Premier Li Keqiang's visit is of historic significance and will vigorously push forward Chile-China relations for greater development on the occasion of 45th anniversary of establishment of bilateral diplomatic relations. Chile is willing to build the upgraded version of economic and trade cooperation with China, provide facilitation for Chinese enterprises investing and developing in Chile and join hands with China to tap the potential in production capacity cooperation in mining, renewable energy and other sectors. Chile welcomes China to participate in the infrastructural construction such as the "Two-Ocean Railway" project, and stands ready to, together with China, expand financial cooperation to build Chile into a RMB clearance center in Latin America, further boost cooperation in agriculture, husbandry and scientific and technological innovation, and expand cultural and educational exchanges, so as to comprehensively push forward the Chile-China strategic partnership.

Both sides also exchanged views on international and regional topics of common interest.

Following the talks, both sides issued a joint statement between the Chinese and Chilean governments. The leaders of the two countries also witnessed the signing of a joint action plan between both governments as well as bilateral cooperative documents covering such sectors as economy, trade, production capacity, infrastructure, finance, agriculture, mining, culture, science and technology and justice.

Prior to the talks, Michelle Bachelet held a grand welcoming ceremony for Li Keqiang. National flags of China and Chile were raised at the square in front of the presidential palace. The military band played the national anthems of China and Chile. Li Keqiang, accompanied by Michelle Bachelet, inspected the guards of honor and the guards of the presidential palace.

On that morning, Li Keqiang also laid a wreath at the monument to Bernardo O'Higgins, liberator of Chile.
