Xi Jinping Meets with Prime Minister Karim Massimov of Kazakhstan

On March 27, 2015, President Xi Jinping met with Prime Minister Karim Massimov of Kazakhstan at the Great Hall of the People.

Xi Jinping welcomed Karim Massimov to visit China and attend the Boao Forum for Asia Annual Conference 2015. Xi Jinping pointed out that the China-Kazakhstan comprehensive strategic partnership develops rapidly and bilateral cooperation in various fields has reached an unprecedented high. Both sides should intensify communication in policy, strengthen strategic mutual trust and push the cooperation between the two countries toward a higher level, a more profound depth and a wider scope, so as to better benefit the two peoples and contribute to regional stability and development.

Xi Jinping stressed that both China and Kazakhstan are at the critical stage of development and revival and the bilateral cooperation in production capacity will bring new opportunities in deepening the integration of interests. The two sides should make a solid start, give full play to each other’s advantages, foster new growth points for cooperation and build a China-Kazakhstan community of shared interests and destiny. We ought to earnestly implement the memorandum of understanding (MOU) on jointly building the Silk Road Economic Belt, boost the cooperation in major projects, deepen production capacity cooperation, advance financial cooperation and strengthen the connection between the construction of the Silk Road Economic Belt and Kazakhstan’s New Economic Policy “Nyrly Zhol” to achieve a mutual promotion. The Chinese side stands squarely behind Kazakhstan for its choice of a development path in line with its own national conditions and its efforts to maintain stability and promote development.

Karim Massimov said that the Kazakhstan-China comprehensive strategic partnership is of great importance to both sides. The Silk Road Economic Belt proposed by President Xi Jinping shares similarities with the New Economic Policy “Nyrly Zhol” put forward by President Nursultan Nazarbayev in many aspects, providing new opportunities for the cooperation between the two countries. The Kazakh side hopes to strengthen cooperation with the Chinese side through such platforms as the Asian Infrastructure Investment Bank, the China-Eurasia Economic Cooperation Fund and the Silk Road Fund. In the current world economic climate, the active cooperation in production capacity between the two sides is of great importance to Kazakhstan and will also inject renewed impetus into the development of both countries. The Kazakh side wishes that a Chinese Culture Institute would be set up to intensify the cultural exchanges between Kazakhstan and China as well as other regional countries and China and train talents so that the people in the region could learn from each other and achieve common development.

Xi Jinping pointed out that both China and Kazakhstan are the founding members of the Shanghai Cooperation Organization (SCO) and the Conference on Interaction and Confidence-Building Measures in Asia (CICA). The Chinese side stands ready to work with the Kazakh side to improve and develop the two mechanisms. The Chinese side hopes to commemorate the 70th anniversary of the victory of the world anti-fascist war together with the people of Kazakhstan and the rest of the world.

Karim Massimov appreciated China’s support in the SCO and the CICA and expressed the willingness of Kazakhstan to strengthen coordination and cooperation within the mechanisms with China. He said that the Kazakh side shows profound reverence to the Chinese people for their great sacrifice to the victory of the World War II and the two sides should jointly maintain the victorious results of the World War II.
