Foreign Minister Wang Yi's Remarks on President Xi Jinping's Attendance at Celebrations Marking 70th Anniversary of Victory of Great Patriotic War in Russia and His Visits to Russia, Kazakhstan and Belarus

From May 7 to 12, 2015, upon invitation, President Xi Jinping attended the celebrations marking the 70th anniversary of the victory of the Great Patriotic War in Russia, visited Russia and Kazakhstan, and paid a state visit to Belarus. At the end of his visits, Foreign Minister Wang Yi introduced the visits to the journalists.

Wang Yi said that President Xi Jinping started his visits to Europe and Asia at the solar term of the Beginning of Summer during which everything thrives. The visits focused on two major themes. The first theme is to join the peace-loving people of all countries in the world in solemnly commemorating the 70th anniversary of the victory of the World Anti-fascist War, safeguarding the fruits of peace, maintaining international justice and defending the international order based on the purposes and principles of the UN Charter. And the second theme is to further advance the political mutual trust and practical cooperation with Russia, Kazakhstan and Belarus, and to accelerate the docking and integration between the Silk Road Economic Belt and the development strategies of the three countries.

Within six days, President Xi Jinping had in-depth exchanges of views with the heads of state of the three countries, attended nearly 50 bilateral and multilateral events, made extensive contacts with people from all circles, and expounded China's major claims of seeking peace, promoting development and pushing win-win results in a multi-angle and deep-level way. The deep friendship and mutual trust between President Xi Jinping and the heads of state of the three countries have played an important role in leading the continuous and smooth development of the national relations. The three countries all gave President Xi Jinping high-level receptions during his visits. President Vladimir Putin along with President Xi Jinping and his wife watched shoulder to shoulder the military parade on the Red Square. President Nursultan Nazarbayev invited President Xi Jinping to a "one-on-one" tea reception. President Alexander Lukashenko accompanied President Xi Jinping throughout his visit in Belarus. The international media follows President Xi Jinping's visits closely and speaks highly of the visits.

I. Jointly commemorating the great victory of the World War II

Wang Yi said that the invasive wars launched by fascism and militarism brought mankind unprecedented catastrophe and havoc. In that desperate struggle between justice and evil, all the peace-loving countries and people around the world formed an extensive international united front, jointly fought to the utmost against and finally defeated the barbarian invaders, and won world peace. On the occasion of the 70th anniversary of the victory of the World War II, it is absolutely necessary and well-founded for the international community to solemnly commemorate it to remember the history, recall the martyrs, cherish peace and open up the future.

Wang Yi said that the Chinese people support people of countries of the main battlefields of Europe in holding various commemorative activities in May. China will also hold a grand ceremony in September to mark the hard-won victory of the main battlefields of Asia. At the invitation of President Vladimir Putin, President Xi Jinping took a special trip to Moscow to attend the celebrations marking the 70th anniversary of the victory of the Great Patriotic War, so as to express the Chinese people's respect to the Russian people who made huge sacrifices in the Great Patriotic War, and to people of all countries who fought the fierce battles for freedom and peace in the European battlefields. Russia provided high-standard receptions for President Xi Jinping. President Vladimir Putin invited President Xi Jinping and his wife to watch the grand, large-scale and majestic military parade on the Red Square, lay wreaths at the Tomb of the Unknown Soldier together and watch the traditional Russian firework display. It is the first time that China has sent a team of 112 soldiers from the People's Liberation Army (PLA) to the parade on the Red Square at invitation. The courteous reception is not only out of the great importance Russia attaches to China-Russia comprehensive strategic partnership of coordination, but also out of the respect for the great national sacrifices the Chinese people paid in the arduous War of Resistance against Japanese Aggression and the recognition of China's historic contributions to the main battlefields of Asia during the World Anti-fascist War. President Vladimir Putin clearly stated that China was the main battlefield against militarism in Asia and played an important role in the victory of the World War II just as the Soviet Union did. In the speech for the parade, he stressed that on this solemn day of remembrance, we recall the elder generations defeating the dark forces, stay committed to building a future of peace and tranquility based on equity, security and non-alliance. And we firmly oppose any attempt negating, distorting or interpolating the history of the World War II, firmly condemn any act whitewashing fascism and militarism, and shall make every effort to avoid the repeat of the tragedy of the world wars.

China was the first country in fighting against fascism, and the Chinese nation has received more and more objective and fair comments from the international community on its important role and great contributions during the World War II. President Nursultan Nazarbayev expressed support to China's upcoming commemoration on September 3 to better exhibit the historic achievements the Chinese people made to the World Anti-fascist War. President Alexander Lukashenka also said that Belarus speaks highly of the great contributions the Chinese people made to the victory of the World Anti-fascist War and supports the commemorative activities marking the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-fascism War.

II. Jointly building a new model of international relations of win-win cooperation

Wang Yi said that 70 years ago, fighting for the victory of the World Anti-fascist War, all countries jointly established the international order based on the purposes and principles of the UN Charter with the United Nations as its core so that world peace could be maintained in general and unprecedented progresses could be made in human development. Today, as globalization gains an in-depth development, the international community has increasingly become an interwoven and interdependent community of common destiny. However, there are now still some countries and forces sticking to the Cold War mentality, blindly believing in zero-sum game, denying historical truth and running counter to the demands of the times for peace, development, cooperation and win-win results. Under the new historical conditions, there is a need for joint considerations by the international community to make all countries better keep their commitment to the purposes and principles of the UN Charter. During the visits, President Xi Jinping appealed once again to build a new model of international relations with win-win cooperation as its core, which conforms to the trend of the times and offers an answer to the important topics widely concerned by the international community.

President Xi Jinping went further to point out that "we are strong if united but weak if isolated." The bitter lessons drawn from the World War II have taught the mankind that the strong preying on the weak, the law of the jungle, warlike or hegemonic policies, the winner-take-all mindset and zero-sum game do not benefit coexistence, peace or development of mankind. China advocates establishing a new model of international relations of win-win cooperation, which centers on maintaining the purposes and principles of the UN Charter, maintaining the fundamental norms in international relations of non-interference of internal affairs and respect of national sovereignty, independence and territorial integrity, maintaining the primary responsibility that the United Nations and its Security Council shoulder for world peace, conducting dialogues and cooperation instead of confrontation, and realizing mutual benefits and win-win instead of single-win situation. The visited countries spoke highly of Xi Jinping's above claims, and the heads of China and Russia signed and released the "Joint Statement between the People's Republic of China and the Russian Federation on Deepening Comprehensive Strategic Partnership of Coordination and Advocating Win-win Cooperation", calling on all countries around the world to take the concept of advocating peaceful development and win-win cooperation, pushing forward the world multi-polarization and promoting democratization and legalization of international relations as the basic orientation in their foreign policies. President Xi Jinping, President Nursultan Nazarbayev and President Alexander Lukashenko unanimously agreed to devotedly establish a community of common destiny sharing integrated interests with longer strategic vision and firmer political willingness.

III. Jointly advancing the construction of the Silk Road Economic Belt

Wang Yi said that it was in Kazakhstan in 2013 that President Xi Jinping first put forward to jointly build the Silk Road Economic Belt. After that, President Xi Jinping proposed the cooperation initiative of Maritime Silk Road of the 21st Century when visiting Indonesia. For more than a year, China has proven to the world that the "Belt and Road" is not only a great blueprint for the future but also a pragmatic masterpiece.

President Xi Jinping's visits to Europe and Asia are in line with the principles of consultation, joint development and sharing, and have actively planned the docking of development strategies of countries along the route and practically pushed forward the success of the mutually beneficial cooperation projects. In Russia, China and Russia agreed to launch the docking of cooperation between China's proposal of the Silk Road Economic Belt and the Eurasian Economic Union to explore new growth space of Eurasian continent and promote regional economic integration. The two heads of state signed and released the "Joint Statement on Cooperation of Connection Between the Silk Road Economic Belt and Eurasian Economic Union", which is another major progress made by the "Belt and Road" initiative in Eurasian continent and is of great and profound significance. In Kazakhstan, President Xi Jinping and President Nursultan Nazarbayev both decided to accelerate the docking of the Silk Road Economic Belt and Kazakhstan's economic strategy of "Bright Road" on the basis of equality and mutual benefit, and Kazakhstan will achieve common development and prosperity with China in the construction of the Silk Road Economic Belt. In Belarus, President Alexander Lukashenko spoke highly of the importance of the Silk Road Economic Belt and was willing to take an active part in this process. The two sides agreed to build the China-Belarus Industrial Park project into a landmark of the Silk Road Economic Belt. During the visits, China and the three countries signed about 90 cooperative documents and agreements all together, covering various fields such as economy, trade, energy, aerospace, finance, investment and infrastructure. These fruitful results show China's sincerity and determination in jointly building the Silk Road Economic Belt with the three countries. They will certainly promote a more effective flow of economic elements of both sides, a more efficient allocation of resources and a deeper integration of markets to continuously inject the new development vitality for Eurasia and expand regional cooperation in a larger scale and on a higher and deeper level.

IV. Jointly consolidating the friendly foundation of mutual understanding and friendship among the peoples

Wang Yi said that in the visits, President Xi Jinping had in-depth exchanges of views on bilateral relations and international and regional issues of common interest, summarized the experience of success and planned the bright future with leaders of the three countries. They reached important consensus respectively on continuing to maintain the high level operation of China-Russia comprehensive strategic partnership of coordination, jointly opening up a new era of China-Belarus comprehensive strategic partnership and pushing forward the development of China-Kazakhstan comprehensive strategic partnership for more practical results. Meanwhile, attaching much importance to strengthening the friendship among the peoples, President Xi Jinping met with representatives of veterans who fought against fascist aggression and especially against the Japanese invaders during the World War II during his visits to Russia and Belarus, and awarded commemorative medals for them. When the 90-year-old Russian veteran Gaverdovsky stood up and prepared to go onto the platform to receive the award, President Xi Jinping found him senile and with walking difficulties, so he said immediately, "Please sit there. I'll come and present the award to you." All those present burst into warm applause, making the scene moving and impressive. President Xi Jinping also met with representatives of Russian experts aiding China and their relatives, jointly recalling the struggling years with burning passion, inheriting the deep friendship between the two peoples and looking forward to the brighter future of the China-Russia relations.

Wang Yi said that as an important part in China's relations with the three countries, people-to-people and cultural exchanges play an important role in elevating and solidifying bilateral friendship and consolidating public opinion and social basis. As the heads of state set examples and show personal attentions, people-to-people and cultural exchanges between China and the three countries in recent years have been held successfully in terms of scale and quality, with an increasing sense of mutual recognition and friendliness among the peoples. During the visits, President Xi jinping and the heads of state of the three countries decided to further promote cultural exchanges, academic contacts, media cooperation and youth exchanges. China and Russia agreed upon holding the China-Russia Year of Media Exchange between 2016 and 2017, and China will invite 100 Belarusian undergraduates to visit China for exchange.

Wang Yi said that President Xi Jinping's visits keep a Eurasian foothold and global view, further promoting the development of China's overall diplomacy. In the face of the two major themes of peace and development that regain focus in 2015, President Xi Jinping called on all countries to earnestly summarize history, firmly safeguard peace and vigorously promote development, and proposed to work with people of all countries to jointly establish a new model of international relations with win-win cooperation as its core, which are not only agreed upon by the three countries, but also receive positive responses from the international community. Since the beginning of this year, President Xi Jinping's visit routes have extended according to the "Belt and Road": he headed south to Pakistan and Indonesia in April and went north to the three Eurasian countries in May, actively promoting the docking of development strategies with countries along the routes and presenting an increasingly clear stereoscopic arrangement of the "Belt and Road". President Xi's attendance at the celebrations marking the 70th anniversary of the victory of the Great Patriotic War in Russia is an important activity among the joint commemorations marking the 70th anniversary of the victory of the World War II between China and the international community this year, and countries around the world will definitely pay more attention to the commemorative activities of the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-fascist War to be held in early September. The peace-loving countries and people are looking forward to gathering in Beijing then for a new upsurge of carrying forward international justice, safeguarding human dignity and defending fruits of peace. In the end, Wang Yi said that President Xi's visits to the three countries have scored a complete success, composing an important chapter in the history of China's diplomacy. We will comprehensively implement the results of the visits, practice the concept of major-country diplomacy with Chinese characteristics in an all-around way and make greater contributions to promoting the cause of human peace and development.
