On July 9 local time, the 7th BRICS Summit was held in Ufa, Russia. President Xi Jinping, President Vladimir Putin of Russia, President Dilma Rousseff of Brazil, Prime Minister Narendra Modi of India and President Jacob Zuma of South Africa attended the Summit. The leaders of the five nations, focusing on the theme of BRICS partnership, exchanged views on current international situation and cooperation among BRICS nations, reaching broad consensus and yielding fruitful results.

Xi Jinping delivered a keynote speech entitled "Jointly Build Partnership for Bright Future", in which he summarized the progress in BRICS cooperation, raised suggestions on the course of the BRICS partnership, and expressed the willingness of China to join efforts with all other parties to promote the cooperation among BRICS nations in a more profound and solid manner and make more contributions to world peace and development.

Xi Jinping stressed that the BRICS nations have gone through an extraordinary course in the past six years. We agreed to deepen BRICS partnership by following the spirit of openness, inclusiveness, cooperation and win-win result. At present, the BRICS nations are confronted with some challenges, while with a huge development potential, the upward trend for them will not change. We are confident of the future prospect of the cooperation mechanism of the BRICS nations. Efforts should be made in the following aspects to enhance the BRICS partnership.

First, to build a partnership maintaining world peace. The BRICS countries should join efforts to address global issues, safeguard the victorious outcome of World War II and the international justice and fairness, abandon the cold-war mentality, resist a zero-sum game, and safeguard world peace and stability.

Second, to forge a partnership promoting common development. The BRICS countries should join hands to forge a closer economic partnership, push forward the construction of the headquarters and the African regional center of the New Development Bank of BRICS nations simultaneously, and earnestly implement the BRICS Economic Partnership Strategy. The BRICS nations should also safeguard the common interests of emerging markets and other developing nations on such major issues concerning global development as post-2015 development agenda and climate change.

Third, to build a partnership carrying forward diversified civilizations. The BRICS countries should stick to openness and inclusiveness, actively carry out dialogue and exchanges with other countries and international organizations, strengthen solidarity and cooperation with other emerging markets and developing nations, and boost the representation and influence of the BRICS countries.

Fourth, to forge a partnership advancing global economic governance. The BRICS countries should devote themselves to improving their status and role of themselves in global governance system, advocate the construction of an open world economy, support multi-lateral trade system, and intensify exchanges and cooperation in cyber space, immigration issue and other fields.

When discussing on the global political and economic issues, Xi Jinping stressed that BRICS nations should build a new type of state-to-state relations with win-win cooperation at the core. The BRICS countries should resort to a peaceful development, never impose their own wills on others, uphold a philosophy of mutual respect, mutual trust and win-win cooperation, firmly adhere to the multilateralism, cherish the victorious outcome of World War II, safeguard the purposes and principles of the UN Charter, reform and improve global economic governance, and promote more countries to support such initiatives as New Development Bank of BRICS nations, Contingent Reserve Arrangement, the "Belt and Road", Asian Infrastructure Investment Bank (AIIB) as well as the Silk Road Fund, so as to inject impetus into world economic growth and reform of the international system of financial currency. The BRICS nations should also establish a new type of global development partnership, urge the developed countries to shoulder their due responsibilities, and help developing countries improve their self-development capability, so as to narrow the North-South gap, intensify South-South cooperation and seek self-improvement through cooperation on the basis of mutual benefit and win-win result.

When discussing the topics concerning cooperation among BRICS countries, Xi Jinping pointed out that all parties should implement the major outcome initiatives such as the New Development Bank of BRICS nations and Contingent Reserve Arrangement to manifest the execution capability of BRICS nations. The BRICS countries should blueprint key cooperation fields, enhance alignment of the BRICS Economic Partnership Strategy with the development strategies of each member state to boost the centripetal force of BRICS nations, tap their respective advantages and potentials and carry out cooperation in innovation and production capacity to boost the competitiveness of BRICS nations, pursue human justice and fairness and democratization of international relations, insist on the principle of common but differentiated responsibilities, support the sustainable development goals set by the United Nations, and increase the welfare of all the mankind, so as to increase the charisma of BRICS nations.

Xi Jinping expressed his expectation that all parties will join efforts to build a closer partnership among BRICS nations to open up a brighter future for BRICS nations.

President Vladimir Putin noted that the BRICS nations are serving as an important mechanism in the current international arena. Since the establishment of the mechanism, BRICS nations have constantly enhanced their cooperation in economy, trade, investment, people-to-people and cultural exchanges and expanded the cooperation fields. The launch of New Development Bank of BRICS nations and Contingent Reserve Arrangement is conducive to intensifying the economic links between all countries and boosting the influence of BRICS nations on international affairs.

Prime Minister Narendra Modi noted that the cooperation among BRICS nations enjoys remarkable achievements. Under the current situation that the world is confronted with a number of challenges, the BRICS nations could exert an important influence by pooling consensus and enhancing cooperation. India agrees to a closer coordination among BRICS countries in agriculture, infrastructure, addressing climate change and other fields. An increasingly deepened cooperation among BRICS countries will bring benefits to people all over the world.

Jacob Zuma said that the international community is now faced with increasingly growing challenges, which requires all countries to intensify cooperation under the frameworks of the United Nations and regional organizations. All the five BRICS nations are influential members of the international community and they could cooperate closely and play a bigger role in helping African countries reduce poverty and other aspects. South Africa will actively participate in such relevant work as the New Development Bank of BRICS nations and Contingent Reserve Arrangement, and work with all other BRICS members to implement the cooperation strategies and benefit the people of all the member states.

President Dilma Rousseff noted that the BRICS nations decided to establish the New Development Bank of BRICS nations and Contingent Reserve Arrangement, which is a significant measure to deepen cooperation. All parties should formulate development strategies in accordance with global situation, expand cooperation fields, and attract more countries to take part in the cooperation, so as to expand the influence of the BRICS nations. The BRICS countries should actively strive for greater representation in international financial institutions.

The leaders of the five nations also exchanged views on international and regional topics of common interest.

Following the Summit, the leaders of the five nations attended the signing ceremony of such cooperative documents including the Memorandum of Understanding between the BRICS foreign ministries on the creation of a joint BRICS website, agreement on inter-governmental cultural cooperation among BRICS countries and the Memorandum of Understanding on the cooperation between BRICS banks and the New Development Bank (NDB). The Ufa Declaration and an action plan were issued at the meeting.
