Xi Jinping Attends Second Meeting of Heads of State of China, Russia and Mongolia

On July 9 local time, President Xi Jinping held the second meeting of heads of state of China, Russia and Mongolia in Ufa, Russia with President Vladimir Putin of Russia and President Tsakhiagiin Elbegdorj of Mongolia.

Xi Jinping pointed out that last September we held the first meeting of heads of state of China, Russia and Mongolia, and launched the trilateral cooperation process. It was a major decision made by the three countries with a focus on common development of the three countries and closer regional cooperation. As China, Russia and Mongolia are neighbors and strategic partners to each other, carrying out trilateral cooperation enjoys both a sound foundation and huge potential. We should proceed from a long-term and strategic perspective to push the three parties to conduct comprehensive cooperation. Politically, we should cement mutual trust and forge a community of common destiny; economically, we should dock the development strategies of each country and promote the regional economic cooperation process; concerning people-to-people and cultural exchanges, we should intensify communication and contact between our peoples so as to consolidate the social basis of trilateral cooperation; in international and regional affairs, we should beef up coordination and cooperation, so as to safeguard regional and world peace and stability.

Xi Jinping stressed that economic cooperation is the priority and key area of trilateral cooperation. It is hoped that the three parties will dovetail more closely China's construction of Silk Road Economic Belt with Russia's construction of the Railway across Eurasia and Mongolia's Prairie Road initiative, and push forward the construction of China-Russia-Mongolia economic corridor. Relevant government departments in the three countries should speed up the docking of development strategies of the three parties and transform them into concrete cooperative fields and projects. China and Russia have agreed to align the construction of Silk Road Economic Belt with the construction of Eurasia Economic Union (EEU), and welcome the docking between the construction of EEU and the construction of China-Russia-Mongolia economic corridor. This is an important measure for boosting regional economic cooperation and driving the development of the whole Eurasian continent, which welcomes active participation of the Mongolian side.

Vladimir Putin expressed that Russia, China and Mongolia are in close connections and enjoy a solid foundation for cooperation. Since the first meeting of heads of state of the three countries last year, relevant departments have maintained close communication and coordination, with smooth launching of cooperation in fields including railway transportation and tourism. He was happy to see the consensus reached by the three parties during this meeting on further expanding and deepening cooperation, which serves the common interests of the three countries.

Tsakhiagiin Elbegdorj expressed that he is glad to see the consensus on deepening trilateral cooperation reached during the second meeting of heads of state of Mongolia, China and Russia. The trilateral cooperation on railway transportation, logistics, facilitation of agricultural and mineral product trade, infrastructure construction and other sectors will benefit peoples of the three countries. The Mongolian side hopes to deepen cooperation among the three nations.

The three heads of state approved the Mid-term Roadmap for Development of Trilateral Cooperation among China, Russia and Mongolia. Relevant departments of the three countries signed respectively the Memorandum of Understanding on Formulating Guidelines for Constructing China-Russia-Mongolia Economic Corridor, Framework Agreement on Cooperation in Creating Favorable Conditions to Facilitate Trade Development among China, Russia and Mongolia and Framework Agreement on Cooperation in Development of Ports of Entry among China, Russia and Mongolia.

Wang Huning, Li Zhanshu, Yang Jiechi and others attended the meeting.
