Xi Jinping Attends the Asian-African Summit and Delivers Important Speech, Stressing to Carry Forward Bandung Spirit, Intensify Cooperation Between Asia and Africa, and Promote the Construction of Community of Common Destiny for Mankind

On the morning of April 22 local time, the Asian-African Summit was held in Jakarta, capital of Indonesia. President Xi Jinping attended the Summit and delivered an important speech entitled "Carrying Forward the Bandung Spirit to Promote Win-win Cooperation", expressing that all countries should vigorously promote the Bandung Spirit, endow it with new connotation of times in a constant manner, push forward the establishment of a new type of international relations with win-win cooperation at the core, push the international order and system towards a more just and reasonable direction and intensify cooperation between Asia and Africa, so as to promote the construction of the community of common destiny for mankind and better benefit the people in Asia and Africa and in other regions at large.

At 9:00 am in the morning, Xi Jinping arrived at the Jakarta Convention Center, warmly shaking hands and exchanging greetings with President Joko Widodo of Indonesia, who was awaiting the arrival of him at the Center. Leaders and representatives from over 90 Asian and African states as well as heads of international organizations were present at the Summit. Prior to the opening ceremony, Xi Jinping took a group photo with leaders of all countries participating in the Summit and watched the performance with Indonesian characteristics. The Summit is themed as "Strengthening South-South Cooperation to Promote World Peace and Prosperity". President Joko Widodo of Indonesia, the hosting country of the Summit, delivered the opening speech.

Following the opening ceremony, the plenary session at the Asia-Africa Summit was held. President Joko Widodo of Indonesia and President Robert Gabriel Mugabe of Zimbabwe co-chaired and addressed the session as the Co-chair of the Summit.

Joko Widodo then invited President Xi Jinping to deliver a speech. Xi Jinping pointed out that the ten principles governing state-to-state relations were proposed during the Bandung Conference 60 years ago on the basis of the Five Principles of Peaceful Co-existence, playing a significant and historic role in pushing the international relations to develop along a correct track. Under the new circumstances, the Bandung spirit of unity, friendship and cooperation still glows with vitality and vigor. Xi Jinping raised three-point proposals on the Bandung spirit.

First, to deepen Asia-Africa cooperation. Facing with new opportunities and challenges, Asian and African countries should persist in standing together through thick and thin, caring for and helping each other, seizing the opportunity and addressing challenges together, and continue to be good friends, good partners and good brothers that are bound by common cause and share weal and woe. Both sides should stick to the principle of mutual benefit, win-win result and common development and connect the development strategies of each other, so as to translate the complementarity of Asian and African economy into the force driving the development of each other, deepen regional and cross-regional cooperation, promote for liberalization and facilitation of trade and investment and forge a new pattern for all-round Asia-Africa cooperation featuring multiple fields and levels. Both sides should adhere to seeking common ground while shelving differences, openness and inclusiveness, complement each other through exchanges and mutual learning and march forwards in the process of seeking common ground while shelving differences.

Second, to expand South-South cooperation. As the vast developing countries are faced with the common mission of speeding up development and improving people's livelihood, we should stick together for development and move forwards hand in hand. The Asian and African countries should intensify the solidarity and cooperation with other developing countries in Latin American, South Pacific and other regions, expand dialogues and communication on governance and administration of state affairs, boost communication and coordination in major international and regional issues, advance the construction of mechanisms and strengthen the forces safeguarding the world peace and promoting common development. China supports the initiative put forward by Indonesia on establishing the Asia-Africa Center.

Third, to promote South-North cooperation. Both sides should stick to mutual respect and equal treatment. We should urge the developed countries to earnestly fulfill their pledges on official development assistance and to boost their support to developing nations without any political preconditions, thus to build a more equal and more balanced new global partnership for development and narrow the gap between the South and the North.

Xi Jinping stressed that under the new circumstances, China will unwaveringly advance Asia-Africa cooperation, offer zero-tariff treatment for 97 percent tax items of exports of the least developed countries that have established diplomatic relations with China within this year, and continue to provide developing countries with assistance without any political preconditions. China will, together with other parties concerned, promote the construction of the "Belt and Road", earnestly build the Asian Infrastructure Investment Bank (AIIB), and bring the role of the Silk Road Fund into full play. China will continue to facilitate the South-South cooperation and South-North cooperation, so as to jointly safeguard peace and stability in the region as well as the world and promote common development and prosperity.

Xi Jinping announced that in the coming five years, China will offer 100,000 training opportunities to developing nations in Asia and Africa, continue holding the friendship promoting gathering between Asian and African youth in China, invite a total of 2,000 Asian and African young people to visit China, establish a cooperation center among China and Asian and African countries and initiate a exchange and study program on international law between China and the Asian-African Legal Consultative Organization. An international seminar themed as carrying forward the Bandung Spirit will also be held within this year.

Joko Widodo said in his opening speech that the Bandung Conference 60 years ago highlighted the solidarity between Asian and African countries, and the Bandung Spirit now still is of important realistic significance. The problems of uneven development and inequality remain prominent in the current international community. Indonesia is willing to, together with vast developing nations, actively promote the establishment of a just, reasonable and new political and economic order in the world, and devote to common prosperity and stability. Robert Gabriel Mugabe said in his speech that the African continent, which is confronted with arduous development tasks, urgently needs the active assistance from the international community in key fields including infrastructure. The Asian and African countries should carry forward the Bandung Spirit, boost solidarity, and strive for the establishment of a just and balanced international order together.

The Summit, which will last for two days, will adopt three outcome documents including the "Bandung Communique 2015", "Statement of Reviving the New Type of Strategic Partnership Between Asia and Africa" and "Statement on the Palestinian Issue".
