Xi Jinping Attends General Debate of 70th Session of the UN General Assembly and Delivers Important Speech, Underlying to Inherit and Advocate Purposes and Principles of the UN Charter, Establish New Type of International Relations with Win-Win Cooperation as Core and Build Community of Shared Mankind Destiny

On September 28 local time, President Xi Jinping attended at the United Nations (UN) headquarters in New York the general debate of the 70th session of the UN General Assembly and delivered an important speech titled “Work Together to Build New Partnership of Win-Win Cooperation and Make Concreted Efforts to Build Community of Shared Mankind Destiny”. Xi Jinping stressed that peace, development, fairness, justice, democracy and freedom represent the common values of the whole mankind as well as the lofty goals of the UN. In today’s world, countries are interdependent to each other and share weal and woe. We should inherit and advocate the purposes and principles of the UN Charter, establish a new type of international relations with win-win cooperation at the core and build a community of shared mankind destiny.

At about11:25 a.m. local time, Xi Jinping stepped up to the UN podium and delivered the speech among the expecting eyes and warm applauses of all present. He pointed out that 70 years ago, our older generation obtained the victory of the World Anti-Fascist War after bloody battles, founded the UN as the most universal, representative and authoritative international organization with their far-sightedness, and formulated the UN Charter by drawing together wisdom of all parties, thus laying the cornerstone of the modern international order and establishing the basic principles governing the contemporary international relations.

Xi Jinping noted that on September 3, the Chinese people, together with people in other parts of the world, solemnly commemorated the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War. The Chinese People's War of Resistance against Japanese Aggression not only saved the country and its people from subjugation and ensured their survival, but also strongly supported the resistance forces in the European and Pacific battlefields, thus making historic contributions to the victory of the World Anti-Fascist War. We cannot change the history, but we can shape the future. Remembering the history is not to continue the hatred but to take it as a warning together. Inheriting the history is not to get entangled in the past but to create the future and let the flames of peace be handed down from generation to generation.

Xi Jinping underlined that standing at the new historical starting point, the UN needs to have in-depth thoughts on how to better answer such an important question as world peace and development in the 21st century. In the world today, countries are interdependent with each other and share weal and woe. We should inherit and advocate the purposes and principles of the UN Charter, establish a new type of international relations with win-win cooperation at the core and forge a community of shared mankind destiny.

We should establish partnership in which countries treat each other as equals with mutual consultations and mutual understanding. We should stick to the multilateralism rather than unilateralism, pursue a new philosophy of win-win, multi-win and all-win results and abandon the outdated mentality of I-win-you-lose or winner-take-all. We should advocate that disputes and divergences should be dealt with through dialogues and consultations. We should forge a global partnership at both international and regional levels, and embrace a new approach to state-to-state relations that features dialogue rather than confrontation and partnership instead of alliance. Major countries should follow the principles of non-conflict, non-confrontation, mutual respect and win-win cooperation in handling their relations, while big countries should treat small ones as equals and take a right approach to justice and interests that pursues justice and interests at the same time but prioritizes justice over interests.

We should build a security pattern featuring fairness and justice contributed and shared jointly by nations. We should abandon the Cold War mentality of all forms, foster a new vision of common, comprehensive, cooperative and sustainable security, and give full play to the central role of the UN and its Security Council in ceasing conflicts and keeping peace. Efforts should be made to promote the international cooperation in economic and social sectors side by side and to deal with traditional and non-traditional security threats in a coordinated manner.

We should strive for open, innovative and inclusive development prospects that benefit all. We should make good use of the “invisible hand” and “visible hand” to form the organic unification and mutual promotion of market effects and government functions, so as to lay out the standard pattern accomodating both efficiency and fairness. Development of all is the real development, and sustainable development is the good development. We should follow the opening spirit so as to assist and benefit each other. We should turn the post-2015 development agenda formulated at the newly-concluded UN Sustainable Development Summit into actions and jointly create the bright future in which everyone can be free from scarcity and has access to development and lives with dignity.

We should advance inter-civilization exchanges featuring harmony in diversity and inclusiveness. Different civilizations should have dialogues and exchanges instead of trying to exclude or replace each other. We should respect all civilizations, treat each other as equals, learn from each other and take in everything so as to promote human civilization for creative development.

We should build an ecosystem that puts Mother Nature and green development first. Efforts should be made to address the conflicts brought by industrial civilization, and take the harmonious existence between man and nature as the goal so as to realize the sustainable development of the world and the comprehensive development of the mankind. The international community should work together on the way towards a global eco-civilization and stick to a green, low-carbon, recyclable and sustainable development path. China will continue to make its own contributions, and at the same time urge the developed countries to shoulder their historic responsibilities, honor their emission reduction commitments and help developing countries mitigate and adapt to the climate change.

Xi Jinping stressed that over 1.3 billion Chinese people are striving to realize the Chinese dream of the great rejuvenation of the Chinese nation. The fulfillment of the Chinese dream is bound to create more opportunities for all countries and better promote the world peace and development. China will always be the builder of world peace, firmly follow the peaceful development path and never seek hegemony, expansion and sphere of influence. China will always be the contributor of world development and adhere to the path of common development. All countries are welcomed to board the train of China’s development. China will always be the upholder of international order, stick to the path of cooperative development, continue to safeguard the international order and system with the purposes and principles of the UN Charter at the core, stand side by side with other developing countries and firmly support the effort of increasing the representativeness and voice of developing countries, particularly the African countries in the international governance system.

Xi Jinping announced that China has decided to establish a 10-year, 1-billion-US-dollar China-UN peace and development fund to support the UN’s work and promote the multilateral cooperation cause. China will join the new UN peacekeeping capability readiness system, take the lead to set up a permanent peacekeeping police squad and build an 8,000-strong standby peacekeeping force. China has also decided that it will provide 100 million USD of free military assistance to the African Union in the next five years to support the establishment of the African Standby Force and the African Capacity for Immediate Response to Crisis.

In the end, Xi Jinping underscored that as the UN embraces another 10-year development, let us unite more closely and join hands to build new partnership of win-win cooperation and make concerted efforts to forge a community of shared mankind destiny. Let the philosophy of beating the swords into ploughshares and never engaging in war again be deeply-rooted in people’s mind and let the notion of development, prosperity, fairness and justice be implemented in the world.

After Xi Jinping’s speech, there was a lasting round of applause on the spot. The UN Secretary-General Ban Ki-moon and leaders from many countries came up to shake hands with Xi Jinping as a token of congratulation.

Leaders participating in the debate stated their views on the international situation, the UN’s role and major international and regional issues.
