Xi Jinping Delivers Important Speech at National Assembly of Viet Nam, Stressing to Bear Big Picture in Mind and Join Efforts to Open up New Situation of China-Viet Nam Comprehensive Strategic Partnership of Cooperation

On November 6 local time, Xi Jinping, General Secretary of the Central Committee of the Communist Party of China (CPC) and Chinese President, delivered an important speech entitled "Jointly Compose a New Chapter of China-Viet Nam Friendship" at the National Assembly of Viet Nam. Xi Jinping emphasized that Chinese and the Vietnamese people are as close as one family. China attaches great importance to developing its relations with Viet Nam, and stands ready to, together with Viet Nam, bear big picture in mind and join efforts to make new and greater contributions to opening up a new situation of China-Viet Nam comprehensive strategic partnership of cooperation and building an Asia and world featuring lasting peace and common prosperity.

At around 10:35 am local time, accompanied by Chairman Nguyen Sinh Hung of the National Assembly of Viet Nam, Xi Jinping stepped into the lecture hall. All the members of the National Assembly stood up to greet him with applause. Xi Jinping delivered an important speech amid the warm applause.

Xi Jinping noted that since modern times, both China and Viet Nam have gone through the arduous course from being oppressed to national independence, from close-door seclusion to reform and opening up and from poverty and backwardness to prosperity. Under the leadership of the Communist Party of Viet Nam (CPV), the Vietnamese people have embarked on a socialist path of renovation. China is willing to, together with the Vietnamese comrades, keep the fine tradition of mutual learning, mutual reference and mutual support and strive for the socialist cause of the two nations and the happiness and benefits of the two peoples.

Xi Jinping stressed that China has always been a peace-loving nation. The Chinese people love and cherish the hard-won peace. China's development is inseparable from a peaceful and stable international and neighboring environment and China's growth will strengthen the justice force maintaining the world peace.

Xi Jinping emphasized that China-Viet Nam relations are of important strategic significance. The China-Viet Nam traditional friendship, which was personally cultivated by leaders of the older generations of both countries including Chairman Mao Zedong, Premier Zhou Enlai and President Ho Chi Minh, is the valuable treasure of both parties, both countries and both peoples. Both sides should stick to the big pictures of China-Viet Nam friendship and development of both nations, adhere to mutual respect and friendly consultation, seek common ground while shelving differences and properly handle the differences. If two countries are of the same mind, they can overcome all obstacles. At present, both parties and both countries are confronted with a number of same or similar new problems and new challenges. China highly values its relationship with Viet Nam and is willing to, together with Viet Nam, promote the sustained, stable and healthy development of China-Viet Nam comprehensive strategic partnership of cooperation by upholding the future-oriented philosophy of long-lasting stability, good-neighborly friendship and comprehensive cooperation and the spirits of good neighbors, good friends, good comrades and good partners, so as to bring more benefits to the two peoples.

China and Viet Nam should be good comrades that help and trust each other. Just as President Ho Chi Minh remarked, "China and Viet Nam enjoys comradely and brotherly friendship". Persistence of both China and Viet Nam in the leadership of communist parties, socialist path, reform and opening up as well as revolution cause is a choice made by both history and the two peoples. On the major issue of pursuing and developing the development path chosen by our two peoples, the two parties and two peoples should cement confidence, offer mutual support and join hands to march forward. China is willing to, together with Vietnamese comrades, make positive contribution to the socialist cause and development of mankind by upholding the principles of mutual trust, mutual help, mutual learning and mutual reference.

China and Viet Nam should be good partners featuring win-win cooperation. Both sides should join efforts to create a regional order and environment that bring more benefits to Asia and the world at large. China and Viet Nam enjoy close connection and strong complementarity in their economies, and their interests are increasingly integrated. China attaches great importance to connection of development strategies of both nations and stands ready to boost bilateral cooperation in connectivity, production capacity, investment and trade within the frameworks of the "Belt and Road" and the "two Corridors and one Ring", so as to inject strong impetus into the higher-level development of China-Viet Nam comprehensive strategic partnership of cooperation under the new circumstances.

China and Viet Nam should be good neighbors with remarkable amity. The two peoples of China and Viet Nam, "drinking the water from the same river, and seeing each other day and night," learned from and referred to each other in history, fought against colonialism shoulder by shoulder in contemporary times and now share the common task of building a more prosperous nation. The traditional friendship between the two peoples, which has weathered the twists and turns of history, and the international vicissitudes, is the inexhaustible source of the development of bilateral relations. Both sides should, taking the 65th anniversary of establishment of diplomatic relations as opportunities, firmly grasp the general direction of bilateral relations and ensure the China-Viet Nam traditional friendship pass down from generation to generation. Both sides should, bearing the big picture of bilateral relations in mind, properly manage and control disputes through peaceful and friendly consultation.

China and Viet Nam should be good friends with frequent exchanges and visits. The friendship between peoples is the source of development of state-state relations. During my talks with General Secretary Nguyễn Phú Trọng yesterday, both sides agreed to further boost personnel exchanges, intensify cooperation in culture, education, tourism and other sectors, and create more favorable social atmosphere for bilateral relations. China welcomes more Vietnamese friends to study, do business and travel in China and hopes that the two peoples could pay more visits to each other's country, have more communication and contacts, deepen understanding and forge friendship.

Xi Jinping stressed at last that China-Viet Nam relations have stood at a new historical starting point. Let us take a long-term perspective and join efforts to open up a new situation of China-Viet Nam comprehensive strategic partnership of cooperation, and make new and greater contributions to building an Asia and world featuring lasting peace and common prosperity.

Nguyen Sinh Hung expressed in his speech that Viet Nam-China friendly cooperative relations now enjoy a smooth development. It is believed that the plan on bilateral relations made by the leaders of both parties and both countries will be comprehensively implemented, so as to ensure the sustained and healthy development of relations between both parties and both countries. The National Assembly of Viet Nam will work with National People's Congress (NPC) to deepen cooperation, enhance mutual understanding and contribute more to the interests of both peoples as well as prosperity and stability of the region.

Wang Huning, Li Zhanshu, Yang Jiechi, Wang Jiarui and other members of the Chinese delegation, as well as Nguyễn Thiện Nhân, Member of the Political Bureau of the CPV Central Committee and Chair of the Central Committee of the Vietnamese Fatherland Front, Lê Thanh Hải, Member of the Political Bureau of the CPV Central Committee and Secretary of the Ho Chi Minh City Party Committee, Tòng Thị Phóng, Member of the Political Bureau of the CPV Central Committee and Deputy Chairwoman of the National Assembly, Pham Bình Minh, Deputy Prime Minister and Minister of Foreign Affairs, and others were present at the speech.
