On the morning of March 23, 2016, after chairing the 1st Lancang-Mekong Cooperation (LMC) Leaders' Meeting in Sanya, Hainan Province, Premier Li Keqiang and Prime Minister Prayuth Chan-ocha of Thailand, co-chairmanship of the meeting, as well as leaders from Cambodia, Laos, Myanmar and Viet Nam met the press together.

Li Keqiang introduced the consensus and outcomes reached in the meeting, and expressed that the success of the 1st LMC Leaders' Meeting declares the establishment of the LMC mechanism, which is of historic significance to a closer relationship among countries along the river, and enrichment of China-ASEAN cooperation. All countries agreed to, on the premise of maintaining regional peace and stability, deepen political mutual trust and elevate economic cooperation and people-to-people and cultural exchanges in order to forge a new paradigm for sub-regional cooperation and South-South cooperation, and unit the region into a closer community of common destiny, so that the region can become an important force to safeguard regional stability and world peace, and make new contribution to the implementation of the 2030 Agenda for Sustainable Development adopted by the UN.

Li Keqiang pointed out that the meeting adopted a series of outcome documents, reached new consensus on deepening cooperation in various areas, water resource management, tackling non-traditional security challenges, enhancing people-to-people and cultural exchanges and other fields, and identified the future development direction of the LMC mechanism, demonstrating the political consensus and determination of the six countries and mapping out the blueprint for cooperation in all fields. The mechanism is open and inclusive, and does not contradict with other sub-regional cooperation mechanisms. It is conducive to building the China-ASEAN community of common destiny, accelerating local industrialization and economic as well as social development, and bringing more benefits to sub-regional countries and peoples of all countries.

Prayuth Chan-ocha expressed that the meeting has drawn up the roadmap for LMC, showcasing the willingness of all countries to enhance cooperation and promote development. All sides will strive for early harvest and share development experience so as to make the LMC better serve for peace, stability and prosperity in the region and the world at large.

Li Keqiang and leaders of the five countries later jointly attended the launching ceremony of the LMC. The six leaders took over bamboo tubes filled with water from Lancang-Mekong River from staff members dressed in national costumes of all countries, and together poured the water into the initiation sink, marking the official launch of the LMC.
