On the evening of November 3, 2016 local time, Premier Li Keqiang held the 3rd China-Kazakhstan Regular Prime Ministers' Meeting with Prime Minister Bakytzhan Sagintayev of Kazakhstan at the Prime Minister's Residential Office in Astana.

Li Keqiang noted that China and Kazakhstan are friendly neighbors and comprehensive strategic partners. The two countries uphold the principles of mutual respect, equality, mutual benefit, and win-win cooperation to promote the leapfrog development of bilateral relations. China stands ready to work with Kazakhstan to cement mutual trust, seek common development, expand cooperation and continue to forge a model of good-neighborly friendship and win-win cooperation.

Li Keqiang pointed out that China is willing better synergize the Silk Road Economic Belt initiative with Kazakhstan's new economic policy of "the Bright Road", so as to usher a new stage of bilateral mutually beneficial cooperation. Since the launch of China-Kazakhstan production capacity cooperation two years ago, which meets the development needs of both countries, a series of important early harvests have been made, thus becoming a new highlight of bilateral practical cooperation. It is hoped that both countries, based on production capacity cooperation, can further tap the potential, advance all-round and mutually beneficial cooperation and push for constant and new achievements in the construction of connectivity and other large projects, so as to better benefit the two peoples. China stands ready to deepen communication and coordination with Kazakhstan under the Shanghai Cooperation Organization and other frameworks to safeguard regional peace and stability.

Bakytzhan Sagintayev expressed that Kazakhstan and China enjoy high-level political mutual trust and constantly strengthen constructive cooperation. Since the launch of production capacity cooperation during Premier Li Keqiang's visit to Kazakhstan in 2014, bilateral production capacity cooperation has gradually reaped early harvests. Attaching great importance to the implementation of innovation-driven development and other strategies of China, Kazakhstan stands ready to dovetail the new economic policy of "the Bright Road" with China's Silk Road Economic Belt construction, implement the important consensus reached by leaders of both countries, further deepen cooperation in areas including production capacity, transportation, energy, agriculture, and innovation, well organize the Chinese Tourism Year in Kazakhstan, expand people-to-people and cultural exchanges, and vigorously boost cooperation at local levels and between enterprises of the two countries, so as to bring tangible benefits to the two peoples.

After the meeting, Li Keqiang and Bakytzhan Sagintayev jointly attended the unveiling ceremony of the JAC automobile factory in Kostanay, a China-Kazakhstan production capacity cooperation project. Premier Li Keqiang and Prime Minister Bakytzhan Sagintayev held a video conference with factory workers and announced the official launch of the project.
