On March 31, 2016 local time, President Xi Jinping attended the banquet held by President Barack Obama of the US for all leaders attending the 4th Nuclear Security Summit (NSS) in White House.

Xi Jinping was warmly welcomed by Barack Obama when he arrived at the banquet hall.

When the banquet started, Barack Obama firstly delivered a welcome speech, speaking positively of the achievements yielded from the NSS since it was initiated 6 years ago. He stressed that at present, nuclear security is facing new threats. The international community needs to strengthen cooperation, make continuous efforts and step up control in nuclear materials so as to jointly ensure nuclear security.

Afterwards, Barack Obama firstly invited President Xi Jinping to make a statement.

Xi Jinping pointed out that the NSS, which was launched six years ago, has condensed the international consensus of nuclear security, perfected the international legal system and cooperation mechanism of nuclear security, and strengthened the nuclear security capability of all countries. It has also promoted world peace and enhanced global development.

Xi Jinping stressed that to strengthen the international nuclear security system, all countries should firstly grasp two new features of the current nuclear security situation. On one hand, international terrorism activities have entered a new round of active phase, during which nuclear terrorism threats especially could not be ignored, and the risk of nuclear materials proliferation is increasing. On the other hand, driven by the NSS, the international nuclear security defence is getting stronger, the consensus of nuclear security is unprecedentedly condensing and the sense of responsibility of all governments is significantly enhancing, while laws and mechanisms on nuclear security are increasingly improving, capacity building and law enforcement cooperation are constantly deepening and nuclear security culture is gaining more recognition. These efforts have not only promoted the peaceful application of nuclear energy, but also contributed to maintaining international peace and security.

Xi Jinping stressed that it is an international consensus to strengthen global cooperation and crack down on all forms of terrorism. Challenging as the task is, our determination in safeguarding nuclear security is stronger. Arduous as combating nuclear terrorism is, we have more ways to deal with them. There is no end and shortcuts for nuclear security. China is looking forward to discussing with all sides on how to strengthen the international nuclear security system so as to build a solid defense line of nuclear security
