Xi Jinping Attends Scenario-Based Policy Discussion and Closing Session of the 4th Nuclear Security Summit

On April 1, 2016 local time, President Xi Jinping attended in Washington D.C. the scenario-based policy discussion and closing session of the fourth Nuclear Security Summit.

The discussion was chaired by President Barack Obama of the US. The US side firstly played a video of scene simulation on nuclear crisis caused by terrorism. Present leaders of all countries made remarks respectively.

Xi Jinping said in his speech that the scene simulation on nuclear crisis we just watched is closely combined with current situation. I would like to put forward a four-pronged proposal on fighting nuclear terrorism based on China's practice and experience. First, the source control must be strict. Security supervision over the nuclear materials should be strengthened to cover the whole process including production, usage, transportation and storage. Second, new measures should be taken to address the issue. We should step up efforts in fighting against terrorism in the cyberspace, and resolutely fight the plotting and instigating of terrorism which uses means such as the new media. Financial regulation should also be strengthened. Third, the emergency response should be quick. Multi-layered response mechanisms at national level should be established and international exchange of information and law enforcement cooperation should be beefed up. Fourth, laws and regulations should be improved to ensure that the protection of nuclear materials and facilities is legally regulated with no exception. New law should be drafted to address new risks.

Xi Jinping emphasized that terrorism is the common enemy of human beings. All countries should, based on the resolutions of the UN Security Council, coordinate on international, regional and domestic actions and beef up cooperation to resolutely curb the rampant terrorism threat. The double standard in fighting terrorism should be discarded. All terrorist attacks, no matter what banner it is holding, which country it is targeted at, and what means are adopted, should be cracked down without any hesitation. Various means, such as political, economical, cultural and diplomatic ones, should be used in combination to address both symptoms and root causes and eliminate the soil that breeds terrorism.

The summit also issued the political communiqué and endorsed five "actions plans" of the International Atomic Energy Agency, the U. N, INTERPOL, Global Initiative to Combat Nuclear Terrorism, and Global Partnership Against the Spread of Weapons and Materials of Mass Destruction.

Xi Jinping also attended the work luncheon.
