Xi Jinping Chairs the Third Meeting of Heads of State of China, Russia and Mongolia

On June 23, 2016 local time, President Xi Jinping held the third meeting of heads of state of China, Russia and Mongolia in Tashkent with President Vladimir Putin of Russia and President Tsakhiagiin Elbegdorj of Mongolia. Xi Jinping chaired the meeting.

Xi Jinping pointed out that endowed with the advantage of being each other's neighbouring countries, China, Russia and Mongolia have carried out close cooperation, actively implemented the Mid-term Roadmap for Development of Trilateral Cooperation among China, Russia and Mongolia and achieved positive progress and results in such areas as economy and trade, people-to-people and cultural exchanges, transit transport, tourism and sports. The Chinese side is satisfied with the momentum of trilateral cooperation. The three countries should continue to center on the docking of China's construction of the Silk Road Economic Belt, Russia's development strategies, especially the construction of the Railway across Eurasia, and Mongolia's Prairie Road initiative, so as to actively advance comprehensive trilateral cooperation.

Xi Jinping stressed that China, Russia and Mongolia should well implement the Guidelines for Constructing China-Mongolia-Russia Economic Corridor, strengthen cooperation in transportation infrastructure connectivity, port construction, production capacity, investment, economy and trade, people-to-people and cultural exchanges, environmental protection and other areas, and work together to implement key projects, so as to promote the China-Mongolia-Russia economic corridor construction to achieve partial results as soon as possible. The three sides should actively discuss to carry out the construction of cross-border economic cooperation zones, enhance industrial docking, boost sub-regional cooperation in adjacent areas, and promote common development of adjacent areas. The three countries need to expand cooperation within the framework of the Shanghai Cooperation Organization (SCO), jointly implement policies concerning opening up and partnership in the SCO Development Strategy Towards 2025 and other cooperation affairs, and deepen cooperation in major areas such as transit transport, food safety, disaster prevention and reduction and energy.

Vladimir Putin expressed that Russia, China and Mongolia are friendly neighboring countries on the basis of equality, respect and mutual benefit. Russia, in light of the three countries' consensus, is committed to working with China and Mongolia to well implement the projects of transportation and infrastructure construction, speed up simplifying port procedures, and promote regional economic integration process. Russia is also willing to enhance people-to-people and cultural exchanges with the other two countries.

Tsakhiagiin Elbegdorj noted that it is very important for the three countries to reach a guideline on the economic corridor. Mongolia stands ready to join hands with China and Russia to advance the construction of transportation infrastructure and strengthen economic cooperation in border regions. Mongolia also hopes to enhance cooperation with the other two countries in agriculture, disaster relief and reduction as well as other areas.

After the meeting, the three heads of state witnessed the signing of Guideline for Constructing China-Mongolia-Russia Economic Corridor and Agreement on Mutual Recognition of Customs Supervision Results on Certain Commodities among General Administration of Customs of the People's Republic of China, Customs General Administration of Mongolia and Federal Customs Service of Russia.

Wang Huning, Li Zhanshu, Yang Jiechi and others attended the meeting.
