Two Heads of State Jointly Announce Establishment of China-Saudi Arabia Comprehensive Strategic Partnership

On 19 January 2016 local time, President Xi Jinping held talks in Riyadh with King Salman bin Abdulaziz Al Saud of Saudi Arabia. The two heads of state spoke positively of the development of China-Saudi Arabia relations, exchanged in-depth views on bilateral relations and international and regional issues of common concern and reached broad consensus, and jointly announced the establishment of China-Saudi Arabia comprehensive strategic partnership with an aim to promote the in-depth development of bilateral relations and yield greater cooperation results.

Xi Jinping pointed out that China and Saudi Arabia are major countries with profound historical and cultural accumulations and now bear the task of promoting economic development and improving people's livelihood. China will, together with Saudi Arabia, learn from each other and realize common development and prosperity. During my visit to Saudi Arabia in 2008, the two countries issued a joint statement on the establishment of strategic friendly relations, pushing bilateral relations to a new stage of fast development and yielding fruitful results in bilateral all-round practical cooperation. Currently, the international and regional situations are complex and ever-changing, therefore it is necessary for China and Saudi Arabia, two important developing countries, to elevate the level of their relations and join hands dealing with challenges. Our joint announcement on the establishment of China-Saudi Arabia comprehensive strategic partnership is believed to deepen bilateral mutual strategic trust, lead bilateral mutually beneficial cooperation to greater achievements and help safeguard and broaden common interests of the two nations in international and regional affairs.

Salman bin Abdulaziz Al Saud expressed that since the establishment of the diplomatic relations 26 years ago, the two countries have witnessed a stable development in their friendly relations. With broad common interests, Saudi Arabia and China both devote to maintaining global peace and stability. The establishment of bilateral comprehensive strategic partnership will bring benefits to both peoples. Saudi Arabia supports China's "Belt and Road" initiative and will deepen cooperation with China in trade, investment, energy, education, science, technology, information security and other areas. It is believed that President Xi Jinping's visit will surely push bilateral friendly cooperation to a new level.

The two heads of state reached multiple important consensus and agreed to establish China-Saudi Arabia comprehensive strategic partnership so as to constantly advance bilateral relations at higher and deeper levels and in broader fields.

Both sides agreed to enhance strategic communication, intensify strategic cooperation, consolidate mutual strategic trust, understand and take care of each other's major concerns and support each other to safeguard respective core interests.

Both sides agreed to strengthen docking of their development strategies, deepen cooperation under the framework of jointly advancing the construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and intensify cooperation in such sectors as railways, ports, power stations, communications, industrial zones, housing, investment, finance, aerospace, peaceful use of nuclear power and renewable energy. They also reached consensus on turning the Asian Infrastructure Investment Bank into a financing platform of mutual benefits and win-win results to push regional connectivity. They spoke highly of and welcomed the resumption of FTA negotiations between China and the Gulf Cooperation Council (GCC) and are glad about the substantial progress of the negotiations and agreed to establish the China-GCC FTA at an early date.

Both sides agreed to boost coordination on energy policy, enhance energy cooperation level and forge a long-term and stable energy strategic cooperative relations between China and Saudi Arabia. They also agreed to push civilization dialogues, strengthen inclusiveness and mutual learning among different religions and cultures, expand bilateral exchanges in culture, education, healthcare, news, think-tanks, youth and other circles, beef up security cooperation and intensify communication and coordination in such important multilateral mechanisms as the UN and G20.

Following the talks, King Salman bin Abdulaziz Al Saud conferred the King Abdulaziz Medal, the highest order in Saudi Arabia, on President Xi Jinping.

The two heads of state together witnessed the signing of the Memorandum of Understanding Between the Government of the People's Republic of China and the Government of the Kingdom of Saudi Arabia on Jointly Promoting the Silk Road Economic Belt and the 21st Century Maritime Silk Road and Carrying out Production Capacity Cooperation as well as bilateral cooperation documents covering energy, communications, environment, culture, aerospace, science, technology and other areas.

The two sides issued the Joint Statement Between the People's Republic of China and the Kingdom of Saudi Arabia on the Establishment of Comprehensive Strategic Partnership.

Prior to the talks, Xi Jinping attended the grand welcome ceremony held by King Salman bin Abdulaziz Al Saud at the Yamamah Palace plaza.

At about 2:10 pm local time, guarded by a cavalry troop, Xi Jinping's car arrived at the plaza. King Salman bin Abdulaziz Al Saud and Deputy Crown Prince Mohammad bin Salman greeted him at the parking place. The two heads of state stepped on the reviewing stand and the military band played the national anthems of the two countries. Xi Jinping reviewed the guard of honor in the company of King Salman bin Abdulaziz Al Saud.
