─Foreign Minister Wang Yi Talks about President Xi Jinping's Visit to Russia and Germany and Attendance at 12th G20 Summit

From July 3 to 8, 2017 local time, President Xi Jinping paid state visits to Russia and Germany upon invitation and attended the 12th G20 Summit in Hamburg. At the end of the visit, Foreign Minister Wang Yi briefed the visits to the press.

Wang Yi said that President Xi Jinping's visit is that of major-power diplomacy under the current complex international situation. Xi Jinping's visit to Russia promotes the strategic coordination and practical cooperation between China and Russia to a higher level. His visit to Germany propels the new development of China-Germany and China-Europe relations. The attendance at the G20 Hamburg Summit starts up new growth impetus for global economic governance. The visit sends out a clear signal of China's deepening partnerships and insisting on multilateralism, pools consensus of safeguarding common security and seeking for shared benefits, so as to inject stability into the chaos of the international situation, to provide a beacon for the direction of world economic dilemma, and to contribute positive energy to the changes of global governance.

In 6 days, President Xi Jinping carried out over 40 tight-scheduled bilateral and multilateral activities, communicated and exchanged with leaders from various countries, heads of international organizations and people from all walks of life of the visited counties, deepening understanding, increasing consensus, maintaining solidarity, and promoting cooperation. The international public opinion universally holds that, facing vicissitudes of international situation, China unswervingly supports peaceful cooperation, advocates openness and inclusiveness, pursues the principle of mutual benefits and win-win cooperation. As a mainstay in international community, China shows the due responsibility as a major country, and plays a positive leading role. It is a trustworthy partner and liable power to depend on.

Ⅰ. Consolidate and Deepen China-Russia Comprehensive Strategic Partnership of Coordination

China and Russia are good neighbors linked by mountains and rivers, good friends mutually dependent on each other, and good partners coordinating with one another sincerely. China-Russia relations are now at the best level in history, which set a good example for major-country and neighboring-country relations. President Xi Jinping's visit maintains the momentum of high-level exchanges between the two countries, injecting new impetus into the development of China-Russia relations.

The communication between the two heads of state becomes more profound. Both heads of state maintain close contacts, which represents an important reflection of the high-level and unique bilateral relations. During the visit, President Xi Jinping held various talks and meetings with President Vladimir Putin and met with Prime Minister Dmitry Medvedev, continuing the good working relationship and profound friendship. Upon the arrival in Moscow that evening, President Xi Jinping had a long meeting with President Vladimir Putin upon invitation, and talked about friendship and cooperation in a relaxed and friendly atmosphere. Before the large-range talks to be held the next day, the two heads of state had a small-range meeting again. The two heads of state focused on the development and revitalization of their own countries as well as opportunities and challenges of the current international situation, made in-depth communication and reached a series of significant consensus on deepening bilateral relations, promoting cooperation in various fields and important international hotspot issues, providing new strategic guidance for the China-Russia comprehensive strategic partnership of coordination. President Vladimir Putin presented President Xi Jinping the Order of St. Andrew the Apostle, expressing the friendship with President Xi Jinping and Chinese people and showing the great importance attached to China-Russia relations.

The foundation for mutual trust between Russia and China has become more solid. China and Russia are strategic partners that highly trust each other. President Xi Jinping stressed that both sides need to grasp the general direction of China-Russia relations and continue to deepen political and strategic mutual trust. President Vladimir Putin stated that high-level mutual trust and perfect cooperation mechanism are great advantages of Russia-China relations. Both sides agreed to maintain strategic composure and continue to take bilateral relations as a diplomatic priority to enlarge mutual support on issues concerning the core interests of both sides. The two heads of state signed up the joint statement on further deepening bilateral comprehensive strategic partnership of coordination, approved a new four-year implementation agenda of Treaty of Good Neighborliness and Friendly Cooperation between China and Russia, which maps a comprehensive plan for the development of China-Russia relations. President Xi Jinping's visit focused both on strengthening the top-level design of China-Russia relations and on consolidating social public foundations for bilateral relations. When meeting with friendly personages, press, and business representatives, President Xi Jinping stressed that there is no end for strengthening China and Russia relations and he hoped that people from all walks of life could insist on promoting China-Russia people-to-people and cultural exchanges and practical cooperation to make efforts for the development of bilateral relations.

The interest integration between China and Russia becomes closer. President Xi Jinping, President Vladimir Putin and Prime Minister Dmitry Medvedev have exchanged in-depth views on strengthening the docking of the development strategies of the two countries. Russian leaders have repeatedly emphasized on different occasions that they will channel all efforts in supporting the "Belt and Road" initiative and are ready to make joint efforts with China to promote the prosperity of Asia and Europe. China and Russia will continue to firmly and solidly promote the docking of the "Belt and Road" construction with the Eurasian Economic Union (EEU) to speed up the negotiation on cooperation between China and the EEU in economy and trade and in Arctic Channel, so as o jointly forge the "Ice Silk Road". Both sides agreed to deepen the practical cooperation in the fields including economy, trade, investment, energy, aviation and aerospace, connectivity, regions and agriculture, and advance the realization of major projects including gas tube, nuclear power station, bullet train, airplane manufacturing and coastal transportation corridor. Departments and enterprises of two countries signed a series of cooperation agreements in major fields, which sketches a vivid portrayal of mutual benefit and booming development of China-Russia relations.

International coordination between China and Russia has been more synchronized. As major countries, permanent members of the UN Security Council and emerging market economies, China and Russia hold similar or same opinions on many international issues. The two sides agreed to give priority to each other's communication and coordination as well as strategic cooperation when tackling major, important and tough issues. Both sides will continue to carry out close and effective coordination in regional and international issues, join hands with others countries to safeguard international balance and strategic stability, and jointly combat terrorism and promote political settlement of regional hotspot issues so as to build an open global economy and perfect global governance. The two heads of state have issued a joint statement on the status quo of the world and major international issues, calling on the international community to cope with regional and international challenges together and highlighting the stabilizer role the two countries played in the changes of the international situation. The Ministries of Foreign Affairs of the two sides also issued a joint statement, stating a shared stance on the current situation of Korean Peninsula and proposing joint initiative on the Korean Peninsula nuclear issue, so as to positively guide the direction of the settlement of the problem.

Wang Yi said that President Xi Jinping's visit to Russia fully proved again that deepening the coordination between China and Russia becomes the pursuit of the two peoples and the firm strategic decision of the two countries, which also conforms to the common interests of the international community. Based on the principle of non-aligned, non-confrontation and not-targeted against any third country, China-Russia relations continue to deepen comprehensive strategic coordination, setting an model for major-country relations and manifesting strong vitality and great development potential.

Ⅱ. Expand and Improve China-Germany All-Round Strategic Cooperation

As the second and fourth largest economies in the world, China and Germany also play important roles in Asia and Europe. In 2014, when President Xi Jinping paid his first state visit to Germany, the two countries established a new positioning of all-round strategic cooperation between the two countries, presenting an unprecedented sound situation of China-Germany relations. This year marks the 45th anniversary of the establishment of diplomatic relations between China and Germany, and President Xi Jinping visited Germany upon invitation again, pushing forward China-Germany all-round strategic cooperation and continuously leading the development of China-Europe relations.

This visit maps the development path of China-Germany relations. Since the establishment of diplomatic relations between the two countries, based on the principles of mutual respect, equal treatment and mutual benefit and win-win results, both sides wrote "successful stories" of bilateral relations with the spirit of pioneering and innovation. President Xi Jinping, President Frank-Walter Steinmeier of Germany and Chancellor Angela Dorothea Merkel of Germany reviewed the development experiences of China-Germany relations, providing planning and guidance for deepening China-Germany all-round strategic partnership under new circumstances and setting goals for the development of bilateral relations in the following five years. President Xi Jinping proposed that both sides should insist on the cooperation path featuring openness, innovation and mutual benefit, and map out a blueprint for China-Germany relations from a broader mind and perspective, receiving a positive response from Germany. Both sides reached new consensus on improving political mutual trust, deepening practical cooperation, enriching people-to-people and cultural exchanges and strengthening international cooperation, and agreed to make full use of governmental negotiations and consultations as well as bilateral exchange mechanisms in diplomacy, security, financing, and people-to-people and cultural engagement to accommodate each other's concerns and properly address differences and further enhance the level of China-Germany relations.

This visit enriches the strategic connotation of China-Germany cooperation. President Xi Jinping concentrated on the long-term development of China-Germany cooperation, and emphasized that the two countries should surpass simple business relations and carry out strategic cooperation. Both sides should implement the docking of "Made in China 2025" with "German's Industry 4.0", so as to release the huge potential for innovation by combining the advantages of manufacturing industry with Internet. Both sides should also strengthen practical cooperation under the "Belt and Road" framework to share great market opportunity from the connectivity between Asia and Europe. The two sides signed several important cooperation agreements, making new progress in fields including aerospace, hi-tech and smart manufacturing, which showed the comprehensiveness and strategic significance of China-Germany cooperation. Based on the strategic significance of international cooperation between China and Germany, President Xi Jinping fully communicated with German leaders on international and regional situation as well as hotspot issues, and agreed to strengthen coordination and cooperation both at China-Europe level and on multilateral occasions, jointly devote to improving and completing international mechanisms and rules, and promote the process of economic globalization to toward a direction of shared benefit and balance, so as to inject more stable and positive factors into the whole world.

This visit draws the two peoples much closer. Peoples of China and Germany have established profound friendship, and people-to-people and cultural exchanges represent important pillar of bilateral relations. President Xi Jinping and his wife Peng Liyuan, joined Chancellor of Germany Angela Dorothea Merkel to attend the opening of the Panda Garden at Berlin zoo, which stirred the fever of panda and "Chinese style". President Xi Jinping and his wife Peng Liyuan also watched friendly football game between Chinese and German teenagers, supporting sports cooperation between the two countries, and encouraging these teenagers to make contributions to the course of friendly cooperation between China and German, which became another highlight of people-to-people and cultural exchanges during this visit. Both sides agreed to fully utilize the China-Germany High-Level People-to-people Exchange Dialogue Mechanism, which was officially launched in this May to strengthen the exchanges in the fields of culture, education, teenagers, think tanks and the press, so as to bring out more convenient measures to support personnel exchanges and tourism cooperation in both countries. These results will further deepen mutual understanding between the two peoples, and promote the sound development of China-Germany relations, which were highly praised by the two people.

This visit strengthens the development momentum of China-Europe relations. Germany is the core member of the EU, and China-Germany relations continuously take the lead in China-Europe relations. President Xi Jinping's visit to Germany fanned out from point to area, and jointly supported the speed up of negotiations on China-Europe Investment Agreements, producing driving effects on deepening China-Europe over-all cooperation. President Xi Jinping stressed that the more complicated the international situation is, the more significant of stable development of China-Europe relations is. China supports a united, stable, prosperous, and open EU. China and Europe should actively forge four partnerships of peace, growth, reform and civilization. President Xi Jinping pointed that the problems of China-Europe relations should be seen from a viewpoint of development, and be settled through equal dialogues on the basis of mutual respect. All walks of life in Europe held that President Xi Jinping successively visited Europe for three times in the half year, which not only strengthens the development momentum of China-Europe relations, but also brings optimism for the prospects of Europe's development.

Wang Yi said that Germany warmly welcomed President Xi Jinping's visit. The German government offered a high level of courteous reception and made special arrangements including fighter jet's escort. President Frank-Walter Steinmeier held a grand welcome ceremony for President Xi Jinping, and Chancellor Angela Merkel and her husband held a private family dinner for President Xi Jinping and his wife Mme. Peng Liyuan. President Xi Jinping also exchanged with Chairman of the Social Democratic Party Martin Schulz of Germany, Mayor Olaf Scholz of Hamburg and German public to spread friendly cooperation ideas, which received a broadly positive response. Strengthening and deepening China-Germany relations has already become universal consensus of all parties and classes in Germany.

Ⅲ. Maintain and Promote the Momentum of Cooperation among the G20

The G20 is the main forum of international economic cooperation. The theme of Hamburg Summit, "Shaping an Interconnected World", is built upon that of the Hangzhou Summit, which is determined to build an innovative, invigorated, interconnected and inclusive world economy. President Xi Jinping makes joint efforts with all parties present to promote the Hamburg Summit for positive progress on the basis of the Hangzhou Summit, and make new contributions to strengthening cooperation among the G20, promoting world economy growth and improving global economic governance.

Stick to openness and inclusiveness, and guide the direction for the development of world economy. Maintaining an open world economy is the G20's consistent commitment in the past decade, and is also universally anticipated by the international community. President Xi Jinping made it clear that the G20 should adhere to taking the path of open development and mutual benefit and win-win results, support a multilateral trade mechanism, and promote international trade and investment, and jointly make the cake of global economy bigger. Facing such problems as unbalanced development of the world economy and salient challenges imposed by technological advancement upon employment, President Xi Jinping proposed proper handling of contradictions between fairness and efficiency, capital and labor and between technology and employment, and also exchange and cooperation in terms of education and training, employment and business startups, distribution mechanisms in line with an idea of inclusive growth. Africa is an essential part for balanced world economy and for inclusive growth. President Xi Jinping calls on more attentions and increasing efforts to Africa's development, as well as joint implementations of "the G20 Initiative on Supporting Industrialization in Africa and LDCs" reached at the Hangzhou Summit. These proposals not only reflect macro-thinking in supporting the process of economic globalization, but also include refined interpretation of inclusive and interconnected development, which received general approval from all parties.

Propose to take measures in a comprehensive way, and improve supports of the global economic growth. At present, the global economy is showing signs of moving in the right direction, but there are still some unsolved and deep-rooted issues. New driving force should be tapped to consolidate the good momentum of the world economy. President Xi Jinping pointed out that the driving force originates from innovation and we should strengthen cooperation in fields including digital economy and new industrial revolution and create new technologies, new industries, new modes and new products; and the driving force also originates from better solutions to development-related issues, and we should attach great significance and support the implementation of the 2030 Agenda for Sustainable Development. Only through bettering global economic governance can a sound economic performance be achieved. President Xi Jinping proposed that we should continue to reinforce macro policy coordination, restructure international financial institutions, and improve global financial supervision and crack down upon tax avoidance, and especially prevent risks of the financial market, thus developing inclusive finance and green finance, and propelling the financial industry to better serve the development of the real economy. Based on the current situations, The initiatives proposed by President Xi Jinping initiatives are deeply rooted in the current situation, advance with the times, and take a broad view, which are of strong operability and contemparaneity, opening up vaster space for global economic growth.

Carry forward the spirit of partnership, and safeguard solidarity and cooperation among member states. The spirit of partnership featuring staying together to help each other and win-win cooperation is both the most valuable treasure of the G20 and the inevitable option of all the member states to jointly address the global challenges. Under the current international economic circumstance, member states of the G20 are faced with different internal and external environments and lay emphasis on different policy orientation, and it is inevitably that they have different opinions on some issues. Based on the perspective of better safeguarding and developing the G20 mechanism, seeking the greatest common divisor of all parties and expanding the convergence points of common interests of all parties, President Xi Jinping emphasized the importance of upholding the spirit of partnership, and called on seeking common ground while reserving differences, and strengthening cooperation to promote the Hamburg Summit to reach consensus, and form synergy, which maintains the international community's confidence in the group. It is justifiable for people to believe that the spirit of partnership can guide the G20 to walk through the trials and hardships of the international financial crisis and continue to inspire the G20 to take the lead in the tide of the world economy.

Foster international cooperation, and show China's will of taking universal responsibility. During the Summit, President Xi Jinping, with the view of forging the community of common destiny for all mankind, participated in various discussions on the world economic situation, trade, finance, digital economy, energy, climate change, development, Africa, public health, refugee and migration issues, counter-terrorism and others, elaborating China's concepts and solutions and vigorously pushing forward international cooperation. The "Belt and Road" initiative is a significant international public product that China puts forward and the international community has widely supported and actively participated in. President Xi Jinping stressed at the Hamburg Summit that, the concepts such as openness, cooperation, win-win results, wide consultation, joint construction and shared benefits advocated in the "Belt and Road" initiative are compatible with the G20's partnership spirit and the building of open world economy, and that they are complementary to one another and can jointly boost world economic development. All parties spoke highly of China's idea of sharing the same fate with the international community, which shows China's global identity and its role as a major power.

After the closing ceremony, the Hamburg Summit published a communiqué which sufficiently takes in proposals put forward by President Xi Jinping and continues to implement the consensus reached at the Hangzhou Summit. The Summit makes new actual progress in fields including structural reform, international financial framework, digital economy and development and unleashes positive signals of strengthening international economic cooperation and global economic governance.

Wang Yi said that President Xi Jinping launched a series of activities of summit diplomacy during his visits. China will hold the BRICS presidency this year, and President Xi Jinping hosted the meeting of BRICS Leaders' Informal Meeting. All parties agreed to enhance communication and coordination on policies, steadily advance cooperation in various fields, and jointly push forward the success of the Xiamen meeting. Outcome documents of the meeting reflected the agreement reached among BRICS countries, indicating the common aspiration of member states to cooperate and seek for common development.

President Xi Jinping held a meeting with the US President Donald Trump according to an appointment. The two sides spoke positively of progress in various aspects of China-US relations since the Mar-a-Lago meeting, and made plans and arrangements for the high-level exchanges and cooperation in various fields between the two countries in the next stage. Both sides agreed to uphold the major direction of China-US cooperation, deepen mutually beneficial cooperation, and properly manage and control differences and sensitive issues. The two heads of state also had an in-depth exchanges of views on nuclear issue on the Korean Peninsula and other major hotspot issues, enhancing mutual understanding and affirming the general direction of peaceful solutions towards the issue.

President Xi Jinping held the first meeting with President Moon Jae-in of the Republic of Korea (ROK). The two sides agreed to improve the China-ROK relations and maintain regional peace and stability. As for the prominent issues that hinder development of China-ROK relations at present, President Xi Jinping stressed that the two countries should summarize experience and lessons over the 25 years since the establishment of the China-ROK diplomatic relations, staying true to its mission and respecting each other, and the ROK should attach importance to and properly address legitimate concerns of China. President Xi Jinping held a meeting with Prime Minister Shinzo Abe of Japan, stressing that China-Japan relations should be push forward to the right direction in the spirit of taking history as a mirror and looking into the future, while Japan should reflect its willing of improving bilateral relations more on policies and actions according to the four political documents and four-point principled agreement reached by the two sides.

President Xi Jinping also respectively met with President Emmanuel Macron of France, Prime Minister Theresa May of the UK, Prime Minister Lee Hsien Loong of Singapore and other leaders, reaching new important consensus with all parties in strengthening political mutual trust and deepening bilateral and multilateral cooperation.

Wang Yi said in the end that President Xi Jinping's visit deepened China's all-dimensional diplomatic layout, promoted China's constructive international image, and wrote a new chapter of major-country diplomacy with Chinese characteristics. Since the 18th National Congress of the Communist Party of China (CPC), the Central Committee of the CPC with Comrade Xi Jinping as its core has an insight into the international situation, seized the pulse of the time, valued planning, adapted in management, and maintained the active strategic position in global pattern. At present, with sustained and rapid change of China's external environment and the full-scale scheduled reform and development in China, we should nourish our mind with President Xi Jinping's diplomacy concept, forge ahead and keep energetic and enthusiastic to build more favorable external environment for the success of the 19th National Congress of the CPC, and provide better guarantee for the realization of the two "centenary goals", and make greater contributions to the cause of world peace and development.
