On November 12, 2017 local time, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping met with Chairwoman of the National Assembly of Nguyễn Thị Kim Vietnam Ngân in Hanoi.

Xi Jinping pointed out that this is my first visit to Vietnam over the past two years. Through this visit, I deeply felt once again that China and Vietnam enjoy a time-honored friendship and broad prospects of cooperation. As China attaches great importance to developing China-Vietnam relations, China is willing to work with Vietnam to push China-Vietnam comprehensive strategic cooperative partnership for long-term, healthy and stable development in the principle of long-term stability, future orientation, good-neighborly friendship and all-round cooperation and the spirit of good neighbors, good friends, good comrades and good partners. China and Vietnam are two socialist countries under the leadership of the Communist Party. The traditional friendship between China and Vietnam has taken root in the long-term and harmonious co-existence between the two peoples, been sublimated when both countries joined hands in the struggles for national independence and liberation, and continuously been deepened when the two countries advanced the great cause of reform and renovation. Under the new situation, China and Vietnam should carry forward the tradition, inherit the past and usher in the future, maintain high-level contacts, strengthen strategic communication, learn from each other's experience in party governance and state administration, and expand mutually beneficial cooperation in various fields.

Xi Jinping spoke highly of the friendly exchanges between China's National People's Congress (NPC) and Vietnam's National Assembly. Xi Jinping pointed out that the legislative bodies of the two countries play a significant role in national political life, and also serve as an important bridge to strengthen mutual understanding and friendship between the two peoples. The exchanges between the legislative bodies of the two countries have not only enhanced mutual understanding and friendship, but also enriched the connotation of China-Vietnam comprehensive strategic cooperative partnership. The legislative bodies of the two countries should strengthen exchanges and cooperation at all levels, learn from each other's useful experience in state governance and administration as well as legislation supervision, make more efforts to promote the mutual understanding between the two peoples and make greater contributions to consolidating the public opinion foundation of China-Vietnam relations.

Xi Jinping briefed Nguyễn Thị Kim Ngân on China's experience in comprehensively advancing the rule of law.

Nguyễn Thị Kim Ngân warmly welcomed President Xi Jinping's state visit to Vietnam, and said that President Xi Jinping's speech at the National Assembly of Vietnam during his visit to the country two years ago still remains fresh in memory. She congratulated on the complete success of the 19th CPC National Congress, and believed that under the leadership of President Xi Jinping, the cause of socialism with Chinese characteristics will certainly achieve a success. Vietnam always bears in mind China's strong support to its national liberation and development cause, and gives priority to developing stable Vietnam-China relations in its external affairs. Vietnam is willing to maintain close high-level communication with China, advance cooperation in all fields and promote friendship between the two peoples. During the process of promoting renovation, Vietnam's National Assembly is willing to strengthen exchanges and mutual learning with China's NPC and make concerted efforts, so as to contribute to deepening Vietnam-China friendly relations.
