On November 14, 2017 local time, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping jointly attended the foundation-laying ceremony for the Mahosot Hospital with General Secretary of the Central Committee of the Lao People's Revolutionary Party (LPRP) and President Bounnhang Vorachit of Laos in Vientiane.

Bounnhang Vorachithin welcomed Xi Jinping at the parking site when Xi Jinping arrived at the Mahosot Hospital by car. They watched the display board of the working sketch of the Mahosot Hospital together and listened to the introduction of the project by the Chinese chief architect. As the foundation-laying ceremony started, Xi Jinping and Bounnhang Vorachit walked onto the rostrum, jointly earthed up the foundation stone and strewed flowers on it.

After the foundation-laying ceremony, Xi Jinping and Bounnhang Vorachit headed together for the in-patient building, where they exchanged briefly and took photos with Chinese ophthalmologists and nurses working at the hospital. Xi Jinping praised that the Chinese doctors, as envoys of light and friendship, have not only brought brightness to Lao patients, but also positively contributed to consolidating the public opinion foundation for China-Laos friendship, which demonstrates the spirit of internationalism in the new era. Xi Jinping and Bounnhang Vorachit walked into a ward of the ophthalmology department and listened to the introduction by Chinese medical workers. The medical staff unveiled the eye patches of two Lao patients who have recovered after receiving cataract operation by Chinese ophthalmologists. Xi Jinping wished them an early recovery and a happy life. The Lao patients excitedly expressed gratitude to the Chinese government for sending medical workers to treat them, so that they can restart their happy lives.

Xi Jinping pointed out that China and Laos need to pay more attention to the public welfare sector to benefit more local people. With medical facilities at hand, the construction of software should be strengthened. Health authorities from both China and Laos should increase policy communication and practical cooperation to jointly improve level of medical services, so as to better benefit the two peoples.

The Mahosot Hospital is a landmark livelihood project built with Chinese assistance for Laos and this project includes the expansion of the existing Mahosot Hospital and construction of the new buildings. Aiming to improve medical conditions in Laos, the new hospital is expected to be put into use in 2021.

On the same day, Xi Jinping laid a wreath at the unknown martyr's monument in Laos.

Ding Xuexiang, Liu He, Yang Jiechi and other Chinese delegation members attended the above activities. Member of the Political Bureau of the LPRP Central Committee and Secretary of the Party Committee and Mayor of Vientiane Sinlavong Khoutphaythoun, and Member of the Political Bureau of the LPRP Central Committee and Deputy Prime Minister Sonexay Siphandone participated in related activities.
