Wang Yi Briefs on Mar-a-Lago Meeting between Heads of State of China and the US

On April 7, 2017 local time, President Xi Jinping met with President Donald Trump of the US upon invitation at Mar-a-Lagoin Florida, the US from April 4 to 7. After the meeting, Foreign Minister Wang Yi briefed the press on the meeting.

Wang Yi said the meeting was the first face-to-face communication between two heads of state since the new US government took office. The two heads of state spent over seven hours on deep discussion, exchanging views on China-US relations and major international and regional issues of common concern, reaching many important consensuses. Both sides agreed that the meeting is positive and fruitful, which sets a constructive tone for the development of China-US relations and charts the course for joint efforts.

The two heads of state also introduced to each other their respective concepts on state governance and ongoing agendas of domestic and foreign policies. The meeting increased mutual understanding, and built good working relations and personal friendship, which are spoken highly by both sides.

Both sides discussed the overall relations between China and the US. President Xi stressed that good China-US relations benefit not only the two countries and the two peoples but also the rest of the world, and that cooperation is the only right choice for the two countries. President Donald Trump noted that China and the US shoulder enormous responsibilities as two major powers in the world. The two countries should maintain communications and coordination on important issues to accomplish major achievements together.

Both sides established an agenda for high-level exchanges. At President Xi's invitation, President Donald Trump will pay a state visit to China later in 2017. The work teams of the two governments were instructed to work together to ensure the visit successful and fruitful. The two heads of state also agreed to maintain close contact through meetings, phone calls, correspondence and other means.

Both sides announced to establish four high-level dialogue mechanisms, including diplomatic and security dialogue, comprehensive economic dialogue, law enforcement and cyber-security dialogue, and social and cultural dialogue. During the meeting, they initiated the diplomatic and security dialogue and the comprehensive economic dialogue, giving special attention to the operation of the mechanisms and the focus of the work. They also agreed to initiate the other two dialogue mechanisms as soon as possible, promote dialogues and contacts at other levels in various fields, and encourage communication and cooperation between all departments of the two countries.

The two sides held in-depth discussions on economy and trade. China emphasized that the China-US business relations are of mutual benefit and win-win results. Both countries are each other's first largest trading partners, from which the two peoples have benefited a lot. As for the problems existing in economic and trade relations, the two sides, under the principle of equal treatment and mutual benefit, should expand practical cooperation in energy, infrastructure construction, and other areas, and increase market access to each other to promote more balanced development of economic and trade relations. The two sides agreed to deepen practical cooperation in trade and investment, and also properly manage economic and trade frictions to achieve mutual benefit.

Both sides expressed their willingness to enhance the exchanges between the two militaries, deepen cooperation in various areas including law enforcement, justice, cyber security, fugitive repatriation, asset recovery, illegal immigration, and health care. They also agreed to take more practical measures to further people-to-people and cultural exchanges, and expand communication between the two peoples so as to consolidate public support for bilateral relations.

Wang Yi said that both countries agreed to make joint efforts to expand mutually beneficial cooperation, and manage and control differences on the basis of mutual respect. The Chinese side reiterated its principles and positions on the Taiwan issue and Tibet-related issues, and urged the US side to stick to the principles of the Three Joint Communiqués and the one-China policy to prevent the China-US relations from being disrupted. China's positions on the South China Sea were also reiterated.

The two sides also exchanged views on other major international and regional issues. On the Korean Peninsula nuclear issue, the Chinese side reiterated its commitment to denuclearizing the peninsula, safeguarding peace and stability of the peninsula and solving problems through dialogues and consultations. China will continue to comprehensively implement the UN Security Council resolutions concerning the Korean Peninsula. The Chinese side briefed the US on its dual-track approach and "suspension-for-suspension" proposal in solving the nuclear issues of the Democratic People's Republic of Korea, and expressed its expectations of finding a breakthrough to restart negotiations. China also restated its opposition to the deployment of the Terminal High Altitude Area Defense anti-missile system in the Republic of Korea by the US. It was confirmed that both China and the US are committed to realizing the denuclearization of the Korean Peninsula. The two countries agreed to maintain close communication and coordination on the Korean Peninsula issue and expand cooperation in non-proliferation, fighting against transnational crimes and other global challenges.

Wang Yi said the two heads of state charted the course and made plans for China-US relations through this meeting. China is willing to work together with the US according to the spirit and consensus of this meeting to enhance high-level exchanges and dialogues, expand cooperation on the basis of mutual benefit, and handle sensitive issues on the basis of mutual respect, so as to promote further development of bilateral relations and better benefit the two peoples and people of the world.
