Xi Jinping Holds Talks with President Nursultan Nazarbayev of Kazakhstan Two Heads of State Agree to Push China-Kazakhstan Comprehensive Strategic Partnership for Sound and Stable Development at Higher Levels

On June 8, 2017, local time, President Xi Jinping held talks with President Nursultan Nazarbayev of Kazakhstan in Astana. The two heads of state spoke positively of the great achievements of the development of bilateral relations over the past 25 years since the establishment of diplomatic relations between China and Kazakhstan, mapped out the key directions and areas of bilateral cooperation in the next stage, and decided to push China-Kazakhstan comprehensive strategic partnership for the sound and stable development at higher levels, so as to bring more benefits to the two peoples.

Xi Jinping pointed out, this year marks the 25th anniversary of the establishment of diplomatic relations between China and Kazakhstan. Since the establishment of bilateral diplomatic relations, China-Kazakhstan relations have made remarkable achievements, bilateral political mutual trust has reached an unprecedented high level, and the two countries have established the comprehensive strategic partnership and achieved the docking of development strategies. The two sides maintain close high-level contacts, collaborate closely in international affairs and firmly support each other on core issues. Bilateral cooperation has seen constant improvement in breadth, depth, scale and quality, as well as thriving people-to-people and cultural exchanges.

Xi Jinping stressed the reason why China-Kazakhstan relations can achieve leap-forward development in a relatively short period of time is that both sides have always adhered to the spirit of being good neighbors and friends, as well as mutual benefit and mutual help, insisted on the principle of mutual respect, equality and mutual benefit as well as upheld the concept of being friends from generation to generation and pursuing common development. China is ready to work with Kazakhstan to comprehensively plan the docking of development strategies, intensify friendly exchanges and mutually beneficial cooperation in various fields, and creating a closer community of common interests and common destiny. The two nations shall always be good neighbors, friends and partners.

Nursultan Nazarbayev said that he warmly welcomes President Xi Jinping's visit to Kazakhstan on the occasion of the 25th anniversary of the establishment of diplomatic relations between Kazakhstan and China, and he believed that this visit will greatly promote Kazakhstan-China comprehensive strategic partnership. At present, bilateral relations enjoy a sound development momentum and have great potential in cooperation. Kazakhstan will work with China to deepen cooperation in such areas as economy, trade, politics and culture and strengthen communication and collaboration under the frameworks of the UN and the Shanghai Cooperation Organization (SCO). The "Belt and Road" initiative introduced by President Xi Jinping in Astana is highly significant. Kazakhstan is willing to take an active part in cooperation in such areas as transit transport, production capacity, industrial parks, finance, agriculture, and people-to-people and cultural exchanges under the "Belt and Road" framework.

The two sides agreed to stick to the principle of developing comprehensive strategic partnership, maintain close high-level and institutional exchanges, respect each other's choice of development paths based on respective national conditions as well as domestic and foreign policies, support each other's efforts to safeguard their core interests and jointly deal with challenges that threaten regional safety and stability.

The two sides also agreed to accelerate the docking between the "Belt and Road" construction and the New Economic Policy of the "Bright Road", realizing the deep integration of development strategies between China and Kazakhstan. Both sides should focus on achieving strategic synergy between the construction of New Eurasian Land Bridge, the China-Central Asia-West Asia Economic Corridor and the international logistics corridors in Kazakhstan, the alignment between international production capacity cooperation and industrialization acceleration in Kazakhstan, the alignment of between land and maritime joint transport advantages in China and the need for Kazakhstan's eastward sea transportation, and the alignment between "Digital Silk Road" initiative and "Digital Kazakhstan" strategy.

Both sides agreed to strengthen production capacity and investment cooperation, improve the trade structure of the two countries, support the joint construction of industrial parks, enhance connectivity, and deepen cooperation in such areas as infrastructure construction, transportation, logistics, innovation, manufacturing industry, agriculture, forestry, finance, energy, science, technology and environmental protection.

Both sides agreed to promote people-to-people and cultural exchanges, actively carry out regional cooperation, facilitate communication between young people of the two countries and expand cooperation in the areas of media, education, health, sports, tourism, etc. China will support Kazakhstan in well hosting the Astana Expo 2017.

Both sides agreed to maintain close communication on major international and regional issues and strengthen coordination and cooperation in multilateral mechanisms like the UN, the SCO, the Conference on Interaction and Confidence-Building Measures in Asia. The two sides will make joint efforts to combat the "three forces" and transnational organized crimes and deal with global and regional challenges, so as to safeguard the common interests of both countries and maintain global and regional peace, security and stability.

Speaking positively of the important and positive role played by the SCO in international relations, the two sides agreed to uphold "Shanghai Spirit" to deepen and develop cooperation in such areas as politics, security, economy, trade, people-to-people and cultural engagement within the SCO framework. Speaking highly of the copious and fruitful work Kazakhstan has done for deepening the SCO's cooperation in various areas and well holding the Astana Summit since its assumption of rotating presidency last year, Xi Jinping stressed that China will work together with all sides to fulfill the Astana Summit's consensus after its assumption of the rotating presidency, so as to make sure the organization will develop a more comprehensive and practical cooperation in the more effective way. Nursultan Nazarbayev noted that Kazakhstan will support China to fulfill its obligation as the SCO rotating presidency.

After the talks, the two heads of state signed the Joint Statement of the People's Republic of China and the Republic of Kazakhstan and witnessed the signing of multiple cooperation documents covering such areas as economy, trade, finance, infrastructure construction, water conservancy, quality inspection, taxation and people-to-people and cultural engagement.

Before the talks, Xi Jinping attended the grand welcoming ceremony held by Nursultan Nazarbayev in the Ak Orda Presidential Palace.

At 11:00 a.m., Xi Jinping arrived at the Ak Orda Presidential Palace and was warmly welcomed by Nursultan Nazarbayev. Xi Jinping shook hands with principal officials of Kazakhstan. Nursultan Nazarbayev shook hands with members of the Chinese delegation. The two heads of state stepped on the reviewing stand and the military band played national anthems of China and Kazakhstan. Accompanied by Nursultan Nazarbayev, Xi Jinping reviewed the honor guard.
