Li Keqiang Returns to Beijing after Concluding His Visit

On January 11, 2018, Premier Li Keqiang returned to Beijing in the evening by special plane after attending the second Lancang-Mekong Cooperation (LMC) Leaders’ Meeting in Phnom Penh of Cambodia and concluding his official visit to Cambodia.

Upon Li Keqiang's departure from Phnom Penh, Deputy Prime Minister Hor Nam Hong, Head of the Hosting Team and Senior Minister and Minister of Industry and Handicraft Cham Prasidh of Cambodia and other senior officials from the Cambodian government as well as Chinese Ambassador to Cambodia Xiong Bo saw him off at the airport.

Premier Li Keqiang stayed in Phnom Penh for less than 24 hours, during which he attended more than 20 bilateral and multilateral activities. On the sidelines of his attendance at the LMC Leaders’ Meeting, Li Keqiang put forward the "3+5+X cooperation framework"—that is to adhere to the coordinated development among the three major pillars of political security, economic and sustainable development, as well as social and people-to-people and cultural exchanges, give priority to conducting cooperation in connectivity, production capacity, cross-border economy, water resources, agriculture and poverty reduction, and expand cooperation in such areas as digital economy, environmental protection, health, customs and youth. Li Keqiang hopes that all relevant parties could carry forward the LMC spirit of equality, inclusiveness and practicality, create an economic development belt along the Lancang-Mekong River basin, and build a Lancang-Mekong community of common destiny. The meeting issued the Five-Year Plan of Action of the Lancang-Mekong Cooperation (2018-2022), and planned cooperation in the future at a new starting point.

During his visit to Cambodia, Li Keqiang reiterated that China has always respected Cambodia’s sovereignty and independence, and supported the country in following a development path that is suitable to its national conditions. China is willing to, within its due capacity, continue helping Cambodia promote economic development and improve people’s livelihood. Both sides should take the joint construction of the “Belt and Road” as an opportunity to better achieve mutual benefit and win-win results. The two countries reached 19 cooperation documents, and published a joint Communiqué, announcing to establish a community of common destiny for China and Cambodia with strategic significance.
