Xi Jinping Holds Talks with President Vladimir Putin of Russia

On June 5, 2019 local time, President Xi Jinping held talks with President Vladimir Putin of Russia at the Kremlin in Moscow. The two heads of state spoke highly of the development of bilateral relations since the establishment of diplomatic relations 70 years ago, and agreed to uphold the notion of good-neighborliness, friendship and win-win cooperation, develop China-Russia comprehensive strategic partnership of coordination for a new era in a bid to take bilateral relations to a higher level and better benefit the peoples of the two countries and the world as well.

Xi Jinping noted that it is my first state visit to Russia after my re-election as Chinese president, and is the eighth visit to Russia since 2013. Currently, the China-Russia relations are seeing continuous, steady and sound development at a high level, and bilateral relations are at the best in history. Both sides have firmly supported each other in their efforts to defend respective core interests and nurtured strong political and strategic mutual trust, and actively pushed forward all-round cooperation as internal driving forces of bilateral relations are emerging and the convergence of the two countries' interests is deepening. The two countries have taken an active part in international affairs and global governance, and played an important and constructive role in maintaining world peace and stability as well as international fairness and justice.

Xi Jinping stressed that this year marks the 70th anniversary of the establishment of diplomatic relations between China and Russia, which is a milestone and a new starting point. As the world is undergoing profound changes unseen in a century, China and Russia shoulder a greater expectation from the peoples of the two countries and the international community. The Chinese side is ready to make joint efforts with the Russian side to amplify the positive effect of the two countries' high-level political relations, bring more benefits of bilateral cooperation to the two peoples, and contribute more China-Russia options for global affairs. Today, I signed two important statements with President Vladimir Putin. First, we announced the development of the China-Russia comprehensive strategic partnership of cooperation for a new era. In the important year marking the 70th anniversary of the establishment of diplomatic relations between the two countries, we have given a new orientation and connotation to bilateral relations. Second, we announced that we will jointly safeguard global strategic stability, reflecting the spirit of commitment of China and Russia and the positive effects of strategic coordination between the two countries, which is of special and important significance at present.

Xi Jinping pointed out that the world today is becoming increasingly uncertain and unstable. Enhancing the China-Russia relations is the call of history, and a firm strategic choice by both sides. The two sides should strengthen strategic communication and coordination, and further their mutual support on issues regarding their respective core interests. The two sides should further improve and upgrade their economic and trade cooperation, push forward cooperation on major strategic projects as well as in emerging fields at the same time, and boost cooperation in economy and trade, investment, energy, science and technology, aerospace, connectivity, agriculture and finance, and at local levels. The two sides should actively push forward their cooperation to dock the Belt and Road Initiative and the Eurasian Economic Union so as to promote regional integration and the development of regional economic integration. The two countries should step up people-to-people and cultural exchanges and well design the plan for the China-Russia year of scientific and technological innovation from 2020 to 2021. China and Russia, both permanent members of the United Nations (UN) Security Council, will continue working with the international community to firmly safeguard the international order that is based on the international law with the UN at the core, maintain multilateral trading system, inject strong positive energy into the complex international situation and make new contributions to the building of a community with a shared future for mankind.

Vladimir Putin warmly welcomed his old friend President Xi Jinping's visit to Russia and congratulated the People's Republic of China on the 70th anniversary of its founding. The day after the founding of the People's Republic of China, our two countries established diplomatic relations. With joint efforts from both sides since the establishment of diplomatic relations 70 years ago, the Russia-China relations have reached an unprecedented high level, and all-round exchanges and cooperation have been fruitful. The genuine Russia-China comprehensive strategic partnership of coordination has not only benefited the two peoples, but has also become an important force for safeguarding global security and strategic stability. We should not be complacent about what have been achieved, but be dedicated to bettering bilateral relations. President Xi Jinping's visit is of great significance in the complicated and volatile international situation, and it will inject strong impetus into the development of the Russia-China relations in the new era. Russia and China should continue to strengthen coordination on major international and regional issues, jointly deal with the challenges of unilateralism and protectionism, and maintain global peace and stability. The Russian side is committed to deepening cooperation with China in such fields as economy and trade, agriculture, finance, science and technology, environment protection, telecommunications and infrastructure construction, boosting interactions at local levels, and promoting people-to-people and cultural exchanges in education, culture and tourism. The Russian side is ready to provide the Chinese side with sufficient oil and gas, and export more soybeans and other farm produce to China, and expects a faster alignment between the Eurasian Economic Union and the Belt and Road Initiative.

The two heads of state were briefed by principals from relevant departments of both countries on bilateral cooperation in priority areas, and they exchanged views on the Korean Peninsula situation, the Iranian nuclear issue and the Venezuelan issue, and other international and regional issues of common interest. The two heads of state agreed to step up communication and coordination in the UN, the Shanghai Cooperation Organization, the BRICS, the APEC, the G20 and other international arenas to jointly safeguard multilateralism and the basic norms governing international relations.

After the talks, the two heads of state signed the statements on elevating bilateral relations to the comprehensive strategic partnership of coordination for a new era and on strengthening contemporary global strategic stability, and witnessed the signing of multiple bilateral cooperation documents.

The two heads of state also met the press together, visited an exhibition of cars produced by Great Wall Motors' plant in Russia's Tula region, and attended the inauguration ceremony of the panda house in Moscow Zoo.

Prior to the talks, President Vladimir Putin held a grand welcome ceremony for Xi Jinping at the George Hall at the Kremlin.

Moscow in June enjoys shining sun and green grass. Xi Jinping went into the gate of the Borovitskaya Tower of the Kremlin by car under the welcome of majestic Russian cavalry guards along the way.

Accompanied by the majestic welcoming song, Xi Jinping and Vladimir Putin walked in big strides toward the center of the hall from the red carpet at both ends of the George Hall. The two heads of state shook hands firmly and took a group photo. The military band played the national anthems of China and Russia. Xi Jinping shook hands with the main officials of the Russian side, while Vladimir Putin shook hands with the Chinese delegation members.
