Xi Jinping Attends the BRICS Leaders' Meeting

On June 28, 2019 local time, the BRICS Leaders' Meeting was held in Osaka. President Xi Jinping, President Jair Bolsonaro of Brazil, President Vladimir Putin of Russia, Prime Minister Narendra Modi of India and President Cyril Ramaphosa of South Africa attended the meeting. Leaders of the five countries had an in-depth exchange of views and reached broad consensus on BRICS partnership, global governance and cooperation in science, technology and innovation. Brazilian President Jair Bolsonaro whose country holds the rotating presidency of the BRICS mechanism chaired the meeting.

Xi Jinping pointed out that the international situation is now in a complex and severe period, with the world economy maintaining growth on the whole but uncertainty and instability increasing significantly. The BRICS countries should do their own work in a down-to-earth manner and enhance their development resilience and ability to withstand external risks. At the same time, we need to strengthen unity and cooperation, build a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, and foster a sound international environment.

First, we need to strengthen BRICS strategic partnership. In the second decade of BRICS cooperation mechanism, leaders of the five countries should play a strategic leading role, steer BRICS cooperation in the right direction and promote BRICS cooperation for continuous, steady and long-term development. We need to strengthen policy coordination within multilateral frameworks such as the United Nations (UN), the G20 and the World Trade Organization (WTO). We need to advance BRICS Plus cooperation and work with other emerging market economies and developing countries for development and revitalization.

Second, we need to improve global governance. The BRICS countries should firmly support multilateralism, uphold the international order based on the international law and the international system with the UN at its core, advocate extensive consultation, joint contribution and shared benefits, and oppose illegal unilateral sanctions and long-arm jurisdiction. We should take a clear-cut stand against protectionism, uphold the core values and basic principles of the WTO, actively promote the international community's implementation of the UN 2030 Agenda for Sustainable Development and the Paris Agreement on climate change, and promote the main theme of international cooperation.

Third, we need to deepen practical cooperation in various fields. We need to promote BRICS cooperation in BRICS's economy, political security and people-to-people and cultural exchanges in a balanced manner, accelerate the building of practical cooperation projects such as the BRICS Partnership on New Industrial Revolution, the Innovative BRICS network and the institute for future network, and enhance the competitiveness of the BRICS countries. We need to take an in-depth participation in global innovation cooperation, jointly advocate mutual benefit and win-win outcomes, foster an open, fair and non-discriminatory environment, and allow all countries, including emerging markets and developing countries and their enterprises to participate in and benefit from scientific and technological innovation.

Xi Jinping stressed that let us continue to support and help each other and make unremitting efforts for the better life of the five peoples and the building of a community with a shared future for mankind.

Leaders of the five countries said that today's world is full of uncertainties, and the international community is faced with the rise of unilateralism and protectionism, the weakening and destruction of international trade rules and the WTO, and the urgent need to strengthen inclusive development. The BRICS countries need to strengthen coordination, give play to the leadership role in a more active manner, maintain multilateralism, safeguard the rules-based international trading system, promote fair and sustainable development and trade pattern based on mutual respect, develop a more balanced international trade negotiations agenda, and play a bigger role in promoting common prosperity and world economic growth. The BRICS countries need to better demonstrate the strategic value of our unity and cooperation, firmly uphold the development right of developing countries, and raise the status of emerging market economies and developing countries in international affairs. The BRICS countries need to strengthen cooperation in digital economy, energy and finance to better resist external risks. We should promote the G20 Summit to focus on development and implement the commitments of development assistance to Africa.
