--State Councilor and Foreign Minister Wang Yi Talks About President Xi Jinping's Attendance at the G20 Osaka Summit

From June 27 to 29, 2019, President Xi Jinping travelled to Osaka, Japan for the 14th G20 Summit upon invitation. As the trip comes to the end, State Councilor and Foreign Minister Wang Yi briefed the accompanying journalists on the visit.

Wang Yi said that the G20 Summit was held at a historical juncture when the international situation is changing fast. Standing at the forefront of the times, President Xi Jinping noted that we must not let our vision be blocked by floating clouds. From the perspective of building a new type of international relations and a community with a shared future for mankind, President Xi Jinping has charted the course for the world economy and global governance, and suggested the way forward for major-country relations and international cooperation, showcasing the vision of Chinese leaders and giving play to China's role as a responsible major country.

Within two days, President Xi Jinping attended more than 20 events in succession, holding high the banner of multilateralism, advocating the spirit of partnership and cooperation, practicing the concept of mutual benefit and win-win results, and explaining the proposal for common development. Inside the conference hall, President Xi Jinping's important speech struck a chord and China's ideas received widespread support. Outside the conference hall, President Xi Jinping's summit diplomacy captured the world's attention. The meeting between the heads of state of China and the United States (US) has attracted much attention. Public opinion at home and abroad spoke highly of the outcomes of President Xi Jinping's visit, believing that it is committed to building consensus, enhancing understanding, promoting cooperation and conveying confidence, thus making important contributions to the success of the Summit and adding stable expectations for world peace and development.

1. Pool extensive consensus on multilateralism

Wang Yi said that currently, unilateralism and protectionism continue to spread, eroding mutual trust and coordination among countries, impacting international rules and order, and dragging down global economic growth. The world needs to uphold and advocate multilateralism more than ever. During his visit, President Xi Jinping attended the plenary session of the G20 Summit, advocated the spirit of multilateralism, and guided dialogue and discussion towards the direction of cooperation, inclusiveness and win-win outcomes. President Xi Jinping pointed out that the history of human society is marked by a transition from isolation and exclusion to openness and integration. This is an unstoppable trend. Countries around the globe have long shared weal and woe as well as a common destiny. By expanding common interests and taking a long-term view, we can realize enduring peace and prosperity in the world and deliver a better life to all our people. We must not allow ourselves to become prisoners of short-term interests and make irrevocable mistakes of historic consequences. President Xi Jinping attended the BRICS leaders' meeting, the China-Russia-India leaders' meeting, and the China-Africa leaders' meeting, calling on all sides to stick to a global governance concept in the spirit of extensive consultation, joint contribution and shared benefits, maintain the international system with the United Nations (UN) at the core and the international law as the basis, safeguard the rules-based multilateral trading system with the World Trade Organization (WTO) at the core, jointly promote multilateralism and free trade, promote democracy in international relations, and build an open world economy, receiving extensive response from both inside and outside the venue. When meeting with UN Secretary-General António Guterres, President Xi Jinping stressed that the more complex and grave the situation is, the more important it is to demonstrate the authority and role of the UN. China, France and the UN held a small-scale meeting on climate change on the sidelines of the G20 Summit. The three sides continued to support the global process of addressing climate change with concrete actions. Thanks to the concerted efforts of all parties, the G20 Osaka Summit voiced its mainstream support for multilateralism and injected stability and positive energy into the development of the international situation. Facts have proved that advocating and practicing multilateralism is not only the choice of China, but also the consensus and aspirations of most countries in the world. As a Chinese saying goes, "A just cause enjoys abundant support." Adhering to the right path of multilateralism and standing on the right side of history and morality, China is winning more and more understanding and support from the international community.

2. Lead the correct direction of the G20 cooperation

Wang Yi said that at the crossroads of the world economy and at the critical stage of the reform of the international system, the importance and urgency of the G20 to strengthen policy coordination and cooperation has been increased. President Xi Jinping, focusing on development needs of the times, called on all parties to respect the objective law, grasp the trend of development, bear in mind the common future and stick to the following aspects: first, we need to persist in reform and innovation to find more impetus for growth to strive for high-quality development; second, we need to progress with the times and improve global governance to advance reform of the international financial system; third, we need to rise up to challenges and break bottlenecks in development to let more countries and regions benefit from economic globalization; and fourth, we need to uphold our partnership and resolve differences properly and expand consensus through consultation on an equal footing. These initiatives have charted the course for addressing the challenges facing the world economy, which not only opens up broader space for global development but also creates an enabling environment for international cooperation. As the leader of the largest developing country, President Xi Jinping adheres to the development perspective and pushes the G20 to continue to prioritize development in macroeconomic policy coordination, and accommodates the legitimate demands of developing countries on issues such as inclusive development, infrastructure construction, digital economy, climate, energy and environment. In response to the reform of the WTO, which is of great concern to some countries, President Xi Jinping stressed the need to uphold the core values and basic principles of the WTO, uphold the special and differential treatment, and advance it in the principle of agreement through consultation so as to make the WTO more effective in implementing the purpose of opening up the market and promoting development. President Xi Jinping called for a China-Africa leaders' meeting, during which such topics as deepening mutually beneficial cooperation and implementing the UN 2030 Agenda for Sustainable Development were discussed. President Xi Jinping stressed that China-Africa cooperation should play a leading role and pool the strength of the international community in supporting Africa's development, which was well received by African leaders and the UN Secretary-General.

3. Promote the sound development of major-country relations

Wang Yi said that the legitimate rights and interests of the Chinese side are damaged because the US side adopted a series of unilateral and protectionist practices. The Chinese side has to make necessary counter-measures, and the complexity of bilateral relations has markedly increased. On the sidelines of the Summit, President Xi Jinping met at request with US President Donald Trump to show the position of the Chinese side on the fundamental issues concerning the development of China-US relations and to communicate openly on the major challenges facing the world currently. President Xi Jinping summed up the experience and inspirations over the 40 years since the establishment of diplomatic relations between China and the US, and pointed out that China and the US both benefit from cooperation and lose in confrontation, and cooperation and dialogue are better than friction and confrontation. China and the US have highly integrated interests and extensive cooperation areas, and they should not fall into so-called traps of conflict and confrontation so as to realize mutual promotion and common development. President Xi Jinping emphasized that the Chinese side must safeguard its core interests on issues concerning China's sovereignty and dignity. Donald Trump said that he cherishes the good relations with President Xi Jinping, and it is very important for the two heads of state to maintain close ties; the US side attaches importance to US-China relations and has no hostility towards China; the US side is willing to cooperate with China and wishes even better China-US relations. President Xi Jinping also reiterated solemn stance of the Chinese side on the Taiwan question and urged the US side to abide by the one-China principle and the three China-US joint communiques. President Donald Trump confirmed that the position of the US side has not changed. The US side will continue to pursue the one-China policy.

When talking about the China-US economic and trade frictions, President Xi Jinping emphasized that the essence of the China-US economic and trade cooperation is mutual benefit and win-win outcomes, and that the two sides will eventually have to find a mutually acceptable solution to their differences through equal dialogue and consultation. President Donald Trump agreed with President Xi Jinping in this regard, and noted that the differences in such fields as economy and trade between the two sides should be properly settled, and that the US side will not add new tariffs on Chinese exports.

Wang Yi said that the most important consensus reached between the two heads of state is that China and the US agreed to continue to advance a China-US relationship featuring coordination, cooperation and stability. The two sides announced the restart of economic and trade consultations between their countries on the basis of equality and mutual respect. These significant consensuses send positive signals to the international community and global markets.

Wang Yi said that there are conflicts and differences between China and the US. However, we have reasons to believe that as long as the two sides follow the principles and consensus established by the two heads of state, firmly grasp the correct direction of bilateral relations, expand cooperation based on mutual benefit, manage differences on the basis of mutual respect, and properly settle existing problems and issues that could arise in bilateral relations in the future, there is hope of a long-term and steady growth of the China-US relations, and of more benefit to the two peoples and people around the world.

Wang Yi said that the Japanese side attaches great importance to President Xi Jinping's attendance at the G20 Summit in Osaka. Prime Minister Shinzo Abe held talks and held a welcome dinner on the day of President Xi Jinping's arrival. The two sides reached a 10-point consensus to improve and develop bilateral relations, stressing the need to abide by the principles set forth in the four political documents between China and Japan, and implement the political consensus that China and Japan are cooperative partners, not threats to each other. The two sides should strengthen high-level guidance, deepen converging interests, and provide a fair, non-discriminatory and predictable business environment for each other's enterprises. China and Japan should promote dialogue among civilizations, promote closer people-to-people bonds, properly handle sensitive issues, and promote the building of constructive bilateral security relations. The two sides should work together to meet global challenges, uphold multilateralism and the free trade system, and are jointly committed to building China-Japan relations that meet the requirements of the new era. These consensuses have charted the course for future China-Japan relations. President Xi Jinping met with President Moon Jae-in of the Republic of Korea to exchange views and reach the new consensus on bilateral relations and the Korean Peninsula situation. President Xi Jinping met with President Emmanuel Macron of France and Chancellor Angela Merkel of Germany respectively and agreed to continue dialogue and cooperation under the bilateral and multilateral frameworks to promote in-depth development of China-European Union relations. President Xi Jinping attached great importance to unity and coordination with leaders of emerging market economies and major developing countries. He met with President Cyril Ramaphosa of South Africa and President Joko Widodo of Indonesia respectively. During his attendance at the BRICS Leaders' Meeting and the China-Russia-India Leaders' Meeting, President Xi Jinping stressed that BRICS countries should deepen strategic partnership, promote cooperation in economy, political security, and people-to-people and cultural exchanges in a balanced manner, and consolidate the foundation of BRICS cooperation. President Xi Jinping also stressed to strengthen the trilateral cooperation mechanism among China, Russia and India, and stay committed to dialogue over confrontation and partnership over alliance, to blaze a new trail of win-win cooperation and sound interaction among major countries.

The current situation in the Middle East and the Korean Peninsula issue are at an important and sensitive point and affect the direction of the relationship among the major powers, and they became the hot topics among the parties during this Summit. President Xi Jinping communicated and coordinated with the leaders attending the Summit, encouraged and guided the relevant countries to strengthen dialogue and consultation and to maintain regional peace and stability, thus playing a constructive role in promoting the political settlement of hotspot issues.

4. Expound on the bright prospects for China's development

Wang Yi said that the development and revitalization of China is an irresistible historical necessity. Meanwhile, it is inevitable that it will be accompanied by interference and backlash. President Xi Jinping, at the public speeches, talks, meetings and other occasions of this visit, explained China's concept of development and proposals for cooperation, and stressed that China has full confidence in following its path and running its own affairs well. At the same time, China will work in the spirit of peaceful co-existence and win-win cooperation with all the other countries, which has enhanced the understanding and support of the outside world for China. President Xi Jinping introduced that the Chinese economy has continued its stable and sound performance, announced that China has conducted clear attitude and latest measures in opening up its market, expanding imports, improving the business environment, and promoting free trade facilities and regional economic integration, and pointed out that China is breaking new ground in opening-up and delivering high-quality development. President Xi Jinping introduced the concept of the joint construction of the Belt and Road Initiative with high quality in the light of the relevant topics of the G20 Summit, and welcomed the participation of all interested partners, thus amplifying the positive effects of the 2nd Belt and Road Forum for International Cooperation. China has become a major country in innovation and digital economy. President Xi Jinping strongly champions international collaboration on innovation, and emphasizes the need to rise above geographic and man-made fences, so that we can make a difference for more countries and for the life of their peoples. These initiatives are self-confident, magnanimous and resounding, demonstrating China's inclusiveness of unifying its own development with the common development of the world. All parties are generally optimistic about China's development prospects and believe that the new round of reform and opening up measures declared by President Xi Jinping are sincere and weighty, and that the joint construction of the Belt and Road Initiative with high quality is in line with the trend and the hearts of the people. It once again shows that China is the power source of world economic growth, the propeller of global common opening up, and the big market for all countries to expand business opportunities, and that China will provide more opportunities and release greater dividends to the international community.

Wang Yi said at last that President Xi Jinping's visit is another successful practice of China's all-round diplomacy, which coordinates multilateral and bilateral issues, takes into account major powers and surrounding countries, and covers developed countries, new emerging market economies, and developing countries. Since June this year, President Xi Jinping has made four consecutive visits, setting a record in the diplomatic history of the People' Republic of China. These four important diplomatic events have been closely linked up and coordinated, realizing the re-promotion of China's international influence, the re-improvement of the overall layout of diplomacy, and the re-expansion of the space for strategic operations. At present, the chaos and changes in the world are still unfolding, and all kinds of unstable and uncertain factors are still spreading. Therefore, we should take Xi Jinping Thought on Diplomacy as the guideline, stay awake, remain determined, deal with it calmly, and make positive progress so as to make new achievements in the major country diplomacy with Chinese characteristics.
