General Secretary Xi Jinping Chairs Symposium with Non-CPC Personages

On 8 May, the CPC Central Committee held a symposium at Zhongnanhai to solicit the views and suggestions on COVID-19 response from members of the central committees of other political parties, the All-China Federation of Industry and Commerce, and personages with no party affiliations. General Secretary Xi Jinping chaired the symposium and made important remarks.

Xi stressed that after a hard struggle, a decisive victory has been achieved in the battle of safeguarding Hubei Province and its capital Wuhan, which is a major achievement of strategic importance in the nationwide fight against COVID-19. Good progress has also been made in coordinating COVID-19 response and economic and social development. Xi underscored the imperative to scale up efforts on all fronts, stay vigilant against the virus, and reopen businesses and schools properly, which will be crucial for winning the battle against poverty and completing the building of a moderately prosperous society in all respects.

Xi noted that the CPC Central Committee has taken the unexpected disease very seriously and put people's lives and health front and center. It has stayed on top of the situation, and responded with calm and decisive containment and treatment measures. That explains China's success in basically curbing the spread of the virus in just over a month's time, in bringing the daily number of new confirmed local cases to single digit within two months, and in securing a decisive win in the battle of safeguarding Hubei Province and Wuhan City in three months. For a large country with 1.4 billion people, such achievements have not come easily.

Xi stressed that in the fight against the virus, the centralized and unified leadership of the CPC has been exercised over all areas of endeavor in every part of the country. All localities and departments promptly responded to the Party's rallying call for an all-out people's war against COVID-19. Following a people-centered approach, we have mobilized the nation's best doctors, the most advanced equipment, and the most needed resources to treat patients, with the government covering all treatment expenses. Such efforts have maximized the testing and cure rates while minimizing the infection and fatality rates.

We have relied on our people. By mobilizing the whole nation and every individual, and by setting up well coordinated control mechanisms and a line of collective defense, we have put in place a most stringent containment system. The Chinese of all ethnic groups have been actively engaged in their own ways and pulled together to make their country invincible in the face of the virus.

Leveraging our institutional strength in mobilizing resources for major undertakings, we have pooled resources from across the country and different social sectors to swiftly forge a great synergy, thus demonstrating the Chinese strength, spirit and efficiency. Harnessing our composite national strength, we have staged a multi-pronged war to fight the disease, involving manpower, logistics supply, science and technology, and resources allocation.

Tapping into scientific advancement, we have identified in less than seven days the complete genome sequence of the virus and isolated the first virus strain. We have timely developed various test reagents and swiftly selected effective drugs and therapeutic solutions. Vaccines developed based on several technical roadmaps have now entered clinical trials.

We have acted on core socialist values. With the Chinese of all ethnic groups demonstrating great unity in this time of difficulty, patriotism, collectivism and socialist values have been further promoted, and a great number of heroes and role models have emerged. A strong line of defense has been put up by inspiring nationwide solidarity and determination. These are testaments to the great significance of promoting socialist cultural-ethical progress and core socialist values and to the profound strength of traditional Chinese culture.

We have stepped up exchanges and cooperation with the world and helped other countries and international organizations to the best of our ability, playing our role as a responsible, major country. The fight against COVID-19 has proven once again that with the strong vitality and strengths of the CPC leadership and its socialist system and national governance system, China can overcome any difficulty coming its way and make important contribution to the progress of humanity.

Xi, however, also noted some weak links exposed by COVID-19 in China's prevention and control mechanism for major diseases and in its public health system. He stressed the need to improve the disease prevention and control system and to develop a containment and treatment system for major diseases that works well under both normal and emergency conditions. More needs to be done to strengthen the logistics system for emergency supplies and accelerate the building of a new nationwide mechanism to facilitate breakthroughs in key and core technologies. It is also important to carry out extensive public health campaigns and strengthen the public health system. All these efforts will help enhance China's preparedness and response to major public health emergencies.

Xi stressed that the continuing growth of cases abroad means a growing challenge for preventing imported cases and a persistent risk of a resurgence in China. We must take targeted and effective measures to guard against importation risks, focus on controlling the virus in key regions, and improve longer-term control measures. We need to do more on public communication to raise people's awareness of self-protection and discipline. No effort could be spared to prevent a resurgence of the virus.
