General Secretary Xi Jinping on COVID-19 Response During Inner Mongolia Delegation Deliberations

On the afternoon of 22 May, Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, participated in deliberations with his fellow deputies from the delegation of the Inner Mongolia Autonomous Region to the Third Session of the 13th National People's Congress.

Xi stressed that the people are the foundation and lifeblood of the CPC. The Party has rallied and led the people to advance revolution, national development and reform for the ultimate purpose of delivering a better life for the people. This abiding commitment will never waver no matter what challenges and pressure we may encounter or what sacrifices we will have to make.

Xi noted that our people-centered approach to development attests to the Party's ideals and convictions, its nature and purpose, and its original aspiration and founding mission. It also encapsulates the journey the CPC has traversed and the practical experience it has gained. Xi underscored the imperative to put the people first, rely on the people, work for the people's well-being and stay firmly attached to the people. This should guide us in every decision we make and every aspect of our work, and in our efforts to coordinate COVID-19 response and economic and social development.

Xi pointed out that our Party has no special interests of its own. It puts our people's interests first at all times, a defining feature that distinguishes the CPC, a Marxist party, from other political parties.

In the face of such a major disease, we have made it abundantly clear from the very beginning that people's life and health must come first. With this in mind, we have mobilized the nation's best doctors, the most advanced equipment, and the most needed resources to treat patients, with the government covering all treatment expenses. Nothing matters more than people and life. We will stop at nothing to protect our people's life and health. In today's context, we must stay fully alert and optimize the mechanism of longer-term containment to prevent both case importation and domestic rebound.

Xi stressed that the people are the source of confidence for the governance of the Party. During the battle against COVID-19, under the leadership of the CPC Central Committee, the whole nation and every individual have been mobilized to join a collective, whole-of-society response. Our people have built a most rigorous containment system and an impregnable line of defense against the virus. The general public understand what is at stake and see where the larger interests lie, and have subjected themselves to the rigorous control requirements. They are the backbone of our country's COVID-19 response.

Xi noted the imperative to rely on the people in the efforts to coordinate COVID-19 response and economic and social development. Though COVID-19 has had a big impact on the nation's economic and social development, to some extent it also presents new opportunities. The fundamentals that underpin China's stable economic performance in the long run remain unchanged.

We must be proactive in our work and keep in mind both immediate priorities and longer-term needs. To be more specific, we need to roll out effective measures to advance major projects, support the growth of market entities, accelerate the adjustment to the industrial structure and enhance governance capacity at sub-national levels.

In particular, we need to work out the medium-to-long term strategic tasks and arrangements, and shape a more targeted approach to our major plans, major reforms and major policies that will steer the country toward high-quality development and more efficient governance. We must stay ahead of the curve when handling crises and make more proactive efforts to foster development.
