Urumqi Adjusts Travelers Management Protocols

At a press briefing given by the Information Office of the People's Government of Xinjiang Uygur Autonomous Region on 30 July, Vice Mayor of Urumqi Song Yajun stressed that the city has tightened control protocols with more targeted response measures in accordance with latest notices of the State Council inter-agency task force and the arrangements and requirements of the Autonomous Region.

For travelers coming or returning to Urumqi:

More targeted measures are now in place to prevent case importation and resurgence. The city has been tracing all travelers who have entered within 14 days of the release of the new policy (28 July) to check if they have valid health codes and NAT reports issued within the past seven days.

New travelers to Urumqi will go through tiered, categorized and targeted protocols in light of different COVID-19 situation of their departure cities.

Ø Travelers from high-risk regions must first go through a 14-day medical observation at designated facilities.

Ø Travelers from medium-risk regions will be allowed to enter if they can present a green health code of their province of departure, a valid health code from the national government service platform, a green or low-risk Xinjiang health code (including Urumqi health code) and a NAT-negative report issued within the past seven days, and are test negative during the upon-arrival nucleic acid test.

Ø Travelers from other regions will be allowed in with a green health code of their province of departure, a valid health code from the national government service platform, a green or low-risk Xinjiang health code (including Urumqi health code), and a NAT-negative report issued within the past seven days.

For travelers leaving Urumqi:

Non-locals who have stayed in Urumqi for at least 14 days since 17 July can leave the city with a green or low-risk Xinjiang health code (including Urumqi health code), a NAT-negative report and a negative antibody test report both issued within seven days before the departure. Local residents are asked not to leave the city unless it's essentially necessary. All outbound travelers must first submit relevant materials to the local community of their residence or hotel, and obtain its official approval before leaving Urumqi.
