Xi Jinping Attends Meetings on Second Day of Third Nuclear Security Summit

On March 25 local time, the third Nuclear Security Summit (NSS) continued in The Hague, the Netherlands. Apart from the plenary meeting, a panel discussion was held on the nuclear security process in the post-Summit era. President Xi Jinping was present and made remarks, stressing to establish an international nuclear security system which aims at promoting cooperation with fairness and seeking win-win results through cooperation.

Xi Jinping pointed out, this year’s NSS bears a great responsibility of blueprinting the future and an important significance in guiding the promotion of the international nuclear security cause. Looking into the future, all countries concerned need to inject lasting impetus into the nuclear security process, ensure that it will be directed to an institutionalized track of sustainable development, and gradually build an international nuclear security system featuring fairness, cooperation and win-win results.

Xi Jinping thus put forward three points of proposals in this regard. First, adhering to the principle of fairness, all countries concerned should always assume the due obligations in accordance with their own national conditions, and enhance the capability to safeguard nuclear security on the premise of conformity between rights and obligations. Second, taking the International Atomic Energy Agency (IAEA) as a core platform and the relevant multilateral mechanisms and initiatives as supplement, all countries concerned should establish an all-dimensional, multi-layered and networked system of international nuclear security. The IAEA’s role in nuclear security should be strengthened, and earnest help should be offered to the developing countries in improving the capability and level in nuclear security. Third, sticking to the development of nuclear energy and to nuclear security, all countries concerned should facilitate the sharing of the fruits achieved in the peaceful use of nuclear energy, so as to realize common security and sustained development for all countries.

During the Summit, Xi Jinping also attended the panel discussion on addressing nuclear crisis with state leaders of other countries and heads of relevant international organizations. Xi Jinping stressed that, all countries concerned should enhance precautions, improve relevant mechanisms, respond quickly, handle decisively, jointly guard against and crack down on all forms of terrorist actions in order to guarantee the safety of peoples in all countries and safeguard the world stability.

A communiqué was issued at the Summit. The next summit will be held in the United States in 2016.
