On May 31, 2023, Director-General of the Department of Treat and Law of the Foreign Ministry Ma Xinmin and Secretary for Justice of the Government of the Hong Kong Special Administrative Region Paul Lam Ting-kwok held a work consultation on Hong Kong-related treaties and laws in Beijing. Relevant officials of the Hong Kong and Macao Affairs Office of the State Council and the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region attended it.

The two sides took stock of the latest progress of the recent work on Hong Kong-related treaties and laws, and had an in-depth exchange of views on giving play to the role of Hong Kong in the development of national rule of law concerning foreign affairs, supporting the special administrative region in building a leading center for international legal and dispute resolution services in the Asia-Pacific region, and the preparatory work for the International Organization for Mediation, among others.
