On November 22, 2023, the 20th Korea Heart to Heart (K2H) Symposium on International Exchanges of Civil Servants, themed "Deepening and Expanding Practical Cooperation for the Development of Friendship Between the Two Countries", kicked off in Yulin, Shaanxi. Director-General of the Department of Foreign Affairs Management of the Foreign Ministry Chen Li attended and addressed the opening ceremony.

The K2H Symposium on International Exchanges of Civil Servants has been successfully held for 19 sessions since 2001 and is an important platform for sub-national exchanges and cooperation between China and the Republic of Korea (ROK). The symposium was hosted by the Governors Association of the ROK, the Embassy of the ROK in China, and the Foreign Affairs Office of Shaanxi Province, co-organized by the Department of Foreign Affairs Management of the Foreign Ministry, and organized by Yulin Municipal Government. More than 230 people, including civil servants and representatives of foreign affairs departments from 21 provinces, autonomous regions, and municipalities who have participated in previous exchanges in the ROK, as well as representatives from the Embassy of the ROK in China, the Governors Association of the ROK, and local governments of the ROK, attended the symposium.
