On June 14, 2023, President Xi Jinping sent a congratulatory letter to the Forum on Global Human Rights Governance.

Xi Jinping pointed out that currently, humanity once again stands at the crossroads of history, with global human rights governance facing severe challenges. Noting that China advocates safeguarding human rights through security, Xi Jinping stressed the need to respect all countries' sovereignty and territorial integrity, jointly follow the path of peaceful development, act on the Global Security Initiative, and create a secure and peaceful environment for realizing human rights. Noting that China advocates promoting human rights through development, he stressed the need to act on the Global Development Initiative, make development more inclusive, universal, and sustainable, and ensure that people in all countries have fair access to human rights through their unique paths to modernization. Noting that China advocates promoting human rights through cooperation, he stressed the importance of mutual respect and treating each other as equals, and called for acting on the Global Civilization Initiative, strengthening inter-civilizational exchanges and mutual learning, building consensus through dialogue, and working together to promote the development and progress of human rights civilization.

Xi Jinping stressed that China puts the people first, follows a path of human rights development that conforms to the trend of the times and suits its national conditions, and has continuously strengthened human rights protection and promoted the unimpeded and all-round development of people in the process of advancing Chinese modernization. China is ready to work with the international community to practice the spirit of the Vienna Declaration and Programme of Action, steer global human rights governance toward greater fairness, justice, equity and inclusiveness, promote the building of a human community with a shared future, and jointly build a better world.

The Forum on Global Human Rights Governance was co-hosted by the State Council Information Office, the Ministry of Foreign Affairs, and the China International Development Cooperation Agency. The forum, themed "Equality, Cooperation and Development: The 30th Anniversary of the Vienna Declaration and Programme of Action and Global Human Rights Governance", opened in Beijing on June 14.
