On December 2, 2021, Director-General of the Department of Policy Planning of the Foreign Ministry Miao Deyu and Acting Director of the Foreign Policy Planning Department of Russian Foreign Ministry Drobinin Alexey Yurievich held a new round of consultation on China-Russia foreign policies. Miao elaborated on the spirit of the sixth plenary session of the 19th CPC Central Committee. Both sides exchanged views on the international situation, respective foreign policies, global governance, major-country relations, regional hotspot issues and others, and reached a series of consensuses.

Both sides agreed that democracy is the right of peoples of all countries and the common value of all mankind, rather than a special right reserved to a certain country. The United States is organizing the so-called "Democracy Summit" which in essence is an approach to restoring the Cold War mentality and inciting division and confrontation, and undermines world peace and stability. China and Russia firmly oppose such practices as imposing one's views on others and interfering in other's internal affairs under the disguise of "democracy".
