The 10th Senior Officials' Meeting of the Forum on China-Africa Cooperation Held in Pretoria, South Africa

On December 9 and 10, 2014, the 10th Senior Officials' Meeting of the Forum on China-Africa Cooperation (FOCAC) opened in Pretoria, South Africa, co-chair of the Forum. Zhang Ming, One of the two chairmen of the Chinese Follow-up Committee of the Forum and Vice Foreign Minister and Deputy Minister of International Relations and Cooperation Luwellyn Landers of South Africa attended the opening ceremony and delivered speeches respectively. Around two hundred people attended, including senior officials from China and 47 African member countries as well as some regional organizations in Africa. In the meeting, the minutes of the meeting was unanimously adopted.

Zhang Ming expressed in his speech that with the joint efforts of both China and Africa the implementation of the follow-up of the fifth Ministerial Conference of FOCAC has enjoyed solid progress and relevant blueprint on cooperation is gradually becoming reality. For a long time, China and Africa have supported each other, pursued sincere cooperation and successfully opened a distinctive path of China-Africa cooperation that embraces the trend of times and suits the conditions of both sides. China-Africa cooperation features equality, mutual trust, mutual complementarity and win-win results, offering a model for South-South cooperation. Currently, it is a historic opportunity to deepen China-Africa cooperation with broad prospects. In 2015, the FOCAC will celebrate its 15th anniversary. The Chinese side is willing to make joint efforts with the African side to make the sixth Ministerial Conference of FOCAC a grand meeting to seek win-win cooperation and realize dreams so as to promote the new model of China-Africa strategic partnership to a new level.

Landers spoke highly of China's long-standing and vigorous support and assistance for Africa's peace and development and extended special thanks to China for helping African countries fight against the epidemic of Ebola by providing multiple rounds of emergency assistance this year. Landers expressed that China is one of the most important strategic partners of Africa. Africa-China cooperation has provided a rare opportunity for Africa's development. African countries believe that China has the ability and willingness to help develop and strengthen the construction of African integration. The African side is willing to work with China to give play to the sense of ownership in Africa-China cooperation to well organize the sixth Ministerial Conference of FOCAC to be held in South Africa next year and further promote the construction of mechanisms of the FOCAC and the development of Africa-China equal partnership so as to better benefit the two peoples.

Secretary-General of the Chinese Follow-up Committee of the Forum and Director-General of the Department of African Affairs of the Foreign Ministry Lin Songtian reported the implementation of the follow-up on the fifth Ministerial Conference of FOCAC and introduced preliminary schemes of China and South Africa on the sixth Ministerial Conference of FOCAC to be held next year.

The participating delegates on the African side expressed satisfaction with the implementation of the follow-up of the fifth Ministerial Conference of FOCAC and the real results thus achieved. They made positive comments on China's great and fruitful efforts for this. They expressed sincere appreciation to China for taking the lead in the international community to help African countries fight against the Ebola epidemic and making a significant contribution to helping Africa overcome the epidemic. The delegates unanimously expressed their willingness to continue cooperating closely with China to fully implement the follow-up of the fifth Ministerial Conference of FOCAC and take the 15th anniversary of the establishment of the FOCAC as an opportunity to well organize the sixth Ministerial Conference of FOCAC.
