The 15th East Asia Forum Held in Changsha

On June 30, 2017, the 15th East Asia Forum held in Changsha, Hunan Province on the occasion of the 20th anniversary of the ASEAN Plus Three (10+3) cooperation. Themed on "20 Years of ATP Cooperation: Towards the East Asia Economic Community, the forum was attended by nearly 100 people including government officials, representatives from the industrial sector, academy of the ASEAN countries and China, Japan, and the Republic of Korea (ROK) as well as representatives of the ASEAN Secretariat. All parties had in-depth discussions on three topics including the retrospect and prospect of 10+3 cooperation during the past 20 years, stimulation of the vitality of small and medium enterprises and plan of the blueprint for East Asia economic community. During the forum, a concert to commemorate the 20th anniversary of 10+3 cooperation was held.

Vice Foreign Minister Liu Zhenmin led the Chinese delegation to attend the forum, and delivered a keynote speech at the opening ceremony. Liu Zhenmin expressed that since the launch of the 10+3 cooperation mechanism 20 years ago, it has cultivated a 10+3 cooperation culture with distinctive East Asian characteristics. All member states actively support the centrality of ASEAN in East Asia cooperation and the ASEAN Pattern, promote common and sustainable development, facilitate common and cooperative security, advance connectivity in infrastructure, economy, trade, finance, people-to-people and cultural engagement, mechanisms, and enhance comprehensive dialogues and cooperation in all fields such as political security, economic finance, sustainable development, and social culture. Under the new situation, all parties should strengthen overall planning, set specific goals and approaches, deepen practical cooperation, and create highlights of cooperation, so as to bring 10+3 cooperation to a higher level and open a better future for East Asia development. To this end, China proposes that the East Asia Forum should be well used and a blueprint for East Asian economic community should be worked out at as soon as possible.

The first meeting of the East Asia Forum was held in 2003, and it was an important Track 1.5 mechanism under the framework of 10+3 cooperation, aiming to provide dialogue and cooperation platforms for the governmental officials, industrial sector, academy of the ASEAN countries and China, Japan, and the ROK and to push forward East Asian cooperation.

Secretary of the Hunan Provincial Committee of the Communist Party of China (CPC) Du Jiahao, Governor of the People's Government of Hunan Province Xu Dazhe, Member of the Standing Committee of the CPC Hunan Provincial Committee and Secretary of the CPC Changsha Municipal Committee Yi Lianhong, and Vice Governor of the People's Government of Hunan Province He Baoxiang attended relevant activities.
