Yang Fuchang

(1932.12 - ) Vice Minister, Ministry of Foreign Affairs, People's Republic of China (1990.3-1994.1)

Born in Anxin, Hebei Province, Yang Fuchang studied in the Institute of Literature of Cairo University of Egypt from 1956 to 1961. Immediately after graduation, he worked in the Chinese Embassy in Egypt. Later he successively served as attaché in the Chinese Embassy in Morocco, Deputy Director of the Department of Translation and Interpretation of Ministry of Foreign Affairs, Second Secretary in the Chinese Embassy in Yemen, Director, Deputy Director General (1982.7-1984.1), and Director General (1987.7-1988.6) of the Department of Asian and African Affairs, and Assistant Foreign Minister (1988.6-1990.3). From April 1984 to June 1987, he was Ambassador to Kuwait. From January 1994 to December 1998, he was posted in Egypt as Ambassador. In March 1993, he was appointed President of the Institute of Diplomacy. During the tenure of vice-foreign minister, he was in charge of Western Asian and African affairs, and the work of information and protocol, and paid visits to over 40 countries of the above-mentioned areas. In August 1990, he led a delegation to attend the tenth anniversary of the establishment of the Southern African Development Organization held in Botswana. In February 1991, he visited Yugoslavia, Turkey, Syria, and Iran on the Gulf Crisis in the capacity of Special Envoy of the Chinese Government. In January 1992, he led the Chinese delegation to attend the multilateral meeting on the Middle East issues held in Moscow. In May 1993, he attended the Independence Ceremony of Eritrea as Special Envoy of the Chinese Government and signed on behalf of the Chinese Government the Sino-Eritrea Joint Communiqué on the Establishment of Diplomatic Relations with the foreign minister of Eritrea. In May 1994, he led the Chinese delegation to attend the 11th Ministerial Meeting of the Non-Alignment Movement held in Cairo. In September 1994, in the capacity of deputy head of the Chinese delegation, he attended the World Population and Development Conference held in Cairo. He was member of the National Committee of the 9th the Chinese People's Political Consultative Conference and member of the Committee of Foreign Affairs of the Conference.
