Liu Shuqing

Mr. Liu Shuqing, born in Jiangyin City of Jiangsu Province on 22ndAugust 1925, served as vice minister of Foreign Affairs of the People's Republic of China from August 1984 to December 1989.

He worked in the PLA before the founding of the People's Republic ofChinain 1949.He joined the foreign service following completion of the diplomatic course at the People'sUniversityofChina, and served as second secretary of the Chinese Embassy in theSoviet Union, division director then assistant director of the Department of theSoviet Unionand East European Affairs, political counselor of the Chinese Embassy in theSoviet Union.He served respectively as Chinese ambassador toPoland(1972 to 1977),Norway(1977 to 1980) andBangladesh(1980 to 1982), then assistant minister and concurrently director-general of the Department of Asian Affairs.As vice foreign minister in charge of Asian affairs, he paid many visits to Asian countries.He headed the Chinese Delegations for negotiations withIndiaandBhutanon the border issue, and for exchange of visits with Japanese, Thai, DPRK, Mongolian, theLaosand Pakistani diplomats as well as consultations at regular or irregular intervals.He was also head of the Chinese Delegation to the 44thAnnual Conference of ESCAP and the International Conference onCambodiain 1989.He accompanied Mr. Hu Yaobang and Mr. Peng Zhen for visit to Japan respectively in 1984 and 1985.He also accompanied President Li Xiannian for visits toThailand,Myanmar,Bangladesh,Sri Lankaand DPRK in 1985 to 1986.

In the 1990s, he took the post of secretary-general of the Leading Group of Foreign Affairs of the CPC Central Committee and concurrently minister of the Foreign Affairs Office of the State Council, then President of Chinese People'sInstituteofForeign Affairs.In 1990 and 1991, he accompanied Premier Li Peng for visits to theSoviet Unionand some countries in theMiddle Eastand the Gulf region.

Mr. Liu Shuqing was a member of the 8thNational Committee of CPPCC.
