On October 30, 2019, Vice Foreign Minister Luo Zhaohui met with Secretary for the International Boundary Cell, National Land Commission Letho Tobdhen Tangbi of Bhutan, who was in China for the first International Conference on Boundary Cooperation. Both sides exchanged views on bilateral relations and boundary issues.
