Xi Jinping Holds Talks with President Enrique Peña Nieto of Mexico, Stressing Promotion of Development of China-Mexico Comprehensive Strategic Partnership

On November 13, 2014, President Xi Jinping held talks with President Enrique Peña Nieto of Mexico at the Great Hall of the People. The two heads of state charted the course and painted the blueprint for the development of the China-Mexico relationship, and decided to forge a new cooperation pattern of "1+2+3" to promote the development of the China-Mexico comprehensive strategic partnership.

Xi Jinping said that President Peña Nieto specially adjusted the domestic schedule to attend the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting in China and pay a state visit to China, which reflects your support to China and sincerity in the development of the China-Mexico relationship. I appreciate and admire it.

Peña Nieto said that the current APEC Economic Leaders' Meeting is very successful and remarkable in both the outcome and the organization, on which he extended his congratulations. Mexico is willing to take this Meeting as an opportunity to work with China to promote the development and prosperity of the Asia-Pacific region.

Xi Jinping pointed out that China and Mexico are both major developing countries and important emerging markets, and are both at the critical stage of reform and development, facing similar tasks and challenges and offering development opportunities to each other. During my visit to Mexico last year, we jointly uplifted the bilateral relations to a comprehensive strategic partnership, initiating a new phase of China-Mexico relations. Over the past year, various consensus we reached have been put into practice one by one. The China-Mexico comprehensive strategic partnership enjoys a high starting point, a good beginning, fast development and tangible results. China is willing to strengthen cooperation with Mexico, taking stable and solid steps to promote the continuous development of the China-Mexico relationship at a higher level, in a broader field and with a greater extent.

Xi Jinping stressed that I am willing to maintain close contact with you, make good top-level design, guide the development of the bilateral relations from a strategic and long-term perspective, continue mutual understanding and support on issues related to each other's core interests, and deepen mutual trust. The two countries' governmental departments, legislatures, political parties and local governments should strengthen communication. The two countries should focus on the converging points of their development strategies, formulate practical, effective and targeted action plans, and forge a new cooperation pattern of "1+2+3", that is, one engine of financial cooperation, two main lines of trade and investment cooperation, and three key fields of infrastructure, energy and high technology cooperation. China welcomes more Mexican products in the Chinese market and will well organize the Tourism Year of Mexico as well as the second China-Mexico University Presidents Forum in China next year. The two sides should strengthen multilateral cooperation, jointly promoting the international order towards a fairer and more reasonable direction to safeguard the common interests of developing countries. China is willing to cooperate closely with Mexico to successfully hold the first ministerial meeting of the Forum of China and the Community of Latin American and Caribbean States (CELAC) in Beijing, promoting the overall cooperation between China and Lain America.

Peña Nieto said that in just over one year, he has met with President Xi Jinping for four times, jointly promoting cooperation in various fields for remarkable achievements. China is an important engine of the world's economic growth while Mexico is an important Latin-American country, and the two countries hold similar ideas on many major issues. Mexico-China cooperation boasts huge potential and great significance. Mexico sincerely hopes to develop a close and trustworthy comprehensive strategic partnership with China. He is willing to maintain a good relationship with President Xi Jinping to constantly inject new vitality into the development of the bilateral relations. He completely agrees to President Xi Jinping's important proposition on the development of the bilateral relations, especially the proposal of forging a new cooperation pattern of "1+2+3" between the two countries. Mexico hopes to expand bilateral trade and investment cooperation and promote connectivity. Mexico warmly welcomes Chinese enterprises to actively participate in Mexico's reform, especially in infrastructure construction, and hopes that the Mexico-China Investment Fund will be launched as soon as possible. Mexico is willing to enhance cooperation with China in international affairs, and will continue to actively promote the development of the Latin America-China relationship.

The two heads of state also exchanged views on the upcoming G-20 Brisbane Summit, saying that they will strengthen communication and coordination, and work with all other sides to promote the Summit for positive results.

After the talks, the two heads of state jointly witnessed the signing of cooperation documents in such fields as finance, energy, quality inspection, investment, and science and technology.

The two heads of state jointly met the press. Xi Jinping pointed out that a moment ago, I held fruitful talks with President Peña Nieto, reaching broad consensus on deepening the China-Mexico comprehensive strategic partnership. The two sides jointly issued the Action Outline on Promoting the China-Mexico Comprehensive Strategic Partnership, and decided to launch research on and formulation of the 2016-2020 Joint Action Plan of the China-Mexico Intergovernmental Standing Committees, which is to serve as the roadmap to promote China-Mexico all-round cooperation. Both sides view the bilateral relations from a strategic and long-term perspective, and will jointly sound the "Voice of China and Mexico" featuring reform, cooperation and development.

Peña Nieto expressed that he is grateful to President Xi Jinping for attaching importance to and promoting the development of Mexico-China relations. Exchanges between Mexico and China are time-honored. Today, the two countries enjoy closer communication, more solid mutual trust, and broader cooperation, which have powerfully promoted respective development of the two countries. Mexico is willing to join efforts with China to make the traditional friendly cooperative relations between the two countries display greater vitality in the new era.

The two heads of state also jointly met with the representatives of both sides attending the meeting of the high-level working group of Chinese and Mexican entrepreneurs. Xi Jinping stressed in his speech that establishing the high-level working group of Chinese and Mexican entrepreneurs is an important decision jointly made by me and President Peña Nieto to enhance bilateral trade and investment. Under the new circumstances, China-Mexico economic and trade cooperation is facing rare development opportunities. I hope that entrepreneurs of both countries forge ahead, strengthen cooperation, and jointly create a better future for bilateral economic and trade cooperation.

Peña Nieto said that Mexico has been developing Mexico-China cooperation from a long-term perspective. The high-level working group of Chinese and Mexican entrepreneurs has established a new cooperation platform for entrepreneurs of both countries. He hopes that entrepreneurs of both countries participate in the bilateral trade and investment cooperation more actively so as to promote the continuous development of Mexico-China relations.

Before the talks, Xi Jinping held a welcoming ceremony for Peña Nieto at the North Hall of the Great Hall of the People. Mme. Peng Liyuan, Wang Huning, Li Zhanshu, Arken Imirbaki, Yang Jiechi, Chen Xiaoguang and others were present.
