On June 24, 2022, the Latin American Faculty of Social Sciences (FLACSO) held its 24th General Assembly in Ecuador, and voted to admit China as an observer state of the faculty. After the conference, Chinese Ambassador to Ecuador Chen Guoyou held a celebration, attended by President of the FLACSO Superior Council Francisco Valdés, FLACSO Secretary General Josette Altmann Bourbon and others. Special Representative of the Chinese Government on Latin American Affairs Qiu Xiaoqi, who was on a visit to Latin American and Caribbean (LAC) countries, Chinese Ambassador to Costa Rica Tang Heng, and Chinese Ambassador to El Salvador Ou Jianhong attended the celebration online.

In his remarks, Qiu Xiaoqi thanked the FLACSO for its efforts to promote the establishment and development of relations with China. He said, China officially became an observer state of the FLACSO, marking an opening up of a new chapter in the exchanges between China and the FLACSO. It was a great event and happy event in China-LAC relations. As State Councilor and Foreign Minister Wang Yi pointed out in his video speech, China attaches great importance to cooperation with the FLACSO, and will make closer exchanges and cooperation with the FLACSO, strengthen exchanges and mutual learning between China and LAC countries, and contribute more wisdom and strength to the sustainable development of China and LAC countries. In 2021, China and the FLACSO jointly held the "Lectures on Contemporary China" series activities, which roused a wave of "China fever" in LAC academic circles and filled the gap in China research in the region as a whole. The Chinese Foreign Ministry is ready to work with the FLACSO to make the "Lectures on Contemporary China" a "flagship project" for bilateral cooperation, and further cement the foundation of public support for China-LAC relations. At the same time, the Chinese Foreign Ministry and the FLACSO will continuously broaden cooperation channels, innovate patterns of exchanges, build communication platforms, make efforts for regional countries to take a greater part in the Global Development Initiative and the Global Security Initiative, and join hands to promote the building of a China-LAC community with a shared future.

On behalf of the FLACSO, Secretary General Altmann Bourbon congratulated China on officially becoming an observer state of the faculty, highly appreciated China's commitment to strengthening exchanges and cooperation with LAC countries, and spoke highly of the achievements of the "Lectures on Contemporary China" series activities jointly held by the two sides in recent years. She said, the FLACSO is ready to take the opportunity of China becoming an observer state to further deepen the people-to-people and cultural mutual learning between LAC countries and China, promote innovative development, benefit the people of both sides, and create a sounder atmosphere for the development of LAC-China relations.
