On the morning of November 20 local time, President Xi Jinping held talks with Brazilian President Luiz Inácio Lula da Silva at the Alvorada Palace, the official residence of the Brazilian president, in Brasilia. The two presidents announced elevating the bilateral relationship to the China-Brazil community with a shared future for a more just world and a more sustainable planet.
The sky is clear in the early summer of Brasilia. Inside the Alvorada Palace, the lush lawn is glittering, and 450 protocol soldiers line up in salutation. Escorted by 120 Independence Dragoons, President Xi arrived by car at the square before the Alvorada Palace.
President Lula and Madam Rosângela Lula da Silva warmly welcomed President Xi, and hosted a grand welcoming ceremony in his honor.
The military band played the national anthems of China and Brazil. The two presidents watched the march-past of the guard of honor together. Chinese and Brazilian children waved the national flags of the two countries to warmly welcome President Xi. A Brazilian artist performed My Motherland in the Chinese language.
The two presidents shook hands with each other’s entourage and exchanged greetings.

President Xi expressed his delight in visiting Brazil in a year of special historic significance, one that marks the 50th anniversary of China-Brazil diplomatic relations. President Xi said he was deeply touched by the great importance President Lula attaches to the China-Brazil relations and his deep friendship toward the Chinese people, as reflected by the grand welcoming ceremony of highest courtesy accorded to President Xi. China and Brazil are two major developing countries in their respective hemispheres. In the past 50 years, they enjoyed a relationship that transcends mountains and seas, and found a right way for major developing countries to get along with each other, one that is based on mutual respect, mutual benefit, amity and win-win cooperation. Brazil is the first country to establish a strategic partnership with China, and the first Latin American country to establish a comprehensive strategic partnership with China. In recent years, under the joint strategic guidance of President Xi and President Lula, the two countries are increasingly becoming reliable friends with a shared future and positive forces for peace, and the bilateral relationship is at its best in history. It has served not only to increase the well-being of the two peoples, but also to uphold the common interests of developing countries and grow the strength and voice of the Global South, making a remarkable contribution to world peace and stability.
President Xi stressed that this day marks another historic moment in China-Brazil relations as the two sides elevate the characterization of the relationship to the community with a shared future for a more just world and a more sustainable planet, and connect the Belt and Road Initiative with Brazil’s development strategies. It reflects the global, strategic and long-term significance of the bilateral relations, meets the expectations of the two peoples, and will give impetus and support to the modernization of the two countries. Meanwhile, it also demonstrates the resolve of China and Brazil to jointly defend international fairness and justice and promote common development of the world. Keeping in mind the future of humanity and the well-being of the people, China is ready to work with Brazil to continually enrich the content of China-Brazil relations in the new era, be “golden partners” who help each other succeed, and keep working toward the goal of building a community with a shared future for humanity and fostering a more just world and a more sustainable planet. Together, China and Brazil will make even greater contributions to the peace and progress of humanity.
President Xi put forth four suggestions on developing the bilateral relations in the future.
First, pursuing a shared future and reinforcing strategic mutual trust. The two sides should firmly support each other on issues involving core interests such as sovereignty, security and territorial integrity, and be each other’s trusted strategic partners and an exemplar of solidarity, cooperation, mutual benefit and common development among Global South countries. The two sides should strengthen people-to-people exchanges in such fields as culture, education and youth to cement the popular foundation of the China-Brazil community with a shared future.
Second, promoting common development and deepening synergy between development strategies. The two sides should seize the historic opportunity in connecting the Belt and Road Initiative with Brazil’s development strategies, deepen cooperation in such priority areas as economy and trade, infrastructure, finance, science and technology and environmental protection, and strengthen cooperation in aerospace, agricultural technology, clean energy and other domains. China places fight against poverty at a prominent position in state governance, and supports Brazil’s Zero Hunger program. China is ready to further strengthen poverty reduction cooperation with Brazil to deliver a better life to the people of the two countries.
Third, sharing responsibilities and stepping forward for world peace and justice. The two sides should practice true multilateralism, speak up and act for justice, and make global governance more just and equitable. China highly values Brazil’s international standing and influence, and supports Brazil in playing a bigger role on the world stage. China will strengthen communication and coordination with Brazil in multilateral forums such as the U.N. and BRICS, support Brazil’s BRICS chairmanship next year, promote high-quality development of greater BRICS cooperation, and strengthen BRICS’s voice on upholding multilateralism and improving global governance.
Fourth, sharing weal and woe and contributing to a community with a shared future for mankind. As major developing countries, China and Brazil should take the lead in championing discussion and consultation, promoting global solidarity, and jointly tackling global challenges that affect the future of humanity. The two sides should strengthen cooperation in such areas as green transition, sustainable development, climate response and AI governance. China will support Brazil in hosting a successful UNFCCC COP30.
President Xi noted that ten years ago in Brasilia, he and leaders of Latin American and Caribbean (LAC) countries jointly announced the establishment of the China-CELAC Forum, and brought China-LAC relations to a new era characterized by equality, mutual benefit, innovation, openness and benefit for the people. China is ready to work with Brazil to continue the success of the forum, better adapt the Belt and Road Initiative to the strengths and needs of the LAC region, and generate more outcomes in building a China-LAC community with a shared future.
President Lula said that Brazil and China are good friends who respect and depend on each other. China is Brazil’s most important strategic partner, and the Chinese people are the most trustworthy friends of the Brazilian people. This year marks the 50th anniversary of the establishment of diplomatic relations between Brazil and China, and the Brazilian side warmly welcomes President Xi’s state visit to Brazil again at this important time. At the welcoming ceremony just now, President Lula specially arranged for the Brazilian artist to sing the famous Chinese song My Motherland to thank the Chinese side for its warm hospitality during his visit to China last year, and to convey the deep friendship of the Brazilian people to the Chinese people. Over the past 50 years, Brazil and China have achieved fruitful results in cooperation in various fields. Brazil looks forward to taking President Xi’s visit as a new starting point to achieve more tangible results in the bilateral relations and jointly build the Brazil-China community with a shared future for a more just world and a more sustainable planet. Brazil is vigorously promoting development strategies such as the Growth Acceleration Program, the New Industry Brazil, and the Program on South American Integration Routes, which are highly compatible with the Belt and Road Initiative proposed by China. Strengthening synergy between the development strategies of the two sides will greatly boost Brazil’s re-industrialization process, facilitate South American integration, and set an example of solidarity, cooperation, mutual benefit and win-win results among developing countries. The working groups of the two sides should expeditiously explore and advance cooperation in priority areas such as infrastructure, finance, industrial chain, science and technology, and ecological and environmental protection. The Brazilian side welcomes more Chinese companies to Brazil for investment and cooperation. Brazil looks forward to strengthening connectivity and logistics connection with China and promoting common development and prosperity between Brazil and China and between Latin America and China. Brazil opposes a “new Cold War”, and advocates a multipolar world and a global partnership based on equality and mutual respect. Brazil is ready to further deepen communication and cooperation with China under multilateral frameworks such as the U.N., BRICS, and the G20 to enhance the voice and influence of the Global South in global governance. Brazil is also ready to continue close multilateral cooperation with China and make positive contributions to the peaceful resolution of hotspot issues such as the Ukrainian crisis. President Xi’s visit is a new milestone in the history of Brazil-China relations, and opens a new chapter in the Brazil-China community with a shared future.
After the talks, the two presidents signed the Joint Statement Between the People’s Republic of China and the Federative Republic of Brazil on Jointly Building the China-Brazil Community with a Shared Future for a More Just World and a More Sustainable Planet.
The two presidents jointly witnessed the signing of the Plan of Cooperation Between the People’s Republic of China and the Federative Republic of Brazil on Synergizing the Belt and Road Initiative with the Growth Acceleration Program, the New Industry Brazil, the Ecological Transformation Plan, and the Program on South American Integration Routes.
During the visit, the two sides also signed another 30 plus cooperation documents in the areas of economy and trade, investment, agriculture, the digital economy, sustainable development, science and technology, artificial intelligence, and global development cooperation, among others.
