On November 10, 2020, China, Pakistan, Nepal, Sri Lanka and Bangladesh (the Five Parties) convened a vice ministerial-level Video Conference on COVID-19 Response. The conference was chaired by Vice Foreign Minister Luo Zhaohui and attended by Bangladeshi Foreign Secretary Masud Bin Momen, Nepalese Foreign Secretary Bharat Raj Paudyal, Pakistani Foreign Secretary Sohail Mahmood and Sri Lanka State Minister Hon. Tharaka Balasuriya.

Luo Zhaohui said the conference is the follow-up action of the video conference on COVID-19 Response held among China, Afghanistan, Pakistan and Nepal in July. The second wave of COVID-19 is threatening the world, hitting world economy to grave downturn. The Five Parties are developing countries and good neighbors, and face the common challenges for pandemic control and economic recovery. We should cement the consensus on pandemic control, maintain the cooperation momentum and give out the positive energy for jointly fighting COVID-19 in the region. Luo Zhaohui introduced China's pandemic control outcomes and experiences, the recovery growth of economy and building of the new development pattern.

The four countries' representatives shared their respective pandemic control updates. They extended appreciations for China's supports of materials and experiences and high commendations for China's promise of making COVID-19 vaccine a global public good. They are ready to work side by side with China to combat the pandemic, deepen the Belt and Road cooperation, secure the stability of industrial chains and supply chains, promote economic recovery and people's livelihood, and jointly build a community of health for all.

The Five Parties agreed that the conference was helpful and constructive, and reached the following consensuses. First, enhancing cooperation on containing COVID-19. They will face difficulties together, help and support each other, intensify cooperation in pandemic control materials, technologies, medicines and vaccine, and exchange experiences and cooperate in preventing imported infection to prevail over the pandemic as early as possible. They will uphold multilateralism, firmly support WHO in playing a leading role in the global fight against COVID-19 and push forward the building of a global community of health for all.

Second, promoting economic recovery. They will advance Belt & Road cooperation and facilitate the resumption of major cooperation projects. Efforts will be made to streamline trade contacts and keep the industrial and supply chains stable. Smooth transportation of goods at border ports will be facilitated with sufficient containment measures in place.

Third, coping with non-traditional security issues that came along with the pandemic. They will keep up deepening cooperation in public health and security, take effective measures to mitigate COVID-19 impacts on vulnerable groups, intensify experience exchanges regarding poverty alleviation and disaster relief, and explore the establishment of relevant working mechanisms.
