On June 15, 2023, Special Envoy for the Horn of Africa Affairs of the Foreign Ministry Xue Bing met with Assistant Minister of State for African Affairs of Saudi Arabia Sami bin Abdullah Al-Saleh at the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia. Chargé d'affaires a.i. of the Chinese Embassy in Saudi Arabia Yin Lijun was present.

Xue Bing said that Saudi Arabia is an important cooperative partner of China in the Middle East and has close exchanges with countries in the Horn of Africa. China is ready to take the implementation of the "Outlook on Peace and Development in the Horn of Africa" as an opportunity to strengthen communication and cooperation with Saudi Arabia and jointly contribute to peace and stability in the Horn of Africa. Sami bin Abdullah Al-Saleh welcomed Special Envoy Xue Bing's visit and said that Saudi Arabia appreciates and supports the "Outlook on Peace and Development in the Horn of Africa" put forward by China, and is ready to actively explore trilateral cooperation with China in the Horn of Africa.

The two sides also had an exchange of views on the military conflict in Sudan and other regional hotspot issues.
