On September 1, 2011, at the invitation of France, Chinese Vice Foreign Minister Zhai Jun attended the International Conference on Libya in Paris as an observer representing the Chinese government.

Addressing the conference, Zhai said that China has been closely watching the development of the Libyan situation. We uphold that all parties concerned follow the purpose and principles of the United Nations Charter and norms of relevant international laws to solve the Libyan crisis through political means. China respects the choice of the Libyan people and highly recognizes the important status and role of the Libyan National Transitional Council (NTC) which China have stayed in close touch with and provided humanitarian assistance for. China sincerely hopes Libya completes the transition of regime at an early date. The future regime should take effective measures to gather all the domestic forces together for political and economic reconstruction in order to make the Libyan people live stably and happily soon. China hopes Libya restores stability and social order as soon as possible, embark on the inclusive political transition, takes into full account the interest and demands of different parties, tribes and areas and maintain its ethnic solidarity and national unification. The international community should respect the choice of the Libyan people and the sovereignty, independence, unity and territorial integrity of the country. The United Nations should play a leading role in the post-war arrangement of Libya.
